a nota técnica nº 7 do monitor fiscal
que analisou as relações entre a dívida
e o crescimento econômico do Estado do
Ceará está alinhada a estudos conduzidos
pelo Professor Paulo Mattos do curso de
economia da Universidade Federal do
Ceará convidamos o professor Paulo para
conversar sobre o processo de
endividamento público e a situação da
dívida pública no estado cearense Paulo
Mato céu conexão cidadão a primeira
Ceará historicamente assim e a dívida
principalmente no nordeste muitas vezes
a iniciativa privada setor privado ele
não consegue ocupar todos os espaços
explorar tudo que é importante para o
bem-estar social
E aí que o estado deve entrar fazendo
uma função que a gente chama de
completar mercado por exemplo tem que
ser ativa privada não quer investir em
saneamento básico a gente vai deixar
aquela cidade mas Desprovida ficar sem
saneamento básico não o estado vai lá o
estado sentido Mais amplo para seu
município também o governo federal e
filho Pois estado vai lá e cumpra essa
função de completar o mercado de onde
vem esse dinheiro para investir
normalmente tem dois dois possíveis
locais dos possíveis Fontes não é
recurso próprio oriundo de poupança
esforço de austeridade fiscal própria do
Estado
é consolidada do Ceará fechamento do ano
a situação do Ceará a gente vem
crescendo forte principalmente comparada
trabalhada
valor bastante significativo Professor
Muito obrigado pela sua participação
vamos passar a bola a droga para o
Rodrigo Rodrigues a
estados brasileiros e do Distrito
Federal o lançamento aqui no Ceará veio
para concientizar ainda mais sobre a
importância de aderir ao programa que
disponibiliza uma ferramenta de
auto-avaliação com orientações e
treinamentos para implementação de
mecanismos de controle e prevenção a
intenção com isso é oferecer aos
gestores a oportunidade de realizarem
uma autoavaliação e verificarem onde
estão os pontos mais suscetíveis a atos
de corrupção o meu da ferramenta os
gestores públicos aqui do Estado poderão
responder a um questionário com 45
questões no sistema é prevenção do TCU
ao final o próprio sistema gera um
diagnóstico oportunizando a construção
de planos de ações após isso os
parceiros das redes de controle oferecem
os modelos e treinamentos para a
execução do planejamento no lançamento
constantemente alimentada Ou seja ainda
tarde e
