and the European Union have condemned
the attack they are calling for an
independent inquiry the Israeli military
says it carried out a precise strike
targeting Hamas and Islamic Jihad
Fighters involved in the October 7th
attacks around 6,000 Palestinians from
all over Gaza were Sheltering in this
former School an unra facility in nerat
when it was targeted by an Israeli air
strike why what have we done for them to
bomb us we fled from place to place no
unra school is safe no tent is safe
there is no safe
place we woke up to the sounds of
rockets the remains of people were
scattered everywhere a gas canister
exploded children died screaming the
street was a blood bath my nephew was
killed the bodies of the victims killed
in the attack are lined up outside the

Israel is defending its decision to
strike the school they say they were
targeting members of Hamas and Islamic
Jihad who were
inside we assess that 20 to 30
terrorists were in the compound at the
time of the strike we targeted with
Precision strikes on the specific
classrooms on the specific classrooms
what we know of course we know that the
terrorists were uh what they were doing
inside a un school they were hiding the
compound was used for staging attacks
and as a forward operating
base the United Nations has condemned
the attack on its shelter in Gaza and
accused Israel of breaking International
humanitarian law and I'm very pleased to
welcome Jonathan Fowler he's the senior
Communications manager um from unra he's
joining us from East Jerusalem thanks so
much for your time today Jonathan as
we've been reporting the Israeli Army
says Hamas was using this un run school
as a shelter were you aware of Hamas
activity
there well we're talking about
allegations here we have absolutely no
way of verifying such claims um I mean
clearly what we have said is that um
attacking targeting or using un
buildings from any kind of military
purposes is a blatant disregard of
international humanitarian law
international humanitarian law applies
to all parties in all conflicts
including this one can I ask you is
there anything that unra does to try and
make sure Hamas Fighters don't use un
premises or or or do you have to move
everyone out if it becomes clear for
example that Hamas is present in in any
un
premises well I mean basically you know
un staff premises and operations have to
be protected at all times that that that
that's the end of the story I mean if
there are any issues uh with uh use by
anybody military use by anybody um in in
this war then we we um we raised the
alarm of course uh but the primary thing
is here I mean we're talking about a
shelter which was Sheltering 6,000
displaced people when it was hit and I
really think that that's what we need to
focus on right now um the issue of
proportionality um in international
humanitarian law is is is also extremely
significant um civilians over and over
are paying the price um with their lives
for for in this war in Gaza and our own
staff we've we've lost 192 of our staff
they've been killed in this war and this
is a number without precedent um in the
history of the United Nations so I
really think that's what we need to be
talking about it's about the fact that
civilian casualties um are are just
happening over and over and over in this
war including in places of safety under
the United Nations Flag are you aware of
any warnings to evacuate civilians
before this strike
I I'm not I'm afraid I mean we're still
trying to gather information about what
exactly happened uh what we what I can
say is that the coordinates of all of
our facilities in the Gaza Strip um are
shared with all parties including the
Israeli authorities um there's no
mystery about um what is a un facility
or what's not a un facility and um we uh
so so that that that that's crystal
clear I mean there there's no mystery
about this but regarding warnings um or
not to evacuate I mean you know we we
we're aware of news reports like
everybody else um the the timeliness um
of warnings for people to to evacuate
including from areas like Rafa um has
has not not been ideal in many cases and
so the meaningfulness of of orders to
evacuate um Can can be problematic
overall I also want to emphasize that
since this War Began over 180 um of our
facilities so these are United Nations
facilities have been hit um and at least
least 450 people have died in them and
1,400 have been injured and let's not
forget these are people seeking safety
under the flag of the United Nations and
this of course begs the question are you
still able is UNR still able to do its
job given the amount of buildings UNR
buildings that have been
targeted well absolutely this is an very
very important issue I mean it is
extremely challenging for us to do our
work our entire school system basically
pivoted from being a place of Education
to a place of shelters for for displaced
people when this war broke out um and
our other facilities you know warehouses
and so on have also been used um to to
provide some kind of safety to people um
but our facilities are overwhelmed we're
not able to get enough Aid into the Gaza
Strip um and we have uh repeatedly
called out um breaches of the sanctity
of un sites by by both sides in in in
this war um and we will continue to do

in Jerusalem Rebecca what's the latest
you can tell us about this
strike well Ana we know that this strike
was carried out around about 2 a.m.
local time and it did indeed hit this
United Nations unra School uh we had
confirmation from the IDF shortly after
the strike saying and I quote Hamas
terrorists had been using the school as
a military compound they say that
between 20 and 30 Fighters were in the
school and they were using it to conduct
uh to control and conduct further uh
attacks that they were planning on IDF
targets uh and that in fact those
attacks were imminent they said that
some of the people inside the school
were involved in the orchestration of
the October 7 terror attack um they say
that they a number of steps were taken
the Israeli military were you very much
wanting to say that they took a lot of
steps to try to counter a higher
civilian death toll that they were aware
civilians were there but that they were
took all the steps that they could to
try to prevent a higher civilian death
toll in fact they say that one strike
that was planned in the last two days
was in fact called off uh just to to try
to avert further casualties but as uh
you've been reporting these casualty
figures are rising we're now hearing 37
from local authorities that have been
killed in this attack and the unra
communications director is saying
somewhere between 35 and 45 people but
wasn't able to confirm or to be able to
say how many were civilians and how many
were Fighters but this is uh comes just
shortly after the Israeli military
announced that they were going to widen
their operation in the central part of
the Gaza Strip we know that fighting is
also going on in the north and this is
comes months after the Israeli military
said that they had ceased their fighting
in these areas because they had uh you
know succeeded in their uh their aims
their military aims and now they are
indeed expanding these operations in
these areas okay and this happens as
there are efforts at keeping the
ceasefire talks between Hamas and Israel
going what do we what more do we know
about any progress
there yeah well there are certainly
efforts ongoing Anya but at the moment
it seems that these ceasefire TS have
hit the same stalemate that all previous
iterations of ceasefire TS have hit and
that is all around this this possibility
of a permanent ceasefire Hamas saying
that they will not enter into any
agreement that doesn't include a route
to a permanent ceasefire Israel for
their part saying that they would not
enter into talks that would lead to a
permanent ceasefire without concluding
their military aims to completely
dismantle Hamas uh and have all the
hostages returned although of course
that is part of the ceasefire agreement
now Egyptian officials have just told
the Reuters news agency today that
there's no indication of any imminent
breakthroughs in these talks they are
ongoing in Qatar and they're being taken
part by the Egypt uh the qataris and US
officials but there's been no
breakthroughs despite huge International
pressure just today the US and 16 other
nations have have issued a joint
statement calling on both sides uh to to
agree to to to make the final steps in
order to be able to make some kind of
agreement but at the moment it seems
that that sticking point of a permanent
ceasefire is just too far away from both
sides to be able to agree to Rebecca
