Stars well journalist Fabian ketma in
Beijing is following the national
people's Congress and we asked him what
Chinese foreign minister wangi meant
when he spoke of a new paradigm of major
power relations what he said is that
China and Russia now are at a quote
unquote historic friendship and this
friendship has created a new paradigm of
country-to-country relations a paradig
time that is based up on um
non-alignment um non-confrontation and
not targeting any third party and I'm
quoting here of course you might argue
how credible is such a statement given
that this in this very moment uh Russia
is continuing with its fulls scale war
against uh Ukraine but nevertheless let
me give you an explanation of what I
think what uh wangi and the Chinese
government means by this statement in
the eyes of Beijing um the US is pushing
for a cold war approach and um is
continuing with a a kind of block
building and China is pursuing a more um
multi-polar world order of course uh
critics and also independent experts are
are arguing that actually what uh China
is aiming for is that the he hegemony of
the West as led by the us then will be
replaced by the new world power uh China
um so I think that would be my
interpretation of w e statement from
this morning now let's get some analysis
with velina chakarova she's an expert on
Ino Russian relations and the founder of
the geopolitical consulting firm face
Miss CH chakarova how would you say
sinor Russian relations have changed
since the war in
Ukraine well what we are observing right
now is in fact the manifestation of a
new modus vendi of strategic
coordination between China and Russia I
coined the term Dragon bear uh already
in
2015 uh over the last 10 years they have
deepened the relationship in all
strategic domains uh from Commodities
and energy uh to uh meanwhile military
industrial complex and space we've heard
last week that they're planning a
nuclear uh plant on the moon uh in the
period up to
2035 so what we are seeing right now and
I argue that the beginning of Russian
war against Ukraine uh practically was
the manifestation of this mod it's not a
strategic Alliance it's not an Anon but
it's certainly a kind of a new modus how
to rule if you like over the global
South and how to actually create a
geopolitical and GE economic
counterweight to the
West in February last year Putin and she
met in Beijing declared their
partnership had no limits is it fair to
say the Chinese president provided the
cover for Putin to launch his
War I don't think that this is fair to
say uh probably the Chinese have been
kept in the dark about the true
intentions of Russia uh on the so-called
uh you know limited Military operation
but uh we can uh safely assume that uh
Russia would have not uh launched uh uh
let's say full scale War uh on five
directions against Ukraine if he had not
relied on the comprehensive long-term
support by China so by doing so by
launching this Fool's care War
practically Russia triggered if you like
the beginning of this cold war 2.0
between the United States on the one
hand and China and Truss on the other
hand even though that China will
actually would have preferred to uh keep
the normalization face with the United
States at least for some um let's say
five to 10 years uh in order to prepare
accordingly so we are already in this
you know
new kind of period of the international
relations so what's in it for China what
exactly does President Putin have to
offer uh that makes it worth alienating
beijing's biggest trading partners like
the US and the EU even
further okay the most important thing we
need to understand is China's worst case
scenario which is that the United States
could apply uh Nixon kissing
approach to Russia similarly to what
they did to China in the 70s so China
wants to prevent any possibility of
let's say you know having the Russians
in the American orbit in let's say in
the future uh the second important thing
that we need to understand is that the
way China perceives uh the current
American and let's say Western policies
that uh you know more or less uh both
Republicans and the Democrats agree that
they have to uh somehow stop China's
rise so uh Russia is practically a kind
of a geopolitical match in heaven
because it provides for the Commodities
China needs China is the biggest
importer of energy and food commodities
but uh let's say more Overlook an
important component is that uh Russia
offers also the entry to the Arctic with
the climate change we will see major
shift towards new Mar timeline uh the
Northern sea route uh in the future and
China is by no means an Arctic Nation so
it will actually get the access through
Russia uh and uh all in all it's a kind
of a let's say um um coordination in
which both create this counterweight to
the let's say Western way of doing
geopolitics but also the control and
facilitation of uh the global Supply
supplying line so we will see uh not
necessarily a direct confrontation
between China and the United States and
Russia but more so a kind of proxy wars
as the ones that we are currently
observing and in this year the worst I
think uh episode will be in the Indo
Pacific where China and Russia will
activate North Korea and will you know
Steer more military tensions in the Indo
Pacific in China Sea and the straight of
Taiwan the S Russian relations expert
Vina chakarova thank
you thank you very
much
