Transcripts

play00:00

note that I will moderate those

play00:01

questions and call on journalists due to

play00:03

time constraints would ask that those I

play00:05

call upon limit their follow-up

play00:06

questions to give your colleagues a

play00:07

chance to ask their questions secretary

play00:10

Austin over to you sir thanks Patrick

play00:12

well good afternoon everybody and thanks

play00:14

for joining us General Brown and I have

play00:17

just come from the 22nd meeting of the

play00:19

Ukraine defense contact group and I'm

play00:22

grateful to the some 50 countries from

play00:24

around the world that joined us again

play00:27

today the contact group heard directly

play00:29

from Ukraine's defense leaders including

play00:32

minister

play00:33

umov they gave a valuable update on

play00:36

Ukraine's defensive operations across

play00:38

the front line including the new Russian

play00:41

offensive around

play00:43

K we met today at a challenging moment

play00:46

for

play00:47

Ukraine Putin's forces have opened

play00:50

another front to seize Sovereign

play00:52

Ukrainian

play00:54

territory and the Kremlin Invaders are

play00:56

obliterating Ukrainian

play00:58

Villages and kill K in innocent

play01:01

civilians and bombarding civilian

play01:04

infrastructure including dams and power

play01:08

plants Ukraine's Defenders are in a hard

play01:11

fight but Russian troops are paying a

play01:15

high price for Putin's

play01:19

aggression now Putin is betting that

play01:21

eventually Ukraine will

play01:23

fold and he's betting that this contact

play01:26

group will crumble but he's wrong

play01:30

and today we saw a gain

play01:32

why Ukraine is fighting for its life

play01:34

which gives it the huge strategic

play01:37

advantage of a just

play01:39

cause and meanwhile Putin is trying to

play01:41

wage a 19th century war of Imperial

play01:45

aggression in the world of

play01:49

2024 that's a terrible

play01:51

idea and a terrible

play01:55

strategy Ukraine's forces are fighting

play01:57

the Kremlin war of choice with ingenuity

play02:00

and

play02:01

skill and they are making excellent use

play02:04

of the capabilities provided by the

play02:06

members of this contact

play02:08

group we spent a lot of time today on

play02:11

life-saving air defense systems which

play02:13

are helping Ukraine Stave off waves of

play02:16

Russian missiles Iranian uavs and North

play02:20

Korean

play02:21

Munitions and we'll continue to push to

play02:23

ensure that Ukraine owns its SK and can

play02:27

defend its citizens and its civilian

play02:30

infrastructure far from the front

play02:33

lines the United States and our allies

play02:36

and partners worldwide remain laser

play02:38

focus on Ukraine's near-term

play02:40

requirements in K and

play02:42

elsewhere and we'll keep pushing to find

play02:45

Swift solutions to Ukraine's most

play02:47

pressing

play02:48

needs and that's why President Biden

play02:50

announced a $400 million security

play02:52

assistance package for Ukraine earlier

play02:54

this month it will provide critical

play02:56

Munitions for nay Sams and Patriot air

play03:00

defense systems more High Mar systems

play03:03

and

play03:04

Munitions more anti- armor systems and

play03:07

other priority

play03:09

requirements and this comes on top of

play03:11

the7 billion do7 billion do of security

play03:15

assistance that we've already committed

play03:17

to Ukraine since the recent passage of

play03:20

the National Security

play03:23

Supplemental we're delivering the most

play03:25

urgently needed capabilities including

play03:28

155 mm artillery

play03:30

rounds and much more is on the

play03:34

way now contact group members also spent

play03:37

time today on the long-term challenge of

play03:39

Ukraine security and I continue to be

play03:42

impressed by the work of the capability

play03:45

coalitions these eight coalitions are

play03:47

helping to anticipate and meet Ukraine's

play03:50

Battlefield

play03:51

needs and they're also laying the

play03:53

foundation for Ukraine's future Force

play03:56

which must be strong and and sustainable

play03:59

enough to ward off future Russian

play04:03

aggression today we heard updates from

play04:05

the maritime Coalition and the

play04:07

integrated air and missile defense

play04:09

Coalition I'm also impressed with

play04:11

Germany's immediate action on the Air

play04:13

Defense

play04:14

Initiative it's helping Ukraine's Global

play04:17

Partners dig deeper and to find Rapid

play04:20

and creative ways to deploy more air

play04:21

defense systems and provide the spare

play04:24

parts to sustain Ukraine's

play04:27

defenses meanwhile the UK UK and Norway

play04:31

are leading the maritime Coalition and

play04:33

helping Ukraine beef up its capabilities

play04:35

to fend off Putin's

play04:38

attacks now those are just two of the

play04:41

eight capability

play04:43

coalitions and together they're

play04:45

providing a sturdy flexible structure to

play04:48

meet Ukraine's security requirements

play04:50

over the Long Haul so we'll continue to

play04:53

work with nations of Goodwill from

play04:55

around the world to support Ukraine's

play04:57

fight for survival and we'll continue to

play05:00

make the case for why Ukraine

play05:03

matters the outcome in Ukraine is CR is

play05:06

crucial for European

play05:09

security for Global

play05:12

Security and for American

play05:15

Security none of us would want to live

play05:17

in a world where dictators redraw

play05:19

borders by force and launch Wars of

play05:22

aggression to try to revive yesterday's

play05:26

Empires so let me be clear

play05:29

Ukraine's partners are

play05:31

united and we're

play05:33

determined and we're not going

play05:36

anywhere and with that let me turn it

play05:38

over to General Brown sir thank you Mr

play05:41

secretary uh good afternoon

play05:43

everyone in an address to Congress near

play05:46

the end of World War

play05:47

I President woodro Wilson laid out his

play05:50

14-point program for World

play05:53

Peace he asserted that political

play05:55

Independence and territorial Integrity

play05:58

required an association of

play06:00

Nations United against authoritarian

play06:04

aggressors he said and I quote we cannot

play06:07

be separating in interest or dividing in

play06:10

purpose we stand together until the

play06:15

end President Wilson never realized his

play06:17

vision for a strong Coalition of Nations

play06:19

based on his 14

play06:21

points the world had to endure second

play06:23

world war a war more brutal and more

play06:26

costly than the

play06:28

first before there was Collective will

play06:30

to come together in common

play06:32

purpose the principles President Wilson

play06:35

Champion formed the basis of the

play06:36

international order we live in

play06:40

today that order is being challenged by

play06:42

Russia's illegal and unprovoked attack

play06:44

on The Sovereign Nation of

play06:47

Ukraine Ukraine defense contact group

play06:50

has stood together in the face of this

play06:52

Russian

play06:53

aggression and we'll continue to stand

play06:55

together to support Ukraine and defend

play06:59

the international

play07:00

order once again I want to thank

play07:02

secretary Austin for his leadership in

play07:04

this International Coalition of more

play07:06

than 50 nations in support of

play07:08

Ukraine thanks also to defense minister

play07:12

umarov and the Ukrainian delegation who

play07:14

joined us

play07:15

today and for their leadership of

play07:17

Ukraine's armed

play07:19

forces and to all the nations attending

play07:21

today thank you for your continued

play07:24

support of

play07:26

Ukraine Ukrainian forces are being

play07:28

challenged particularly in the car

play07:30

region where they are vant defending

play07:32

against increased Russian

play07:34

attacks in recent days Russia launched a

play07:37

new offensive attacks against

play07:39

gar aiming to establish a shallow buffer

play07:42

zone along the Ukrainian

play07:45

border Russia anticipates that this will

play07:47

divert Ukrainian focus and capabilities

play07:50

from other critical

play07:52

areas Ukraine has made the concerted

play07:55

efforts to build and strengthen

play07:56

defensive lines which are being tested

play08:00

by Russian

play08:01

attacks Ukraine is expanding air defense

play08:04

Munitions to protect their Skies as they

play08:07

defend against continued Russian strikes

play08:10

on critical civilian

play08:13

infrastructure Ukrainian forces are

play08:15

fighting hard to hold against Russian

play08:16

advances across the front

play08:18

lines Ukraine's reserves and stock piles

play08:21

are being challenged as they defend

play08:23

against Russian offensive actions which

play08:26

underscores the urgency of this

play08:27

coalition's work to sustain

play08:30

Ukraine the president authorized a$1

play08:32

billion military AIDS package for

play08:34

Ukraine following the passage of the

play08:36

National Security

play08:37

Supplemental and the second Aid package

play08:40

was authorized a little over a week ago

play08:42

to send additional critical capabilities

play08:43

to

play08:45

Ukraine these packages include urly

play08:47

needed weapons such as artillery

play08:50

ammunition air defense interceptors

play08:53

anti-aircraft missiles armored vehicles

play08:56

javelins and other anti-armor systems

play09:00

we have worked diligently to deliver

play09:02

these supplies as quickly as

play09:05

possible the influx of us and Coalition

play09:08

assistance will enable Ukraine to

play09:09

continue to withstand Russian

play09:12

aggression the milit a military aid to

play09:15

Ukraine sends a clear message to the

play09:17

world this Coalition will not Tire we

play09:21

will not waver we will not give up our

play09:24

Collective resolve is

play09:26

steadfast we know that we cannot allow

play09:28

Russia to rewrite borders to force

play09:31

tyranny on an unwilling people and to

play09:34

supplant a sovereign Democratic

play09:38

Nation the actions of this Coalition

play09:40

show other would be aggressors that we

play09:43

will defend the international order

play09:46

together our support for Ukraine is not

play09:49

merely an act of

play09:50

solidarity it is a strategic necessity

play09:53

that that reinforces Brader

play09:55

International

play09:56

Security if unchecked Russian aggression

play10:00

could embolden other authoritarian

play10:02

regimes to challenge International norms

play10:05

and violate the sovereignty of their

play10:07

neighbors this highlights the importance

play10:09

of a robust and unified

play10:12

response Global events have far-reaching

play10:15

consequences that impact us

play10:18

all our Collective actions today will

play10:21

shape the geopolitical landscape of

play10:25

tomorrow this is what President Wilson

play10:27

understood

play10:29

safety and prosperity for all nations

play10:31

can only be

play10:32

won through unified and Cooperative

play10:35

effort President Wilson understand that

play10:38

peace and security are more than just

play10:40

words they require constant work and

play10:43

action on the part of Nations coming

play10:45

together for a common

play10:48

purpose the Ukraine defense contact

play10:50

group is committed to that work thank

play11:53

into the cause of the of the accident uh

play11:56

at this point and certainly I know the

play11:58

Iranians are inv investigating or will

play12:00

investigate and and so we'll see what

play12:02

the what the outcome is once their

play12:04

investigation is

play12:05

complete um in terms of uh our Force

play12:09

posture don't have any announcements to

play12:11

make uh and uh and again this is

play12:14

something that we'll continue to watch

play12:15

and I don't uh necessarily see any

play12:19

broader uh Regional security impacts at

play12:22

this point in time teror just time you

play12:24

no indication that there was anything

play12:27

other than an accident that brought this

play12:28

helicopter down right I I can't

play12:30

speculate on what may have been the

play12:32

cause of the accident terara uh but uh

play12:35

um you know again I think we'll we'll

play12:38

learn more once the uh Iranians have

play12:40

have

play12:42

investigated ter let me uh first of all

play12:44

pass on my S condolences to cman

play12:47

fortun's family friends and

play12:50

fellowman um I know they're going

play12:52

through some difficult times right now

play12:54

and I will also tell you that uh you

play12:56

know for every service we lose it always

play12:58

tears on make I know it impacts a

play13:01

family and then one thing I would

play13:02

highlight you know this is under an

play13:03

investigation but what I would highlight

play13:05

is that number of our service members

play13:07

and their families live uh in our

play13:09

various communities around the country

play13:12

and we would hope and expect that they

play13:14

would all be able to be safe in those

play13:15

communities and and safe in their homes

play13:18

at the same time I would also highlight

play13:20

that uh for each one of those uh young

play13:22

people that join our service and raise

play13:24

their right hand and take an oath to

play13:25

support and defend the Constitution of

play13:26

the United States we want to provide

play13:28

them uh opport opportunities to reach

play13:29

their full potential and that's our

play13:31

Focus for uh no matter their background

play13:34

that uh decide to join our Force thank

play13:37

you gentlemen next question go to CNN uh

play13:40

secretary Austin sir Israeli defense

play13:41

minister yav Galant uh brief National

play13:44

Security adviser Jake Sullivan on on

play13:46

Rafa plans and humanitarian efforts at

play13:49

least according to the readout it seems

play13:50

it's more detailed have you seen the

play13:52

plans that Sullivan was briefed on and

play13:54

does it meet the requirements of what

play13:57

you want to see in terms of what Israel

play13:58

needs to do before an operation in Rafa

play14:01

uh and then General Brown sir as Ukraine

play14:03

tries to defend itself against A Renewed

play14:05

Russian offensive in K do you believe

play14:08

Ukraine should be able to use American

play14:10

Weaponry to Target Russian forces that

play14:12

are just right across the border there

play14:13

is that a recommendation you would

play14:16

make um thanks I I've not seen uh the uh

play14:21

the information that was brief to uh uh

play14:24

Mr Sullivan but um you know as as you

play14:28

know I talked to minister Gant every

play14:29

week and I would expect that uh he would

play14:32

uh detail uh the information in in in

play14:36

that briefing to me as well so and I

play14:39

I'll talk to uh Jake Sullivan as soon as

play14:42

uh as soon as he's available but because

play14:44

of that I won't speculate as to whether

play14:46

or not uh it meets any kind of

play14:48

requirements U but uh but again you know

play14:52

we've been clear about uh what we what

play14:54

we think is very very important and that

play14:56

is to make sure that the civilians that

play14:59

are in that battle space are moved out

play15:01

of the battle space before uh any

play15:03

activity occurs in that in that in that

play15:05

City so uh so we'll see what happens you

play15:09

know our our focus in support of Ukraine

play15:10

is is being able to use capabilities

play15:12

particularly the things that will impact

play15:13

the uh the close battle uh in in various

play15:16

areas um and we're paying attention

play15:18

what's going on in around kke I won't

play15:20

publicly uh talk about what I might

play15:21

advice um but as we uh continue to

play15:24

support them I I'll continue to work

play15:25

with the secretary uh as we make uh

play15:27

recommendations going forward but the

play15:29

real key point is is using the

play15:30

capabilities that we provided them in

play15:31

the close battle in the areas that they

play15:33

they are doing on the fronts that

play15:34

they're already uh operating on as well

play15:36

as uh into

play15:38

Crimea okay let's go to Washington Post

play15:41

hi uh nice to see you all um this

play15:43

question is for both of you um regarding

play15:45

going back to the Rafa operation um and

play15:48

following up on orin's question so the

play15:50

IDF is announcing plans as as recently

play15:53

as today to expand the Rafa operation

play15:56

and meanwhile people that we've spoken

play15:58

with on the ground say that in in uh

play16:01

that they perceive what is already a

play16:02

full-fledged operation at least that's

play16:04

the perception on the ground given the

play16:07

bid Administration statement that it

play16:08

will not support a full-fledged invasion

play16:11

of Rafa without a coherent evacuation

play16:13

and humanitarian plan are you prepared

play16:15

to declare that it's a full-fledged

play16:17

Invasion if these uh actions go ahead

play16:21

and do you think there's a danger that

play16:22

the IDF could sort of just do this

play16:24

gradually continue to make sort of

play16:27

gradual expansions and incr mental uh

play16:30

push into Rafa in a way that falls short

play16:32

of a giant charge into the City and

play16:34

potentially try to avoid the US

play16:36

consequences that have been

play16:38

threatened thank you

play16:41

um yeah again

play16:45

uh I uh I've seen what uh what was

play16:48

reported that Minister Gant said I look

play16:49

forward to talking to him about uh about

play16:52

what his plans really are and also

play16:54

getting uh talking with uh Jake Sullivan

play16:57

as well um and I really don't want to

play17:00

speculate as to whether or not uh this

play17:02

is or is not u a uh or will be a uh a

play17:07

larger operation I really would like to

play17:09

to see what the you know what what they

play17:11

intend to do but what we would like to

play17:13

see again is is protection of those

play17:16

civilians that are in the battle space

play17:18

move those civilians out but not only

play17:19

move them out but make sure that uh

play17:22

wherever they go wherever you move them

play17:24

to that you that you have Provisions for

play17:26

them to take care of them water shelter

play17:29

those types of things um and you know

play17:33

I've said before that there in my view

play17:35

there have been far too many casualties

play17:37

civilian casualties in this fight uh we

play17:39

need to see something uh done a lot

play17:42

differently and even you know if there

play17:44

are um um if there is kinetic activity

play17:48

if there are uh there is an operation

play17:50

that that that is conducted that's

play17:52

that's larger we certainly would like to

play17:55

see things done differently more precise

play17:58

uh in uh in and less destruction of uh

play18:01

of uh you know the uh the civilian

play18:04

structures and and and more protection

play18:06

of the civilian

play18:08

population well I would Echo you know

play18:10

very much what the secretary said in all

play18:12

my conversation my counterpart it it's

play18:14

very much the same um you know be able

play18:17

to communicate with us what their intent

play18:18

is so we understand how they're

play18:20

approaching it but at the same time

play18:21

being able to take care of of the

play18:23

civilians and uh not just um you know

play18:26

move them out but move them into places

play18:27

where they can uh you know have shelter

play18:29

have food and that's something we

play18:32

continually message in the uh in the

play18:33

gangers I have with my my counterpart

play18:36

let go to Fox um secretary Austin uh

play18:39

Victoria nulan the former acting deputy

play18:41

secretary of state who just stepped down

play18:44

uh said yesterday on the Sunday shows

play18:46

that the administration needs a new

play18:49

Ukraine strategy and she said quote I

play18:51

think if the attacks are coming directly

play18:53

from Over the Line in Russia that those

play18:55

bases ought to be fair game I think it's

play18:57

time to give the Ukrainian more help

play18:59

hitting these bases inside Russia do you

play19:02

agree with her

play19:03

assessment uh I agree with what the

play19:05

chairman just said uh Jennifer and that

play19:08

is that uh you know in my view their

play19:10

focus ought to be on the on the close

play19:13

fight and making sure that uh they're

play19:16

they're servicing those targets that

play19:17

will that will uh enable success uh in

play19:20

the close fight so um you know and you

play19:24

know we've been that way throughout and

play19:27

and you know that'll be my view uh going

play19:29

forward so and general Brown is there

play19:32

anything NATO can do to help Georgia

play19:34

resist Russian efforts to expand their

play19:37

influence how does this affect what's

play19:40

happening in Georgia right now how does

play19:41

it affect Georgia's Pathway to Nato well

play19:44

you know we're we're deeply concerned

play19:46

and watching um the influence Russia uh

play19:48

has in in Georgia and we we'll remain

play19:51

committed to Georgia sovereignty um you

play19:54

know as as I met last week with my uh my

play19:56

NATO counterparts we consistently talk

play19:58

about how we work together to the the

play20:01

sovereignty of the the the uh the

play20:03

Nations that are part of NATO but also

play20:04

just the overall security situation in

play20:07

in Europe but will this affect Georgia's

play20:09

admission to Nato or Pathway to Nato

play20:11

should they I'm not I'm not in a policy

play20:13

to making decision points of uh whether

play20:15

or not but you know from my perspective

play20:17

as a uniform uh service member it's

play20:20

about ensuring the security of uh of the

play20:22

various Nations but also the security of

play20:24

the citizens of those Nations as well

play20:26

okay let's go to El jair thank you

play20:28

General thank you Mr secretary um the

play20:32

international criminal court prosecutor

play20:33

today announced he's

play20:35

requesting um arrest warranties against

play20:38

prime minister Netanyahu and of Israel

play20:41

and your counterpart Mr Galant over

play20:44

accusation of war crimes and crimes

play20:46

against humanity in Gaza my first

play20:48

question will your um Administration

play20:52

support this case and will you cooperate

play20:56

with the court on this case and the

play20:58

second second question is U the us being

play21:01

the main supporters of supporter of

play21:04

Israel and in light of this uh case uh

play21:07

will you reconsider the provision of

play21:09

weapons to Israel some of which have

play21:12

been used to kill Palestinian civilians

play21:14

according to President Biden thank

play21:18

you Al so I've seen press reports of uh

play21:23

you know the ICC uh seeking arrest

play21:26

warrants uh but I don't have anything to

play21:29

provide on that on issue on that issue

play21:31

again our Focus continues to be uh on

play21:34

providing Israel what it needs to defend

play21:37

itself we we that's been our Focus from

play21:40

the very beginning and as President

play21:42

Biden has said a number of times uh our

play21:45

support to Israel remains

play21:47

Ironclad

play21:49

um I think it's important to reflect

play21:51

back to how this got started you know

play21:54

this brutal attack on October 7th um you

play21:57

know

play21:59

number of uh Israeli and American

play22:03

civilians uh were were killed in that uh

play22:07

in that assault uh in that terrorist

play22:09

attack uh there were over 230 hostages

play22:12

taken half of those hostages remain in

play22:16

custody uh and so um you know again our

play22:20

Focus remains on providing support to uh

play22:23

to Israel in its efforts to defend

play22:25

itself uh and we very much would like to

play22:28

see

play22:29

uh the hostage is uh returned uh safely

play22:35

um in in terms of the decision to

play22:38

provide uh weapons to uh to Israel again

play22:42

I won't uh engage in any type of

play22:44

speculation going forward but uh but

play22:46

again my hope would be that uh you know

play22:49

we do what's necessary to protect

play22:51

civilians in a battle space and you know

play22:53

you'll hear me say that over and over

play22:55

again I I don't think the two things are

play22:57

are incompatible you know I think you

play22:59

can conduct military operations

play23:01

effectively and also um um account for

play23:05

civilians in the battle space you know

play23:08

we we have learned a lot the United

play23:10

States has learn learned a lot in terms

play23:12

of you know this type of operation over

play23:15

the past several years and and uh again

play23:19

I there's there are ways to do this when

play23:21

you can where you can account for both

play23:22

you can protect the people and also

play23:25

accomplish your objectives let's go to

play23:27

avoiders

play23:29

um General Brown could you explain

play23:30

you've been quoted talking about the

play23:31

inevitability of uh advisors us advisers

play23:35

in Ukraine working with Ukrainian forces

play23:38

can you explain a little bit about what

play23:40

what why that is necessary and what it

play23:41

would take to make that happen and uh

play23:43

and secretary Austin on the ICC

play23:46

President Biden has uh called it uh the

play23:48

the arrest warrants outrageous um this

play23:50

department had said it would work with

play23:52

the ICC to provide evidence about

play23:54

Ukraine uh is that work continuing um

play23:56

how does this decision affect uh those

play23:59

Pentagon efforts thank you so let me uh

play24:01

put uh you know this that discussion

play24:04

into context if you go back before

play24:06

February of uh 2022 we had uh our US

play24:11

military members in there while working

play24:12

and training with the ukrainians and

play24:14

that's not the case right now and uh you

play24:17

know when I said that we put be able to

play24:19

do that eventually you know once this

play24:21

conflict is over and um we're we're in a

play24:23

better place then uh I would suspect

play24:26

that we would be able to uh bring

play24:27

trainers back back in uh but right now

play24:29

there are no plans uh to bring us

play24:31

criners into

play24:34

Ukraine so on the on the question of the

play24:37

ICC um again as I said earlier I don't

play24:41

have uh anything to add on the on the

play24:45

reports that that we've seen here

play24:48

recently um regarding the question of

play24:50

whether or not uh we'll continue to

play24:52

provide support uh to the

play24:55

ICC with respect to crimes that are

play24:57

committed uh and Ukraine yes we continue

play25:00

that work time for just a couple more

play25:02

let's go to NPR Mr secretary I want to

play25:05

go back to RAF uh you said you haven't

play25:07

received a detailed military plan from

play25:08

the Israelis about the way ahead there

play25:11

what about the humanitarian plan you say

play25:13

you want them to care for these hundreds

play25:15

of thousands of people displaced provide

play25:17

food shelter Medical Care have they

play25:20

given you any indication about how they

play25:22

plan on doing that um early on we

play25:25

received a uh a conceptual brief on how

play25:28

they were going to going to put uh

play25:30

measures in place to take care of the

play25:33

population that that moved out of that

play25:35

battle space uh and the things that are

play25:38

required to support that plan we've just

play25:40

not seen I've not seen uh those those

play25:43

elements go into play and so my view is

play25:46

that there's there's more work to be

play25:47

done and uh and my view is also that

play25:51

this takes this takes time and so um

play25:55

again those those things that I think uh

play25:57

need to be place to take care of people

play25:59

whenever they migrate from one place to

play26:01

another again we I've not seen evidence

play26:04

that those things are in place yet so

play26:05

well can you give us a sense of the

play26:07

concept that they gave you any any

play26:08

details on that to us uh I'll I'll leave

play26:11

that to the Israelis to brief their

play26:13

their concept but uh

play26:15

um yeah it's it's one thing to have a

play26:18

concept it's another thing to actually

play26:21

put it into play so let's go to NBC um

play26:24

Mr secretary you said that uh it is

play26:27

possible to conduct operations and also

play26:28

account for civilians in the battle

play26:30

space and I wonder on Rafa given your

play26:32

extensive military experience what

play26:34

you're seeing happen in Rafa right now

play26:35

do you think that Israel is doing that

play26:37

conducting their operations and

play26:38

accounting for civilians in the battle

play26:40

space and then Mr chairman on the idea

play26:43

of um Ukraine conducting strikes inside

play26:46

Russia I wonder if you can say are you

play26:49

confident that none of the long range

play26:51

attacks that the US has provided have

play26:54

been used to strike inside Russian

play26:56

territory

play27:00

um so

play27:02

regarding

play27:06

um what uh what Israel is doing inside

play27:09

Rafa you know what we've seen thus far

play27:12

is uh uh a limited action that's been

play27:15

focused on uh the Rafa border crossing

play27:18

uh and again U it's reported that uh

play27:21

Minister Gan said that he looks to

play27:23

expand operations going forward um now

play27:26

um I I look forward to uh to having that

play27:29

discussion with him to understand uh you

play27:32

know what what his intent is and and uh

play27:34

and how he's going to do that but again

play27:37

uh what we want to see is uh is

play27:40

civilians accounted for and moved out of

play27:42

that battle space before anything

play27:44

happens we've been clear about that uh

play27:46

about that

play27:47

throughout um as you well know um I

play27:51

think before things this fight kicked

play27:54

off in in Gaza there were some 27 5,000

play27:59

or so people that lived in and around

play28:01

Rafa that number grew to um 1.25 million

play28:07

or or so and that's that's a big jump

play28:10

and uh and that's a lot of people in a

play28:12

very compressed battle space that's uh

play28:14

in a in a very difficult urban area and

play28:17

as you know Urban combat is very very

play28:19

intense very difficult to begin with so

play28:23

uh unless you account for those

play28:24

civilians uh and do things differently

play28:27

then I think uh you know you stand to

play28:29

have a lot more casualties going forward

play28:31

and that's something that we'd like to

play28:33

see change let's go to scripts I'm uh I

play28:35

am confident the the attachments that we

play28:37

provided been uh not been used in uh in

play28:40

Russia they've been using Targets in

play28:42

Ukraine secary Austin the Russians

play28:46

they're flying bom they're flying

play28:48

bombers in Russian territory with glide

play28:51

bombs that are having a devastating

play28:53

impact on the battlefield inside of

play28:55

Ukraine should the ukrainians be able to

play28:58

use American Air defenses to hit those

play29:02

Russian bombers in Russian

play29:05

territory well you know I again you can

play29:09

diagram a number of different cases for

play29:12

um you know whatever I would say that uh

play29:16

we we have been clear about providing

play29:19

Ukraine the ability to defend it defend

play29:21

its uh Sovereign territory and again the

play29:24

Dynamics of of an aerial engagement you

play29:26

know I i' leave it up to the experts but

play29:29

but uh but certainly

play29:32

um you know our expectation is that they

play29:35

they continue to use the weapons that we

play29:37

provided uh uh on targets inside of

play29:40

Ukraine now the the the the aerial

play29:42

Dynamics a little bit different and uh

play29:45

and so uh but again

play29:48

um don't want to speculate on any any

play29:51

one or or any type of Engagement here at

play29:54

the podium so you think it's it's off

play29:55

limits or not off liit so final question

play29:57

we'll go here thank you uh Mr secretary

play30:01

are you concerned that Iran is going to

play30:02

try and blame Israel or even the United

play30:05

States for the crash that killed the

play30:06

President yesterday and for General

play30:09

Brown Israel is also conducting

play30:11

operations in Northern Gaza even though

play30:12

they've said that they they previously

play30:15

said that they had defeated Hamas there

play30:16

so particularly given your personal

play30:18

experience fighting terrorists in the

play30:20

Middle East do you believe that Israel

play30:21

can achieve its goal of fully

play30:23

eliminating

play30:24

Hamas the the United States had no part

play30:27

to play uh in in that crash and so and

play30:31

that's that's a fact plain and simple

play30:35

and Israel are you afraid they're going

play30:37

to blame Israel I I I won't speculate as

play30:40

to what they'll what they'll blame again

play30:42

they they have to conduct an

play30:43

investigation to see what the cause of

play30:45

the crash was um it could be a number of

play30:48

things mechanical failure pilot error

play30:50

you name it

play30:51

so to to your uh your question about

play30:54

Northern Gaza you know uh and and based

play30:56

on experience uh not only you have to

play30:58

actually go in and uh and clear out uh

play31:00

whatever adosphere you're up against you

play31:02

have to go go in and hold the territory

play31:04

then you got to stabilize it uh the uh

play31:07

Israelis did not actually uh once they

play31:09

cleared it didn't hold and so that

play31:11

allows um your adversary then to

play31:13

repopulating areas if you're not there

play31:16

um and so that does make it more

play31:18

challenging for them um as far as being

play31:20

able to uh meet their objective of being

play31:22

able to uh militarily uh destroy and

play31:25

defeat Hamas do you think they will be

play31:27

able to do that

play31:28

well I mean Hamas is it's not just an

play31:30

organization it's a it's a ideology and

play31:33

so you got to think about uh um you the

play31:35

overall piece of being able to provide

play31:38

uh security not only for Israel but just

play31:39

there in the region um is going to take

play31:42

a conserved effort not just from a

play31:43

military piece but it's also how we uh

play31:45

you know uh work the humanitarian

play31:47

assistance which is why we focus so much

play31:49

secretary talking about humanitarian

play31:51

assistance and and protecting these

play31:52

civilians that are there in in Gaza

play31:54

secretary Austin General Brown thank you

play31:56

very much gentlemen ladies and gentlemen

play31:57

play31:58
