hello and welcome to this week's edition
of France InFocus I'm hak-soo Meyers
belkin Paris may be known as the City of
Light
but for many who live here is also the
city of on booty urge or traffic jams
and that's nothing new cars became an
integral part of the prison landscape in
the 1920s with the explosion of private
car ownership by the 1960s traffic was
so badly managed the many of Paris's
most iconic sights ended up looking like
giant car parks but while there are no
longer masses of cars clogging up the
forecourt of nacho dom cathedral paris
is still as you can see very much a city
of motorists Parisians love their cars
they also love driving along their
city's beautiful avenues there are less
keen however on kilometres of traffic
jams Paris is one of the most congested
cities in Europe in 2015 drivers here
wasted 45 hours in traffic jams a
problem they've been facing for a long
time
in the early 1950s the car boom led to
kilometers of congestion and streets not
adapted to modern traffic keeps going
we'll start walking they'll be faster
what should we do that get rid of all
cars and give everyone rollerskates that
would be better in my opinion believe me
there's no way to get around Paris we
drive those don't know what will happen
to it
are you moving at all no not at all in
barely two days it's completely
saturated some things never change
like grumpy drivers especially in the
60s when driving seen as a man's job
women have their own way of driving yes
how not always very well driving I
believe so how with a lot less intention
than men too many cars on the road but
don't even think about asking Parisians
to take the bus at a time when the car
is king I could never get rid of my car
the fight against traffic jams has long
been a priority in 1973 a ring road
around the Capitol was inaugurated 35
kilometers without a traffic light 12
years in the making with a cost of over
2 billion francs journalists from this
news program tested the new highway at
rush hour
and guess what on its first day the
brand-new Ring Road experienced its
first ever traffic jam
the mayor of Paris and Hidalgo has said
that she wants to recon curb like for
pedestrians and cyclists she wants to
have the number of private polluting
vehicles in the capital and she's
putting her money where her mouth is for
the comprehensive series of
anti-pollution measures On January 15
2017 Paris became a restricted traffic
zone while cars must carry acrid air
sticker which classifies cars according
to their level of pollution the most
polluting vehicles are not allowed to
drive in the city between 8 a.m. and 8
p.m. during the week and drivers that
don't carry the sticker risk a fine of
68 euros a need algo has already
drastically reduced the amount of
traffic along the banks of the Sun in
October 2016
more than three kilometers of the city's
right bank was closed to cars three
years after the pedestrianisation of
parts of the left bank on October 1st
the first expressed by clean opened a
four kilometre track along George
Pompidou the measure is part of a bike
plan voted on in 2015 the goal doubled
the length of bike lanes from 700
kilometers to 1400 kilometers by 2020
but the mayor wants to take things even
further by setting up an electric tram
bus that will move east to west across
the capital starting in 2018
mayor Eid algo also wants to convert
certain parts of the city into
pedestrian-only zones while reducing the
speed limit from 50 to 30 kilometers an
hour in other areas as you can see we're
on the pedestrianised banks of the seine
which only a few years ago were filled
with traffic now while everyone does
think that lowering levels of pollution
is a good idea many Parisians think that
del goes plans will in fact have the
opposite effect they think that removing
traffic lanes will only make traffic
jams worse cyclists and pedestrians on
the other hand think Hidalgo is onto the
right track
Paris mayor Anne Hidalgo is on a mission
to get rid of pollution in the French
capital but not everyone is seeing eye
to eye on her approach to achieving a
smoke-free city take her decision to
convert several driving lanes along the
Sun into bike lanes while the move was a
hit among cyclists motorists say the
measure has severely disrupted traffic
somewhat it's really irritating because
I use my car for so many things like
getting to work every day or visiting
friends and family I think this is a big
moment for Paris we're making the
streets more accessible for Parisians
bringing the banks of the Seine back to
the people
lissa Dee says the plan will reduce
pollution but those that oppose the
measure say it will have the opposite
effect
Valerie poklis president of the ill de
France region says lane closures in the
city centre have simply spread
congestion on pollution to the
surrounding suburbs but pollution
monitors still say they've seen an
overall decrease in certain areas
there's been a five percent increase in
pollution and in other areas we're
seeing as much as a 10 percent increase
so the pollution has moved more or less
but it has nevertheless decreased over
the zone as a whole commuters also
complain about the lack of public
transport options in the evening which
is why some economists say Paris could
suffer an economic loss if a show ends
around 11:00 p.m. or midnight there is
no way to get back to the suburbs except
by car if you get rid of cars in Paris
you cut Paris from the suburbs and that
would be suicide the mayor also plans to
ban diesel-powered vehicles in the
capital as early as 2020 no diesel cars
means there will be no more tourist
coaches and then 12 and a half million
tourists are going to have trouble
getting around the city despite the
backlash and hidalgo insists her plans
will continue this of course there'll
always be a need for cars
we're not anti cars we anti-pollution
urban highways in the heart of the city
that we cannot have it
Hidalgo says she wants to be on the
right side of history starting with a
little less small
[Music]
while joining me now to discuss Paris's
cycling renascence in a little more
detail is like air ho who is an
economist and an urbanist thank you very
much for speaking to us how big a role
do you think bikes can play in reducing
the number of cars on the streets of
Paris actually Paris like all the other
great cities of the Western world is
going through an important a bike
renaissance because in the last 25 years
the number of cyclists in Paris has been
multiplied by 10 do you think Paris will
ever be car free Josephine mapa
definitely not for going towards cities
with fewer cars maybe three or four
times fewer cars but never without cars
why is that because some people do need
them taxi drivers professionals
emergency services as well as residents
who need to have access to their garage
and how does Paris compared to other
major world city as far as cycling
infrastructure is concerned we offer two
key infrastructure is not the first
thing that allows cycling to happen the
first thing is that there needs to be
less car traffic it's when there are
fewer cars that it's more pleasant to
ride your bike if bike lanes take over
space from cars then we win on both
fronts and tell me what do you like
about cycling in the city the collodion
say a famous comic book writer and
novelist here in France said when you're
on your bike you see Paris in
CinemaScope CinemaScope you don't have a
single blind spot you enjoy the city and
its beauty to the fullest and you enjoy
being in the most beautiful city in the
world of course they do believe in you
more near sue
[Music]
so you've heard from people who think
that bikes are the future and you've
also heard from people who are a little
more skeptical but I think one thing
that everyone can agree on is at the
prospect of Shaving even a few minutes
of your daily commute is very exciting
indeed so there's only one thing for it
I'm joined here by my colleague for
today hi all today I exceed all today is
about to get into her car I'm about to
get on my bike for a race from here
Sammy Shale in central Paris back to the
newsroom in ICI Lin Willie know so may

[Music]

disappointed but it must be said I have
had a lovely half an hour of cycle
through Paris it's been beautiful I've
