Sudahkah aspirasi rakyat benar-benar didengarkan?

Karena Senayan menjadi sasaran mahasiswa menyerukan tuntutan,
maka Mata Najwa memandang perlu memberikan kesempatan
kepada Yang Terhormat Ketua DPR untuk menjelaskan sikap DPR selama 3 minggu terakhir ini.
Saya dan tim Mata Najwa menghubungi Pak Bambang Susatyo melalui semua jalur
tapi tidak ada respon.
Karena itu, kami kirimkan undangan secara terbuka lewat media sosial.
Tapi hingga saat ini, undangan kami pun tidak direspon.
Tapi saya ingin memperkenalkan siapa saja yang sudah hadir,

Emm.. gerakan masif yang terjadi beberapa hari terakhir ini, di berbagai kota.
Tolong diingatkan lagi,
buat mereka yang mungkin lupa, atau pura-pura lupa.
Apa tujuan utamanya?
Baik, dari saya nih ya? Najwa: Silakan
Selamat malam, salam sejahtera, shalom, om swastiastu,
namo buddhaya, assalamualaikum wa rahmatullahi wa barakatuh.
mm, Mbak Nana, saya ingin
mengingatkan kepada para dewan yang terhormat di sini
kepada pemerintah juga, bahwasanya gerakan mahasiswa ini
lahir dari keresahan yang organik.
Lahir dari satu keresahan yang organik dan dari kajian - kajian akademis
Sehingga mungkin saya sangat terganggu ketika dikatakan
gerakan ini ditunggangi lah, gerakan ini
ingin menjatuhkan dan sebagainya.
Saya tegaskan bahwasanya gerakan ini adalah
berawal dari keresahan kita,
KPK yang dilemahkan, dan juga
kemunduran dalam pemberantasan korupsi.
Paket kemunduran itu, bisa kita lihat dari
pemilihan Capim
yang dari prosedurnya mulai bermasalah hingga
terpilihnya pun adalah orang yang diduga bermasalah,
kemudian revisi UU KPK yang
banyak pasal - pasalnya melemahkan fungsi KPK
dan tidak sesuai dengan janji presiden kita yang menguatkan KPK.
Dari situ keresahan kami lahir.
Kenapa kami sebut “Kembali reformasi”
karena salah satu semangat reformasi itu adalah memberantas korupsi.
Sehingga, ketika ada agenda-agenda yang tidak sesuai dengan
semangat pemberantasan korupsi itu,
maka rasanya mahasiswa perlu mengingatkan lagi,
ke mana sih reformasi yang ingin kita tuju.
Begitu, Mbak Nana. Najwa: Jadi dasar utamanya..

.. terutama didorong oleh
kekhawatiran akan melemahnya agenda pemberantasan korupsi?
Fatur: Yap. Dan juga kita lihat lagi,
RKUHP dan berbagai RUU lainnya.
Tadi, RKUHP kita bilang banyak banget pasal-pasal karet
yang tidak sesuai dengan prinsip-prinsip demokrasi kita, yang nanti bisa kita bahas.
Oke, saya ingin ke Royyan.
Kemarin sempat rusuh.
Bisa dijelaskan?
Bisa diceritakan siapa yang rusuh?
Bagaimana awal mulanya? Berapa korban?
Royyan: Oke, baik.
Assalamualaikum wa rahmatullahi wa barakatuh.

Jadi kalau kita mulai dari kronologi
pada tanggal 24,
waktu itu dari kawan-kawan sendiri,
kita sudah mulai pukul 9
berkumpul di sekitaran TVRI.
Di situ kita berdiskusi mengenai: Oke, kiranya apa bentuk
aksi yang kita sampaikan/yang kita lakukan di sana?
Dengan pembagian tugas dari masing-masing.
Ternyata memang betul, cukup menantang ya, Mbak Nana.
Karena di sana terkumpul banyak sekali
aliansi BEM yang mungkin sebelumnya pun tidak pernah bertemu.
Ada.. banyak lah.
Ada yang dateng dari Tasik, dari Bandung, kami dari Bandung,
ada yang bahkan dari luar pulau Jawa.
Dan di situ, kita betul-betul berdiskusi.
Dan pada pukul 11 kita mulai melaksanakan long march
dengan dipimpin oleh salah satu mobil komando.
Dan yaa sudah, kita lanjut dengan melakukan
beberapa orasi dan penyampaian singkat di sana.
Najwa: hm.. Royyan: Dengan tuntutan bahwa kita ingin adanya
pihak dari dalam DPR RI yang akhirnya bertemu dengan massa.
Kenapa demikian?
Karena di sini kita melihat
bahwa masa yang datang demikian beragam, demikian banyak.
Tidak bisa serta merta kita mengkonsolidasikan suatu bentuk bahwa:
Oke, gerakan ini hanya diwakili oleh satu pihak.
Tidak! Tetapi bahkan
ketika kita melakukan konsolidasi bisa sampai 20-30 pihak berbeda.
Apakah sepanjang yang 2 hari berdemo persis depan DPR,
kan sempat juga diterima? Royyan: Ya
Jadi, Tuntutan itu sempat disampaikan?
Adakah yang kemudian ditindaklanjuti?
Atau bagaimanakah mekanisme
sehingga apakah sudah didengar langsung aspirasi teman-teman ini?
Baik, jadi sebetulnya kita bisa bilang awalnya dari tanggal 19 September.
Di mana di sana dari kawan-kawan
mungkin total sekitaran 3 ribuan massa,
dari sekitar 20an kampus.
Dan di situ kita mengusulkan beberapa hal,
terutama terkait dengan revisi Undang-Undang KPK yang bermasalah,
dan juga terkait RKUHP.
Di situ sayangnya kita tidak langsung bertemu dengan anggota legislatif,
namun kita dipertemukan dengan sekretaris jendral DPR RI,
yang tentu saja fungsinya berbeda.
Akhirnya di situ, kita coba menemukan sebuah titik temu,
menemukan sebuah kesepakatan.
Yang kita dapati, membuat sebuah surat kesepakatan
untuk dari Bapak
Yang Terhormat, Insinyur Indra Iskandar
menjamin akan disampaikannya tuntutan kami,
dan dijamin diadakannya pertemuan sebelum tanggal 24 September.
Oke, jadi sudah ada
mm apa namanya pertemuan yang menyepakati itu?
Royyan: di tanggal 19 Najwa: Terjadi tidak pertemuan itu?
Dan itu kami tunggu pun di depan
gedung DPR RI pada tanggal 23, masih tidak terjadi.
Namun pada tanggal 23 akhirnya kami diterima masuk.
Dan sayangnya ketika kami menanyakan tuntutan yang sudah kami ajukan
dan sudah disepakati oleh bapak Sekretaris Jendral,
sayang dijawab dengan pernyataan:
“Mohon maaf, saya belum pernah mendengar sama sekali perjanjian tersebut.”
Jadi kami amat.. Najwa: Siapa yang menjawab itu?
Royyan: Dari pihak komisi 3. Najwa: Komisi 3?
Yang menerima teman-teman tanggal 23?
Royyan: Ya, betul. Najwa: Karena..
kenapa saya tanyakan, karena kan kemudian emm..
ketua DPR mengatakan ingin bertemu dengan mahasiswa dengan segala kerendahan hatinya.
Tetapi karena rusuh, jadi tidak bisa keluar.
Sempat ada pertemuan itu? Dengan ketua DPR?
Fatur: Tidak. Kalau dibilang karena rusuh.
Sebetulnya kan dari awal kita dateng, kita damai.
Kenapa ga dateng dari siang?
Kenapa ga dateng ketika kita panggil, ya?
Oh ya, saya inget banget,
kita ultimatum waktu itu..
saya lupa, Kapolres? Kapolda?
Yang menyampaikan semacam pidato, gitu.
Kemudian dari korlap menyampaikan kita mau ultimatum 30 menit, tolong dong,
Pak Bambang Susatyo diajak keluar.
Untuk kemudian, kalau memang jadi ditunda, ya umumkan.
Kalau memang tidak jadi ditunda, ya sampaikan.
Setidaknya kita ada dialog dulu.
Tapi kemudian kita tunggu sampai sore.
Siang ditengah teriknya matahari kita tunggu..
Ya akhirnya tadi, tidak adanya pertemuan itu.
Najwa: Tidak ada pertemuan? Dan kemudian,
mm.. teman-teman mahasiswa memang merangsek masuk ke pagar DPR?
Royyan: Oh, engga. Jadi sebetulnya begini.
Dari kami sebetulnya sudah menyampaikan dari atas mobil komando waktu itu,
dari korlapnya menyampaikan:
“Oke, dari semua massa tenang!
Kita sampaikan aspirasi kita dan salah satu cara terakhir kita”.
Karena di sini kita bicara soal lapangan, ya, Mbak Nana.
Bicara soal mengumpulkan banyak kultur,
banyak pihak, banyak orang, dan banyak kepala yang berbeda-beda,
untuk punya satu pikiran dan satu metode yang sama.
Dan itu sangat kompleks.
Bagaimana menyatukan lapangan itu.
Dan, ya sudah, mmm cara yang akhirnya kami lakukan adalah di atas mobil komando,
kami menyampaikan:
“Oke, jam setengah 4 ini kita lakukan konferensi pers.”
Harapannya konferensi pers ini,
bisa menyampaikan apa yang kita harapkan, Najwa: Oke
baik dari segi tuntutan maupun dari segi pihak
yang kita minta untuk keluar, untuk bertemu. Seperti itu.
Najwa: Dan itu tidak pernah terjadi akhirnya?
Royyan: Dan konferensi pers sudah dilakukan tapi sayangnya tidak ada kelanjutannya.
Fatur: Termasuk malam ini, tidak terjadi juga.

tapi ada wakil ketua DPR, yang juga mantan aktivis mahasiswa pada tahun 98,
ada Bang Fahri Hamzah.

FH: Soal apa?
Najwa: Apakah memang DPR tidak ada
keinginan untuk membuka ruang dialog itu?
FH: Ya…
saya ga tau ya..
Tapi kan DPR itu memang tempat dialog ya.. hari-hari ya.
Partainya banyak,
agamanya banyak, sukunya banyak,
dan orang-orang beda pendapat semua,
ada yang ekstrim kiri, ada yang ekstrim kanan.
Mantan aktivis ada, lawyer ada,
dan memang yaa hari-hari ya berdebatlah, ya,
mm.. karena itu mustahil anggota DPR menghindari dialog dan perdebatan,
karena itu udah makanan hari-harinya..
membuat Undang-Undang juga itu perlu dialog
Karena itu kan tahapan-tahapan membuat Undang-Undang itu kan ada
ada rapat dengar pendapat, ada kunjungan ke kampus, dan sebagainya.
Sosialisasi dan tidak ada beban,
karena setiap masukan itu merupakan
konten yang harus diterima bagian dari rumusan Undang-Undang.
Ga ada kepentingan kita.
Orang Undang-Undang dibuat untuk publik kok, untuk masyarakat, gitu.
Apa yang menjadi aspirasi ya tinggal dicantumkan saja.
Cuman ga bisa, ambil, plok gitu.
Ada perdebatannya, dan perdebatan itu dengan ahli.
Karena anggota DPR ini kan bukan ahli
secara teknis membuat Undang-Undang. Najwa: Oke, Bang Fahri.
Tapi apa tanggapan anda atas tadi? Mmm.. berbagai tuntutan mahasiswa?
Berbagai aspirasi yang mereka sampaikan? Apakah DPR mendengar aspirasi-aspirasi itu?
FH: Ya pastilah! DPR kan lembaga pendengar aspirasi kan?
Memang mm saya malah (nada agak tertawa)
Najwa: Buktinya apa, Bang?
FH: Saya mengusulkan presiden itu, ya, Pak Moeldoko ya,
tolong didengar lagi ya. Saya mengusulkan
presiden itu apa ya.. karena kita ini ga punya kuasa keuangan seluas pemerintah.
Kita punya ide itu belum tentu jadi.
Karena uangnya dipegang pemerintah.
Beda dengan parlemen di negara-negara maju yang punya
CBO (Congretional Budget Office). Najwa: Oke
FH: Yang dia bisa kontrol diri.
Saya mengusulkan tempat demo yang besar di depan DPR
lalu diatur bagaimana mekanisme supaya nanti kalau ada demo,
itu indikator.
Kalau banyak demo, itu banyak masalah.. Najwa: tapi yang sudah janjian saja, tidak ditepati janjinya, kok!
FH: Siapa? Najwa: Itu, tadi,
sudah diterima oleh Sekjen. Sudah dibuatkan janji, tapi tidak ditepati.
FH: Katanya abis itu diatur pertemuan dengan Baleg,
dan saya dengar juga sudah ketemu dengan Baleg.
Dan Baleg itu memang
centrum daripada legislasi DPR.
Namanya juga Badan Legislasi. Najwa: Jadi artinya sudah selesai urusan, Bang Fahri?
FH: Ya artinya kalau sudah ketemu kan,
artinya ada proses dialog di Baleg itu.
Dan setau saya tanggal 23 ketemu Baleg.
