चुनाव ना के बराबर हो गए हैं बल्कि

सरकारें बदली गई है बीच में पार्टियों को

तोड़कर और जांच एजेंसियां लगाकर किसी को

पता नहीं कि एक देश में एक चुनाव होने

लगेगा तो विधायकों को डरा धमका कर तोड़ने

का खेल बंद होगा या वो किस तरह से चलेगा

इतनी चिंता है तो कानून बना दीजिए कि जिस

पार्टी से जीतेंगे उसी पार्टी में रहना

होगा दल बदलेंगे अकेले या 50 लोगों के साथ

भी तब भी विधायकी से इस्तीफा देकर दूसरे

दल में जाना होगा क्या इस पर कोई फैसला कर

पाएगा तो राजनीतिक दल अपने पास विधायकों

के साथ मोल भाव की शक्ति फिर भी रखना

चाहते हैं मगर चुनाव के कारण जनता के पास

चुनाव केंद्र का चुनाव लगने लगा बल्कि

राज्यों के चुनाव को केंद्र का चुनाव

बनाया जाने लगा ताकि वहां पर मोदी के

चेहरे पर चुनाव जीता जा सके इसकी कोई भी

बात नहीं कर रहा इसकी जगह चुनावों को ही

समस्या बताया जा रहा है और एक नया आकर्षक

स्लोगन लॉन्च हुआ है एक देश एक चुनाव सबको

पता है या अगर संभव भी हुआ तो बीच में

सरकारें गिरें फिर से चुनाव होंगे इस तरह

आज हम जहां हैं कुछ समय के बाद फिर से

वहीं पहुंच जाएंगे समिति ने सुझाव दिया है

कि अगर बीच में कोई सरकार गिरेगी तो बाकी

बचे टर्म के लिए चुनाव होगा अगर कोई सरकार

चुनाव से 1 साल पहले गिर जाएगी तो क्या एक

साल के लिए चुनाव होगा तब तो एक चुनाव से

पहले कई चुनाव होने लग जाएंगे हमारी

पार्टी के कुछ मौलिक सवाल थे और हैं इस

देश में

62 उसके बाद ये माला टूटी यह माला इसलिए

टूटी कि जो एक डोमिनेंस था एक पार्टी का

उसको कई क्षेत्रों में चैलेंज होना शुरू

अक्रॉस मेनी स्टेट्स तो वो माला उसकी जो

रिदम थी वो जो चेन था वो टूट गई म कई जगह

अल्पमत की सरकार बनी फिर मध्यावधि चुनाव

हुए फिर चुनाव हुए कई बार कई राज्यों में

पाच वर्ष के अंदर दो या तीन चुनाव हुए तो

वो माला टूटी अब इसकी क्या व्यवस्था होगी

इसमें क्योंकि हम तो नहीं जानते मसौदा दो

चीज हो सकती एक पूरे देश में और राज्यों

में एक साथ चुनाव

और अगर कहीं मान लीजिए उत्तर प्रदेश या

मध्य प्रदेश में सरकार किसी की नहीं बनी

राष्ट्रपति के माध्यम से रखिएगा अगले

चुनाव तक या फिर चुनाव होगा और अगर फिर

एक्सप्रेस में उन तर्कों का जवाब देने की

कोशिश की है जो वन नेशन वन इलेक्शन के

पक्ष में दिए जाते हैं अगर आचार संहिता के

कारण सरकार का काम प्रभावित होता है तो

आचार संहिता में बदलाव किए जा सकते हैं

जैसे जिन राज्यों में चुनाव है उसे लेकर

चुनाव आयोग सक्रिय निगाह रखे तो बाकी जगह

दिक्कत नहीं होगी और चुनाव कम दिनों में

पूरे हो यह भी चुनाव आयोग के हाथ में है

और किया जा सकता है रही बात खर्चे की तो

हमने चुनावी खर्चे को कम करने के लिए क्या

प्रयास किया क्या हासिल किया यह सवाल मनोज

झा अपने लेख में पूछते हैं कहते हैं कि

सवाल खर्चा बचाने का नहीं जो अथाह पैसा

खर्च हो रहा है उसे नियमित करने का है इस

सवाल पर अभी कोई स्पष्टता नहीं है कि जब

केंद्र की सरकार गिर जाएगी तो क्या उसके

साथ सभी राज्यों के चुनाव होंगे समिति का

प्रस्ताव है कि अगर किसी विधानसभा के बीच

में अविश्वास प्रस्ताव या त्रिशंकु

विधानसभा की वजह से सरकार भंग होती है

विधानसभा भंग होती है तो वहां नए चुनाव

होंगे लेकिन फिर उनका कार्यकाल छोटा होगा

और बचे हुए समय के लिए होगा जो लोकसभा के

साथ समाप्त माना जाएगा इस रिपोर्ट का कहना

है कि राज्य सरकारों जिनका टर्म बचा रहेगा

वो भंग कर दी जाएंगी केंद्र उनको भंग कर

देगा क्यों भंग कर देगा भाई और 17 राज्य

सरकारें ऐसी होंगी जो उनका दो-तीन साल बचा

रहेगा 2029 तक तो उनको क्यों भंग कर दिया

जाएगा और वो क्यों ऐसा होने देंगी और ये

क्यों असंवैधानिक और अलोकतांत्रिक नहीं है

तो राज्य सरकारों को भंग कर देंगे ये और

इसमें एक बड़ी अजीब बात है अगर कोई राज्य

सरकार गिर जाती है तो वहां चुनाव होगा

लेकिन सिर्फ उस अवधि के लिए होगा जब तक

लोकसभा चुनाव नहीं हो रहा मतलब चुनाव भी

होगा खर्चा भी बहन होगा सारा बंदोबस्त भी

होगा लेकिन उसी अवधि के लिए मैं तो एक

सवाल पूछना चाहती हूं मान लीजिए केंद्र

सरकार गिर जाती है जो बड़ी संभावना है

मोदी जी की 2025 में गिरने की तो क्या आप

सारी राज्य सरकारों को भंग कर दीजिएगा ये

कौन सी इकोनॉमिक्स है यह कौन सा लॉजिक है

यह सिर्फ मोदी जी ही बता सकते हैं मोदी

सरकार के दौर को मैं कई बार अलग-अलग नामों

से पुकारता रहा हूं थीम एंड थ्योरी की

कीजिए और इसी तरह से एक देश एक चुनाव को

के लिए कितना बड़ा नया सपना लेकर आई है

आपको बताते हैं मगर स्किल इंडिया स्मार्ट

इंडिया आत्मनिर्भर भारत के सपने की

समीक्षा का पता नहीं उनके के कार्यक्रमों

में एक देश एक चुनाव पर संवाद चर्चा शुरू

हो चुकी है हमें इस दिशा में आगे होरहा है

और मैं

चाहूंगा कि देश ने बार-बार

चुनाव इस देश की प्रगति में रुकावट बन रहे

हैं गतिरोध पैदा कर रहे हैं आज कोई भी

योजना को चुनाव के साथ जोड़ देना आसान हो

गया है क्योंकि हर तीन महीने छ महीने कहीं

कहीं चुनाव चल रहा है कोई भी योजना जाहिर

करोगा आप तो मीडिया में देखेंगे चुनाव आया

तो फलाना हो गया चुनाव तो फलाना हो गया हर

काम को चुनाव के रंग से रंग दिया गया है

और इसलिए देश में व्यापक चर्चा हुई है सभी

राजनीतिक दलों ने अपने विचार रखे हैं एक

कमेटी ने बहुत बढ़िया अपना रिपोर्ट तैयार

किया है वन नेशन वन इलेक्शन के लिए देश को

आगे आना होगा मैं लाल किले

से तिरंगे की साक्षी में देश के राजनीतिक

दलों से आग्रह करता हूं देश के संविधान को

समझने वाले लोग से आग्रह करता हूं कि भारत

की प्रगति के लिए भारत के संसाधनों का

सर्वाधिक उपयोग जन समाने के लिए उसके लिए

वन नेशन वन इलेक्शन के सपने को साकार करने

के लिए हमें आगे आना

चाहिए ध्यान से सुनिए प्रधानमंत्री क्या

कह रहे हैं चुनाव से जनता को दिक्कत नहीं

है बल्कि सरकार के फैसले को जनता चुनाव से

जोड़ करर देखती है तो वह दिक्कत हो गई यह

कौन सी दिक्कत है और क्यों दिक्कत है

मीडिया में कैसे देखा जा रहा है इस आधार

पर सारे देश पर एक चुनाव जैसी अव्यावहारिक

और अलोकतांत्रिक फैसला थोप दिया जाएगा

लोकतंत्र है चुनाव हो या ना भी हो सरकार

के हर फैसले को राजनीति से भी जोड़ा जाएगा

और चुनाव से भी ऐसी कौन सी थ्योरी है जो

साबित करती है कि अगर चुनाव नहीं होंगे 5

साल तक तो जनता सरकार के फैसले को

राजनीतिक नजरिए से नहीं देखेगी विचित्र

होता भी हैरान है ऐसे ऐसे तर्कों से जनता

किसी फैसले को देखती है यह एक राजनीतिक

प्रश्न है लोकतांत्रिक आदत है चुनावों के

कारण कोई फैसला रुकता तो नहीं है सारे काम

होते जाते हैं किस चुनाव के कारण चुनाव से

पहले प्रधानमंत्री नरेंद्र मोदी को

सैकड़ों शिलान्यास करने पर रोक लगी कभी तो

आपने ऐसा नहीं देखा चुनाव की तारीख की

घोषणा का राजनीतिकरण किसके लिए किया गया

अब तो यही चर्चा होती है कि प्रधानमंत्री

फला राज्य में योजनाएं लॉन्च कर देंगे

चुनाव से पहले बड़ी रैली कराएंगे सरकारी

खर्चे पर तब चुनाव की तारीख की घोषणा होगी

पिछले 10 साल में अनेक बार ऐसी चर्चाएं

उठी हैं अगर इतनी ही चिंता थी तो कम से कम

चुनाव की तारीखों चुनाव के चरणों का

राजनीतिकरण नहीं किया जाता जिन राज्यों के

चुनाव एक साथ होते थे उनके भी अलग-अलग

कराए जाने लगे कुछ तो रिकॉर्ड अच्छा होना

चाहिए ठीक है इस पर सहमति नहीं बन रही है

राजनीतिक दलों में लेकिन चुनाव एक चरण में

हो एक साथ ज्यादा से ज्यादा चुनाव हो इसके

पक्ष में बीजेपी का क्या रिकॉर्ड है मोदी

सरकार का क्या रिकॉर्ड है जिससे एक देश एक

चुनाव की पृष्ठभूमि तैयार होती हो और लगे

कि यह सरकार नैतिक और तार्किक रूप से भी

मजबूत है इस मामले में पूर्व मुख्य चुनाव

आयुक्त एस वाई कुरेशी ही एकमात्र चुनाव

आयुक्त हैं जो रिटायरमेंट के बाद भी

लगातार चुनाव आयोग से जुड़े मुद्दों पर

बोलते हैं यह बात किसी रहस्य की तरह मुझे

लगती है कि 2014 के बाद से कितने ही मुख्य

चुनाव आयुक्त और चुनाव आयुक्त रिटायर हुए

उन सभी की आवाजें क्यों नहीं सुनाई देती

कंप्लीट हो और फिर 5 साल तक सब के सब

मेहनत करके देश के निर्माण में लगे कोविंद

कमेटी की रिपोर्ट में लिखा है 62 दलों से

राय मांगी गई जिनमें से 31 ने समर्थन किया

50 फीसद दलों ने विरोध किया है कांग्रेस

ने समर्थन नहीं किया बीजू जनता दल तृणमूल

कांग्रेस समाजवादी पार्टी राष्ट्रीय जनता

दल आम आदमी पार्टी जैसे कई प्रमुख दलों ने

समर्थन नहीं किया है कुल मिलाकर समर्थन

नहीं करने वाले दलों की संख्या बहुत

ज्यादा है कुछ अन्य की राय मीडिया रिपोर्ट

में स्पष्ट नहीं है 10 साल से एक देश एक

चुनाव पर आम सहमति बनाने की बात हो रही है

क्या मोदी सरकार राजनीतिक दलों के बीच

सहमति का इंतजार करेगी या यह फैसला भी

नोटबंदी की तरह देश पर थो देगी परिवारवाद

की तरह प्रधानमंत्री मोदी ने भी इसे

मुद्दा बनाया अपने भाषणों में जगह दी अंत

में परिवारवाद के मुद्दे पर उनकी हालत

देखिए पार्टी की हालत देखिए दूसरे दलों से

परिवारवाद नेताओं को लाना पड़ा परिवारवाद

की तरह प्रधानमंत्री मोदी ने इसे भी

मुद्दा बना लिया है अंत में परिवारवाद के

मुद्दे की यह हालत हो गई कि दूसरे दलों से

परिवारवाद नेताओं को लाना पड़ा और

परिवारवाद दलों से गठबंधन करना पड़ा बड़ा

सवाल है कि इस मुद्दे पर आम सहमति क्यों

नहीं बन पा रही है क्योंकि अगर यह लागू

हुआ तो इससे कुछ भी हासिल नहीं होने वाला

है करीब

रिपोर्ट की ही चर्चा कर लेते हैं ये

रिपोर्ट वन नेशन वन इलेक्शन तो सबसे पहले

तो है ही नहीं क्योंकि ये कहती है कि

एमएलए एमपी का चुनाव एक साथ होगा मतलब

5000 लोगों का और पंचायती राज 100 दिन बाद

होगा तो ये वन नेशन वन इलेक्शन कैसे हुआ

5000 लोग का चुनाव एक साथ होगा फिर पोलिंग

स्टेशन बनेंगे फिर पोलिंग पार्टी बनेगी

फिर बंदोबस्त होगा फिर सिक्योरिटी फोर्सेस

आएंगे करीब डेढ़ करोड़ लोग फिर से लगेंगे

इस पूरी प्रक्रिया में क्योंकि 30 लाख जो

जो निर्वाचित होते हैं हमारे पंचायती राज

के लोग वो तो वन नेशन वन इलेक्शन में आए

ही नहीं पहली चीज दूसरी चीज ये कौन सी

है इससे खर्चा कम हो जाएगा भैया कैसे

देश नोटबंदी के समय के सपनों की दुर्गति

देख चुका है एक देश एक चुनाव सुनने में

आकर्षक लगता है लेकिन यह एक बड़ा फैसला है

यह फैसला इसलिए देश पर नहीं थोपा जाना

चाहिए कि सरकार इसके जरिए यह बताना चाहती

है कि 240 आने के बाद भी वह पहले की तरह

बड़े फैसले लेने में सक्षम है फैसला अच्छा

होना चाहिए और तर्क संगत होना चाहिए वही

फैसला अपने आप में बड़ा हो जाता है इस तक

पहुंचने के लिए सारे पहलुओं पर ठीक से

सोचा जाना चाहिए इसकी कोई गारंटी नहीं है

कोई अध्ययन नहीं है और इसका कोई आधार नहीं

है कि देश में चुनाव एक ही बार होंगे 5

साल में एक ही बार होंगे तो सरकारें

जबरदस्त काम करेंगी कायदे से खराब सांसदों

और विधायकों को 5 साल के पहले मतदान के

जरिए वापस बुलाने की व्यवस्था होनी चाहिए

लेकिन 5 साल तक चुने जाने के बाद यह नेता

क्षेत्र में नहीं जाते टिकट के समय इनका

पत्ता कट जाता है नया चेहरा आ जाता है

जनता को हिसाब लेने का मौका नहीं मिलता

क्या इसका भी कोई उपाय निकाला जा रहा तो

बातें अच्छी लगे सुनने में और पढ़ने में

हेडलाइन अच्छी लगे इसलिए इस फैसले को

सराहा नहीं जाना चाहिए इस तक नहीं पहुंचना
