Europe l'Europe s'est attachée en
particulier à réduire les inégalités
entre les régions plus ou moins
favorisées en leur permettant de se
développer ensemble nous voici en l'an
2000 une date qui suscite autant
d’enthousiasme que d'inquiétudes en
parlant d'enthousiasme j'aimerais vous

c'est lui il a la connexion digitale non
seulement les câbles disparaissent au
profit de la DG du Bluetooth et du wifi
mais c'est aussi et surtout la distance

l'Union Chypre l'Estonie la Hongrie la
Lettonie et la Lituanie Malte la Pologne
la République tchèque la Slovaquie et la
Slovénie et deux autres la Bulgarie et
la Roumanie rejoindront l'Union en 2007
en quelques années seulement notre
population augmente de plus des vents
pour cent mais il existe des forces
disparitées régionales en termes de
développement socio-économique il y a
les risques d'avoir une Europe à deux
vitesses il faut dire que beaucoup de
nouveaux membres de l'Union sortent très
affaiblie par plusieurs dizaines
d'années de régimes communistes
l'Union européenne tire les leçons du
passé et reprend la recette qui avait
fait ses preuves dans les années 80 lors
de l'adhésion de l'Espagne de la Grèce
et du Portugal des programmes sont
activés afin d'investir lourdement dans
les infrastructures générer un maximum
d'emplois et initier la reconversion
économique de ces pays bref pour
améliorer la condition de vie de ces
nouveaux européens en 2007 les traités
d'elisbonne a pour ambition des réformer
les institutions européennes afin de
rendre l'Union plus démocratique et plus
efficace il est ainsi question d'une
constitution commune des renforcer la
participation des Parlement nationaux
aux décisions de la commission et des
données une place plus importante aux
initiatives citoyennes c'est là aussi
que la lutte contre les changements
climatiques acquièrent les rangs des
priorités avec le traité de Lisbonne
l'Union européenne va hériter d'une
nouvelle mission cruciale promouvoir la
cohésion territoriale en plus de la
cohésion économique et sociale une
enveloppe budgétaire de plus de 235
milliards d'euros y est alloués mais de
quoi s'agit-il l'objectif peut être
résumé en quatre points

chacun des territoires pour qu'il
contribue au mieux au développement
durable équilibré de l'Union tout
entière

d'énergie fiables et à l'Internet à haut
débit il s'agit donc de mieux relier les
territoires
quatrièmement les effets du changement
climatique et la congestion du trafic ne
s'arrête pas aux frontières il faut donc
des nouvelles formes des coopérations
entre les pays mais aussi et surtout
entre les régions ainsi qu'au centre de
nouvelles Macron régions comme par
exemple la marque religion du Danube ou
encore de la mer Baltique le rôle du
Comité des régions qui rassemble des
centaines des lilocaux est encore
renforcée pour que les décisions prises
à Bruxelles soient traduites sur le
terrain en apparence tout se présente
donc pour le mieux dans le meilleur du
monde les plans sont réfléchis les
moyens disponibles et les hommes
volontaristes mais une crise sans
précédent voit le jour outre-Atlantique
connue sous le nom de subprimes l'onde
de choc est terrible au plan
international et une fois de plus les
Européens vont se serrer les coudes pour
s'en sortir si les États sont bien
obligés d'observer une politique
d'austérité en ces temps
particulièrement difficile la politique
de cohésion amortie le choc et permet de
limiter la casse en continuant
d'investir au niveau régional le plan
est aussi limpide qu’efficace en
attendant des jours meilleurs il faut
soutenir les plus faibles tout en
permettant au plus fort de générer
d'autant plus de richesses à
redistribuer le Fonds européen de
développement économique régional est le
fond social européen joue alors mieux
que jamais le rôle salvateur
qu'il s'agissait d'une décennie très
particulière dans notre histoire à
l'image des réseaux tels que MySpace
LinkedIn Facebook et Twitter qui font
une perception de notre mode de vie
l'Union européenne tisse des liens
sociaux puissants du nord au sud et
d'est en ouest des nouvelles communautés
naissent en Europe et rassemblent des
citoyens ainsi que des régions autour
d'objectifs communs on ne voit plus une
frontière comme une limite mais bien
comme une porte qui donne accès à
l'autre il faut maintenant réunir ces
héros du quotidien pour propager leurs
bonnes pratiques c'est ainsi qu'un nez
la semaine européenne des régions et des
villes sous l'impulsion du Comité des
Régions elle est désormais organisée
chaque année depuis 2002 en coopération
avec les collègues en charge de la
politique régionale et urbaine de la
Commission européenne cet événement
rassemble chaque année des centaines de
réalisations et des milliers de
personnes habitent d'échanges et
d'inspiration les champions de la
cohésion économique sociale et
territoriales sont reconnus à travers
des prix région star pour leur
excellence leur exemplarité et leur
transfertilité à d'autres régions de
l'Union européenne tout était sûrement
en place pour que l'Union des 27 se
consolide et passe même à 28 mais ça
