formulated four Global centers on water
security and four Global centers for
health there are nine centers and health
and water security each region they
divided across the world on one on
global South on water security is set up
at Chennai in the I Madras campus and
ABCD the name we coed the city among the
four Institute belong so a for aan B for
Bangkok C for Chennai and D for Tristan
so these four institutes form the ABCD
Center and under three verticals that's
a mandate of D two and academic exchange
particularly research exchange and join
Masters program one of the unique in the
world with four Institutes formulating a
join Masters program on the water
security and third vertical is a quite
interesting knowledge transfers to the
in field
oriented stakeholders which starts from
the users to the policy makers so that
we make our the current state of the art
knowledge reaches up to the root level
for its own functionality absolutely so

climate change has a severe impct impact
on on hydraulic cycle and so as for me
as a hydraulic engineer it immediately
affects the hydraulic situation and
conditions so just to give an example uh
due to earlier higher temperature

a shift in the peak flow so first Peak
flow comes earlier and um and we have
earlier flood for example in the year
and this affects for example um The
Aquatic habitat situation for a lot of
species which are living in the in the
in the river and uh yeah it has a huge
impact climate change so we as hydraulic
Engineers we are trying to for example
to establish a sediment um transport
continuously but when we have uh changes
dramatic changes in hydr grafts so that
means uh we have to make different
operation rules for reservoirs uh which
is basis for for example for for hydrop
power generation altered um migration
patterns yeah for for fish passes for
example has to be taken into account so
we have to change the design of of fish
letters when we have less water for
example and uh this is this is very
important to have all this in mind for
for uh habitat condition ecological
condition and a lot of uh you uses we
have on the river and we have a lot of
uses yeah and I didn't mention now
navigational uses of course especially
for navigation it is important that you
have always enough water below the ship
sufficient trft sufficient draft yes and
so we have to rethink uh to uh optimize
the structures the existing structures
in the river for example grins yeah to
increase water taable
and when we do the step that we want to
construct a Dam dam with locks this is
again a severe impact yeah so we' have
to balance what we do from the
constructional side and what how to

because like that it reflects into the
global Community very rightly said um
but I want to give back that uh
admiration because I think the the women
I have met in India they are so bright
they are so intelligent they are so
eager to to do it their way to re uh to
succeed into also into parts of economy
which are mainly which are male
dominated so it's really a joy to see
these women work but of course I
know this is a part of Indian female
Society there are other women who are
not in that lucky situation and we are
working together with institutions like
satu Foundation who who who take care of
women who are not in such a who are in
difficult situations and we try to
support them to be able to support uh
women women in India oh what are the key
challenges I think we have more many
challenges so what I see from especially
my experience with this very cat
catastrophic disaster in 2021 in in
Germany is that we need uh we need room
for the river or we need room for the
coast yeah so because what we can't do
is we can't avoid disasters or we can't
avoid extreme events extreme events will
occur from time to time there is no
possibility for us as small humans to
avoid this uh really extreme events but
what we should avoid is that it will
will result in a disaster and uh yeah
the most important challenge is probably
that we try to be yeah as far as as far
as much away from yeah those areas um
which can be part of of a disaster so if
I think especially about the rivers of
course the forlands um these are areas
where we should not build any buildings
infrastructures whatever okay mem M
okay so they they forget yes
unless unless those events have really
impacted them I I still remember 2011
flood in Thailand m because I I I was
impacted right but the memory slowly
slowly feds away
right now when it comes to
uh again you have to
contextualize the
solutions the one size will not fit
everybody so you need to
contextualize
now you need to in my view you need to
go for a combination of both gray and
green infrastructure M for when it comes
to managing
floods and drums can you elaborate more
on the green and gray structures sir uh
green uh and gray infrastructure uh are
those you know when you talk about
concrete when you talk about uh
infrastructure mostly we are talking
about Waste Water treatment plant water
treatment plant dams dkes right these
are all gray
infrastructure green infrastructure are
those which are having ecosystem

may may eeld you results in a longer
period whereas gray infrastructure would
give you immediate benefits
right my take is that we should go for
both a combination of two green and gray
infrastructure so that we can meet the
demand of the society at the same time
we are having uh you know long-term

Bangkok also uh experience has flood
regularly drought in cities is not it
not really a major issue in terms of
that most of the cities are dependent on
on water from outside or on groundwater
yes so drought impacts the rural
population people in rural areas more
than the
urban even drought periods unless it
reaches to a point where water supply is
stopped yeah this happen in yeah zero
day right yes so then then people think
that hey what should be done yes now in
in such extremes again we have to also
understand one more point before I
elaborate on on other points is that uh
these are risks floods and droughts are
water risk and you cannot be risk
proof there has there will be some
risk only thing is you have to decide
what level of risk you are ready to
accept and what is not doable within the
within the uh system you are
in right uh meaning
that with the constraint you have in
terms of finances in terms of investment
inms so you might say that oh this is
what our acceptable level of risk
is so in Bangkok Cas what was done for
flood is that one in let's say your most
drain system is designed for one in 10
to one in 20 years flood
right but in it was made uh a point
that a an event
happening then of course you need to
understand the cause of the flood for
example is it the is it the local
rainfall or is it the river flood which
is bringing and coming to the to the
city depending on you will have
different uh Solutions Solutions right
so if if the flooding is happening
because of excessive rainfall locally
then you have to come up with a solution
where you might say that the part of the
chinai will still flood but we would be
able to remove that water in 1 hour 2
hours 4
hours so that there is a disruption in
the in the routine of people in terms of
their you know daily activities of going
to the field and whatever whatever going
to the office and all uh is distrupted
for one year or
M sorry one 1 hour or two hours right
yes yes so there comes the role of
uh what we call early
warning and this is again taken up at a
global level you early warning for all
right this is coming up so early warning
can play a big role here if we have a
good system of of of uh real time data
Gathering
data collection system using
our up toate modeling platforms
predicting the possibility of flooding
in a specific area and we we worked in
Bangkok Cas way back in 20078 9 one of
my PhD student was working on this that
we were getting the rainfall data using
that rainfall we were predicting the
flood in the specific area of city and
making this information available
through mobile phone now we have a
technology can we use the
technology you know people would know
that this particular area is going is is
flooding now or is going to flood in in
4 hours from now they can take actions
they can
take immediately they can plan
their yes very well articulated sir it
is I have learned quite a few things uh
from you today I think the audience also
would be learning uh uh you know uh it's
uh it is like uh even small things like
adaptation mitigation green and gray
structures yeah people don't understand
uh these even simple ter inre awareness
yes for my message to the researchers
and people like you is to to take
challenges this is how I took if if
somebody if I have to describe myself I
said that I never say no to
anything this is as simple as
this very inspiring sir very inspiring

myself yes that's very for me I think
the biggest challenge particularly in
the global South is uh the lack of
Sanitation
you know 80% of our waste water is not
treated and in many cities it's like a
ticking Time Bomb you know all this
waste is being built up you could almost
say the cities are becoming constipated
you know there's all this stuff that
doesn't have a way to flow and leave so
for me I think one of the biggest
challenges we face is how can we quickly
Implement appropriate um wastewater
treatment systems and on-site sanitation
systems to service the urban pool mhm
you know the lack of Sanitation we all
know results in lots of problems
particularly impacts on health health
and environmental pollution and it
pollutes our water sources you know and
with climate change affecting our water
availability we need our water sources
to be clean and once we've used the
water if we treat it well we can use it
multiple times and so for me I think
Wastewater is the most important both in
terms of health but also in terms of
water security okay um though um I would
say from both perspectives we will not
overcome the challenges only by
technology okay neither will we overcome
the challenges only by reforestation so
it has to go together so technology must
support nature-based solutions for
example me as an ecologist I would say
yes you can plant trees and you should
plant trees but you have to do it the
right way or you can have no or even
counterproductive effect so you have to
do it the right way just putting out
seeds and hope for the best will not be
enough uh so technology and this has to
has to go together and I want to
highlight because if we are also in the
UN decade of restoration so there's a
global effort to restore natural
ecosystems that it's always more costly
to restore for example a forest than to
protect it when it's still there that's
more affordable and more effective so
when we have a choice we should keep
what's still there there unless uh it's
removed then of course we have to
restore but that will take a lot of
efforts from science but also uh
Financial inputs realize that in many
parts of our country water is not valued
in some sense water is not priced yes
tar there are very few cities in India
out of 7,000 cities only some 700 cities
have meters water meters everywhere else
water is not charged or charged on an
adhoc basis so the real
value of water is not recognized by the
users and I think this is something that
needs to be done so the removal of
wastage of water you know and yeah even
when water audits Etc yeah exactly no no
so even when meters are there in large
cases the meters are not functional so
these are issues that need to be
addressed for sure and the Water
Management that D was hinting at in
terms of understanding it one is valued
by the customers or the citizens but
also understanding by the local
governments since in India we don't have
many utilities but it's essentially
local governments that provide these
services so better management of water
in terms of reducing non-revenue water
or even to start with to even understand
the measurement of so there are hardly
any water audits or are hardly any
systems of measurement that exist I
think government of India is making
efforts by
introducing uh
more systems for scada systems have been
introduced in many cities but their
effective use in managing water in
cities is something that's still not
there as much as it could be so more
effort certainly are needed in that line
