Q & A
What is the significance of the second-largest economy in West Africa in the context of the video?
-The second-largest economy in West Africa refers to Ghana, which is a major destination for old German cars that are exported as scrap or used vehicles.
How do old German cars end up in Ghana?
-Old German cars are exported to Ghana, often declared as used cars rather than scrap, despite regulations that should require them to be disposed of within the EU due to their age and condition.
Why does the owner of the 25-year-old Golf car want to sell it?
-The owner wants to sell the Golf car because it no longer has a valid technical inspection (TÜV) and has issues with the ABS and airbag systems, making it unfit for use on the road.
What is the economic incentive for exporting old cars to Ghana?
-The economic incentive is the potential profit from selling old cars at a lower cost, as seen when a dealer considers buying the Golf car for 200 Euros.
What is the environmental impact of exporting old cars to Ghana?
-The environmental impact includes pollution from the cars themselves, which are often too old or unsafe for use in Europe, and the potential harm from improper disposal or recycling of their parts.
How do mechanics in Ghana deal with the influx of old cars?
-Mechanics in Ghana work under challenging conditions, often outdoors without proper equipment, to repair and repurpose the old cars, which can include welding and shaping metal by hand.
What is the situation of the young welder George in the video?
-George is a young apprentice working in a workshop, tasked with removing rust and welding new metal onto a 20-year-old minibus. He faces long hours, poor pay, and hazardous working conditions.
Why is the recycling of old cars in Ghana problematic?
-The recycling of old cars in Ghana is problematic due to the lack of proper safety equipment, the use of hazardous chemicals, and the potential health risks to the workers involved.
What is the policy of Ghana regarding the import of used cars?
-Ghana has a policy to restrict the import of used cars by setting an age limit of ten years for imported vehicles, in an attempt to reduce the influx of old cars and encourage the development of a domestic industry.
What is the role of the EU in regulating the export of used cars?
-Prior to the proposal of a new directive, the EU had little regulation on the export of used cars. The new directive suggests that only roadworthy cars, such as those that have passed a technical inspection like TÜV, should be exported.
What is the impact of the old car influx on the local industry in Ghana?
-The influx of old cars hinders the development of a local automotive industry in Ghana, as it floods the market with cheap, used vehicles that compete with the establishment of new, locally produced cars.
Outlines
🚗 The Journey of German Cars to Ghana
This paragraph discusses the phenomenon of old German cars ending up in Ghana, one of the largest economies in West Africa. It describes how these vehicles, deemed unfit for use in Europe due to their age, safety, and environmental concerns, are exported to Ghana as used cars. The narrative follows a 25-year-old Golf car owner in Döllwang, Germany, who wishes to sell her car for 500 euros due to its lack of a technical inspection certificate. The car's journey to Africa is not unique, as nearly a million used cars are exported from the EU to third countries annually, often under the guise of being used cars rather than the prohibited 'scrap cars'. The paragraph also touches on the scale of this trade through the port of Hamburg, where over 100,000 cars are unloaded each year.
🔧 The Reality of Car Repair Work in Ghana
The second paragraph delves into the harsh working conditions of mechanics in Ghana, who often lack proper equipment and training. It introduces George, a young apprentice welder working under the open sky, tasked with removing rust and welding new metal onto a 20-year-old minibus from Germany. The work is physically demanding and exposes the workers to hazardous conditions, such as intense light from welding without adequate eye protection. The mechanics are also financially vulnerable, receiving a small fraction of the profits, and relying heavily on customer tips. The paragraph highlights the precarious nature of their employment and the environmental impact of the discarded car parts.
📜 The Legal Challenges of Importing Used Cars
This paragraph examines the legal aspects of importing used cars into Ghana, where there are restrictions on the age of cars allowed for import. Despite rules stating that imported cars must not be older than ten years, many cars arriving at the port are found to be older, leading to high penalty payments and, in some cases, cars being abandoned at the port. The narrative includes the story of a Peugeot 405, originally from Germany, which was not supposed to be in Ghana due to its age but ended up there anyway, raising questions about the enforcement of import regulations.
🛠️ The Struggle of Mechanics and the Impact on Local Industry
The fourth paragraph continues the theme of the challenges faced by mechanics in Ghana, particularly focusing on the impact of the influx of used cars on the local industry. It describes how the flood of old cars hinders the development of domestic industries and how Ghana is attempting to restrict the excessive import of used cars by setting age limits. The paragraph also touches on the personal stories of individuals like an oil recycler who struggles to make ends meet and support his family, highlighting the economic pressures and the need for alternative livelihoods.
🏭 The Oil Recycling Business and Its Hurdles
The fifth paragraph shifts focus to the oil recycling business, illustrating the daily struggles of an oil recycler who must navigate unreliable public transport and meet the demands of his customers. It portrays the tension between the need to maintain customer satisfaction and the logistical and financial challenges of the trade. The narrative emphasizes the importance of punctuality and reliability in this business, as well as the personal sacrifices made by the workers to provide for their families.
🌍 The EU's Regulatory Changes and Their Implications
The final paragraph discusses the potential changes in EU regulations regarding the export of used cars. It mentions that the EU Commission has proposed a new directive that would require only roadworthy cars to be exported, which must pass inspections such as the TÜV. The paragraph reflects on the lack of regulation in the past and the uncertainty of how these changes will affect the individuals involved in the trade, such as the welder's apprentice in Ghana, for whom the new regulations may not immediately bring about any change.

[Musik]
dafür haben ähm also mein Ziel
wünschenswert werden 500 €
die Hoffnung einen Händler finden der
das Auto für diesen Preis nimmt denn
eine Reparatur lohnt sich für Alex nicht
mehr
hallo ich hätte einen alten Dreier Golf
den ich verkaufen würde aus dem Jahr
1997 gut trotzdem danke
tschüss
das wird überhaupt nichts also
mindestens aus 2008 kann der noch Autos
verkaufen und der hat mir dazu geraten
den so billig wie möglich verstorben zu
lassen
zwei Tage später heute will der Händler
[Musik]
unser Ziel deutsche Autos finden
totaler Schrott gerade erst vom Schiff
hier weiter
[Musik]
12 Uhr sechs Stunden hat George jetzt um
ungefähr 15 Stellen zu verschweißen
eigentlich viel zu wenig Zeit aber
andere Möglichkeiten hat er nicht das
bestätigt uns auch ein Mechaniker in
einer anderen Werkstatt
was genau arbeitest du hier hier ich
arbeite hier an PKWs
aber eigentlich habe ich Buchhalter
gelernt
muss man eben etwas anderes machen
ich muss Geld verdienen um zu überleben
[Musik]
herauszuholen
Theorie
ein Arbeiter führt uns zu jemanden der
genau das macht
gerne
das ist meine Werkstatt
ihr könnt gerne rumkommen
[Musik]
der Kölner
das ist die Chemikalie
hier wenn es sich vermischt dann steigt
der Dampf nach oben
man sieht ihn nicht aber der chemiedampf
hat das Dach zerstört
schaut das Dach ist komplett zerfallen
[Musik]
nur noch Asche
Staub
was für eine Chemikalie das genau ist
will er uns nicht sagen
Geschäftsgeheimnis
sie ist sehr giftig die Chemikalie sehr
giftig
okay
ich nehme die Kamera
viel Schmerzen wenig Geld
lange kann er nicht Pause machen denn
bald kommt der Besitzer des Busses und
den Meister zu bezahlen Geld von dem
George wahrscheinlich nicht viel sehen
wird
vielleicht gibt es aber Trinkgeld das
hängt davon ab wie viele der 15 Stellen
erschafft
das habe ich gemacht hier oben fehlt
noch und das da hinten fehlt noch
am Schluss sind das acht
und dann ist es soweit
der Besitzer des Autos taucht auf
für dort und andere Lehrlinge gibt es
kaum Alternativen im Land denn die
altwagenflut verhindert den Aufbau einer
heimischen Industrie
Ghana will deshalb den übermäßigen
festzustellen 91
Zulassung
07.05.1991 so fertig ist
hier sind noch mehr Dokumente
wie kommt so ein altes Auto hierher
wusste der Besitzer davon
wir versuchen herauszufinden wem das
Auto gehört hat
ich
Christa merkt habe meinen Pkw Peugeot
405 Kennzeichen meinem Enkel Fabian
fettinghaus geschenkt unterschrieben
[Musik]
tut mir leid tut mir sehr leid
warum hallo
so
Tag umsonst gearbeitet mal wieder
auch was
Upgrade leider
wenn wir nachher fertig sind teilen wir
es
den restlichen Abend warten wir darauf
dass George sein Geld kriegt doch sein
Chef macht keine Anstalten ihn zu
bezahlen und ist irgendwann einfach weg
[Musik]
unangenehm gewesen
die Lieferung hat geklappt Greco kann
den Kunden halten
jetzt geht es mit den leeren Kannen
zurück zu seinem Öl die nächste
Lieferung wartet schon
zurück in Deutschland suchen wir Fabian
den Vorbesitzer des viel zu alten
Peugeots vom Hafen in Ghana
wir werden fündig und schreiben ihn an
in Ghana dort haben wir deutsche Autos
im Hafen gefunden unter anderem ein
Besuch in dessen Handschuhfach die
Schenkungsurkunde
ihrer
[Applaus]
[Musik]
39
wir besuchen ihn in Hamburg
hallo freut mich
irgendwie in Deutschland vielleicht
Umsetzung drei Jahre Zeit
dort der schweißerlehrling arbeitet
schon am nächsten Auto
für ihn ändert sich vorerst noch nichts
