Israel's flagrant disregard for

international law is compounded by the

play00:51

failures of its allies to stop the

play00:54

Indescribable civilian Bloodshed Meed

play01:07

kalar joins us now from London welcome

play01:10

to democracy now we so appreciate you

play01:12

being on with us um if you can start off

play01:15

by talking about the situation um in

play01:19

Gaza right now you just heard in our

play01:22

previous segment the Gaza based

play01:24

journalist describing uh the discovery

play01:27

of the hundreds of bodies in a mass

play01:29

grave at the Nasser medical complex

play01:32

following Israel's Siege of the

play01:35

hospital what are you calling for right

play01:39

now thank you very much for uh welcoming

play01:43

me on your program ah you know I I've

play01:46

listened to the journalist and um what

play01:49

what can we what can I add uh more um

play01:53

since uh October 7 we have been

play01:57

documented a plethora of V viations

play02:00

committed first by Hamas and then by the

play02:03

Israeli authorities but in particular um

play02:07

the Israel authorities have been um you

play02:10

know have committed an extraordinary

play02:13

amount of violations of international

play02:16

law the indiscriminate and targeted

play02:19

bombing of uh civilians we know now that

play02:22

there is at least 30,000 of them that

play02:26

have been killed 70% of the

play02:29

infrastructure

play02:30

of Gaza have been destroyed I'm talking

play02:33

civilian infrastructure schools

play02:35

hospitals cemeteries cultural

play02:39

institutions um we know that um there

play02:42

has been the highest number of

play02:43

journalists killed in any conflict the

play02:46

highest number of humanitarian workers

play02:49

killed in any conflict we know that

play02:52

famine is being used as a weapon of War

play02:55

we know that Collective punishment has

play02:58

been waged against the the Palestinian

play03:00

people and we also now know um of you

play03:05

know clear evidence of extrajudicial

play03:08

killings as highlighted by the discovery

play03:11

of those Mass Graves that are coming on

play03:13

top of all the um detentions and uh use

play03:17

of torture and and ill treatment so the

play03:21

the scale of the violations committed

play03:24

over the last 6 months is

play03:28

unprecedented and I want to insist on

play03:30

that it is unprecedented the harm to

play03:34

civilians is

play03:36

unprecedented and what is making matters

play03:40

worth is that this is all broadcasted

play03:44

every day in front of our very eyes and

play03:47

yet nothing nothing is being done to

play03:49

prevent that Bloodshed the United States

play03:53

has been using its right of veto at the

play03:56

security Council to prevent any kind of

play03:59

meaningful intervention it has shielded

play04:02

um Israel from the denunciation that

play04:06

that was required it has protected them

play04:09

it has pretended for the longest period

play04:12

of time that no violations were

play04:14

committed this is why Amnesty

play04:16

International is concluding that the the

play04:20

the the International System is on the

play04:22

brink of collapse right now

play04:25

international law is not just

play04:27

violated people who are violating

play04:30

international law are justifying their

play04:33

violations and that means they are

play04:35

pretending that international law either

play04:38

has no meaning or does not apply to them

play04:41

but whatever intention they have the

play04:44

outcome is the empting out of

play04:47

international law the empting out of the

play04:49

Geneva Convention uh that were supposed

play04:52

to regulate War the empting out of the

play04:55

genocide convention the empting out of

play04:57

the universal Declaration of Human right

play05:00

and the completely uselessness of the

play05:02

security Council we have an

play05:04

international court of justice that

play05:07

could play a role and yet its rulings

play05:09

are being ignored so all in all coming

play05:12

on the on the hills of Russia's

play05:15

aggression of Ukraine the only

play05:18

conclusion that we can reach is that the

play05:20

International System is collapsing and

play05:23

that the world is being plunged back to

play05:25

where we were promised will happen never

play05:28

again Dr anas kalar we want to go to uh

play05:33

US National Security adviser Jake

play05:35

Sullivan who on Wednesday called for an

play05:38

investigation into the mass Graves at

play05:41

Nasser

play05:42

hospital we have been in touch at

play05:44

multiple levels with the Israeli

play05:46

government we want answers we want to

play05:48

understand exactly what happened you've

play05:50

seen some public commentary from the IDF

play05:52

on that but we want to know the

play05:54

specifics of what the circumstances of

play05:56

this were and we want to see this

play05:57

thoroughly and transparently invest at

play06:00

so that the whole world can have a

play06:01

comprehensive answer and we the United

play06:03

States can as well so uh that's Jake

play06:06

Sullivan speaking Wednesday if you could

play06:08

respond to that and what kind of

play06:10

Investigation you believe needs to

play06:12

happen and who should conduct this

play06:16

investigation well first and foremost um

play06:19

Amnesty International and others have

play06:21

been calling on for those investigation

play06:24

for a very long time the journalist that

play06:26

was speaking before me pointed out that

play06:29

those inv investigation have been called

play06:30

on since 2014 and nothing has ever

play06:34

happened you cannot rely on the Israeli

play06:36

authorities to deliver any kind of

play06:38

meaningful uh investigation right now no

play06:42

one can enter Gaza no one can provide uh

play06:46

the expertise required for this

play06:48

investigation we have mass Graves people

play06:50

are looking and that's absolutely uh

play06:53

human are looking for their for their

play06:56

loved one which means that the crime

play06:58

scene itself is going to be less within

play07:00

a few hours or a few days there are

play07:02

absolutely nobody there who can protect

play07:05

the crime scene who can provide the

play07:07

necessary expertise uh so that at least

play07:10

we have a sense of how people died when

play07:12

did they die and and the kind of um

play07:16

violation that have been perpetrated

play07:18

against them so yes we want an

play07:20

investigation but I don't think this is

play07:22

a genuine demand for an investigation

play07:25

people know that masg graes are

play07:26

extremely fragile and right now they are

play07:29

probably no crime scene left to be

play07:32

investigated effectively but we don't

play07:34

need that investigation to conclude that

play07:37

um Israel has been committing war crimes

play07:40

after war crimes after war crimes we

play07:42

have plenty of evidence since October 7

play07:45

of many of those violations we at

play07:48

Amnesty International have documented

play07:50

with good evidence um indiscriminate

play07:53

shelling of civilians we know from

play07:56

people on the ground that almost all

play07:58

civilians in frr rors have been

play08:00

destroyed and this cannot be justified

play08:03

just by the the the notion of military

play08:05

objective of military necessity we have

play08:08

the the evidence required to conclude

play08:12

that Israel has you know repeatedly

play08:16

repeatedly to an extent

play08:19

unprecedented unprecedented extent

play08:22

violated international law it is now

play08:24

time for the United States more than

play08:26

time it's too late in fact for the

play08:28

United to take a stand to denounce

play08:31

Israel's violations to stop arming

play08:34

Israel because that's what they are

play08:36

still doing and to do everything in

play08:38

their power to put an end to this

play08:40

Bloodshed to the killings of the

play08:42

Palestinians that we are all witnessing

play08:45

that we are all made to witness can you

play08:48

talk Dr kalamar about the US disconnect

play08:52

of the Biden Administration on the one

play08:55

hand uh con calling vaguely for

play08:59

ceasefire and saying from blinkin to

play09:03

President Biden their hearts are broken

play09:05

uh when it comes to Palestinian

play09:08

casualties but on the other hand

play09:10

continuing to supply the

play09:15

weapons it's not a disconnect I think

play09:18

it's very well organized and very well

play09:20

scripted you know that they are making

play09:23

some sound that they feel they have to

play09:26

make but that has absolutely no impact

play09:29

on on their actions uh we are now middle

play09:32

of April uh a month ago finally the

play09:35

United States agreed to a

play09:38

ceasefire uh adding though that it was

play09:41

nonbinding so you know that that that

play09:43

also shows uh that their heart was not

play09:46

really into um the the ceasefire last

play09:49

one the US

play09:52

abstained yes um insisting that the um

play09:56

that the that the ceasefire was uh was

play09:59

actually not not that the resolution was

play10:01

non-binding um they have had plenty of

play10:04

of opportunities since October 7 to

play10:07

demand a ceasefire but they use their

play10:10

right of veto to to stop it and let let

play10:13

me add and as well as the the release of

play10:16

all hostages um so you know it's not a

play10:20

disconnect I think it's a very well

play10:22

planned very well scripted commitment uh

play10:26

to support uh Israel all way including

play10:30

to a possible genocide because let's

play10:33

recall that the international court of

play10:36

justice has concluded that the risk of

play10:38

genocide were extremely high and we have

play10:42

every evidence in front of us of that of

play10:45

those risk indeed some eminent legal

play10:48

Scholars have concluded that genocide

play10:51

was already occurring so the United

play10:54

States is providing support to a country

play10:58

that is VI ating international law

play11:01

repeatedly that is justifying those

play11:04

violations in the name of going after uh

play11:08

ramas without due respect for the um the

play11:12

proportionality and the Discrimination

play11:15

that should accompany uh their actions

play11:18

um by so doing the United States is

play11:21

making itself complicit to some of the

play11:24

worst possible crimes being committed

play11:26

right now and uh Dr anas uh kalar if you

play11:30

could put this in the wider context of

play11:33

what your rep report uh uh finds you've

play11:36

said that the world is facing the demise

play11:38

of the 1948 International order created

play11:41

after the second World War uh amid both

play11:44

the conflict in Gaza and in Ukraine if

play11:47

you could elaborate uh on your

play11:49

conclusions

play11:52

sure um so I've already highlighted uh

play11:55

what's happening in Gaza and H how

play11:58

Israel is violating international law

play12:01

and is justifying those violations this

play12:04

is coming hot on the hills of Russia's

play12:07

aggression in Ukraine itself a violation

play12:10

of the UN Charter Russia too is

play12:13

justifying its violation of

play12:15

international law it's justifying its

play12:18

violation of the UN Charter in the name

play12:20

of some kind of um vision of its own uh

play12:25

security Russia too has been justifying

play12:29

its repeated violations of international

play12:32

uh Geneva Convention through its

play12:35

bombardment of um of of Ukrainian

play12:38

through the the forced transfer of

play12:41

populations so over the last 14 24

play12:45

months we have seen some of the main um

play12:50

superpowers in this world uh claiming

play12:54

that the international legal system that

play12:56

was established after World War II does

play12:59

not apply to them we have seen Russia

play13:02

doing that we have seen Israel doing

play13:04

that and we have seen the United States

play13:07

doing that by proxy uh through its

play13:09

support to um to Israel those

play13:12

institution that were established after

play13:15

World War II including the security

play13:17

Council and later on the international

play13:20

criminal court the international court

play13:22

of justice these are the backbone of

play13:25

preventing the very worst happening to

play13:27

the world and those in institution have

play13:29

been rendered you know useless really um

play13:34

the security Council cannot do anything

play13:36

for peace and security because of the

play13:38

abuse of the veto power the

play13:41

international court of justice is

play13:43

delivering very strong rulings that

play13:45

everyone is ignoring the international

play13:48

criminal court is delivering warrant

play13:50

including against President Putin that

play13:52

must people are ignoring so those

play13:55

institution that are supposed to protect

play13:57

us all are not protecting us anymore and

play14:01

the international legal framework the

play14:03

international normative framework is

play14:06

being progressively emptied out through

play14:09

those actions and through the

play14:11

justification of those violations when

play14:15

Israel is saying international law does

play14:18

not apply to us because we have a

play14:20

well-founded military objective and

play14:22

Military necessity they are pretending

play14:25

that this military necessity takes

play14:28

precedence of over everything that is

play14:30

not the case that is not the case when

play14:33

Russia is saying uh International un

play14:36

shter does not apply to us because of

play14:39

whatever NATO may be doing uh they are

play14:42

also empting out the UN Charter that is

play14:45

not the purpose of the UN Charter that

play14:48

is not there to um to be violated by

play14:50

Russia in that way so the the entire

play14:53

legal normative framework right now is

play14:56

is at risk of completely collapsing and

play14:59

what do we have instead nothing we have

play15:01

the power of the arms the weapons um and

play15:05

we you know we are basically going back

play15:08

to our pre9 uh

play15:11

1940 uh situation we are back to where

play15:15

we were supposed not to ever ever again

play15:18

go back to and if you could also talk

play15:20

about you know a number of uh places

play15:23

that the report highlights that receive

play15:26

very little media attention uh me ymar

play15:29

and and Sudan if you could talk about

play15:31

the massive rights violations going on

play15:35

there yes absolutely and that too um I

play15:38

should have mentioned these are the

play15:40

so-called forgotten crisis um a they are

play15:43

characterized by Massive violations by

play15:46

parties to to that conflict uh Sudan in

play15:50

particular I've seen thousands of people

play15:53

dead over the last uh 12 months the

play15:55

largest number of people um refugees uh

play16:00

abroad in in a very short period of time

play16:03

the massive use of sexual violence

play16:06

ethnic violence um and finally when the

play16:10

security Council took action it took

play16:13

them almost a year um their their

play16:16

resolution has been completely ignored

play16:19

so the the suffering in Sudan is falling

play16:23

off the international agenda and yet it

play16:26

is extremely uh extremely

play16:29

heartbreaking in Myanmar uh there the uh

play16:33

the military um government has been

play16:35

protected by China we finally saw the

play16:39

security Council a year a year and a

play16:41

half ago uh taking a res a resolution

play16:44

that was quite timid but a first step

play16:47

but meanwhile the militaries have been

play16:50

uh uh armed uh by uh by China they have

play16:54

continued their indiscriminate or even

play16:57

targeted um attack on on civilians

play17:00

throughout the territory hundreds of

play17:02

people have been arrested uh tortured

play17:05

even political prisoners have been

play17:07

condemned to death sentenced to death

play17:10

and killed um that's the situation in

play17:13

Myanmar I'm not mentioning the

play17:15

Democratic Republic of Congo that has

play17:17

completely Fallen the agenda for the

play17:19

last 20 30 years and yet it is probably

play17:23

the longest ever crisis again where no

play17:27

one is taking action or the the kind of

play17:29

action that is that is being required so

play17:32

the Forgotten crisis around the world

play17:34

are multiplying they are increasing in

play17:37

fact according to the expert we are

play17:39

witnessing an increase in the number of

play17:42

armed conflict uh around the world a

play17:45

reflection of a very unstable

play17:48

International System a reflection of the

play17:52

conflict between the three superpower

play17:55

vying for emony the United States Russia

play17:59

and and China and the multiplication of

play18:02

those Conflict by proxy I will say

play18:05

between them is uh costed uh in in human

play18:09

lives in hundred and thousands millions

play18:12

of human lives around the world finally

play18:16

anes kalamar if you can talk about the

play18:19

alarm that you're sounding in this

play18:20

report on artificial intelligence and

play18:23

its role in furthering racism

play18:26

discrimination division during public

play18:28

election

play18:29

you note the dominance of big Tech risks

play18:33

a supercharging of human rights

play18:35

violations talk about what you see as

play18:38

the

play18:40

dangers absolutely so we know that over

play18:43

the last 12 months we have seen

play18:46

generative uh artificial intelligence um

play18:49

coming into our almost um daily daily

play18:55

reality um it is a technology that no

play18:58

one really fully understand certainly

play19:01

not politicians and policy makers it is

play19:04

one that is completely unregulated as of

play19:07

now and if what has happened with

play19:10

artificial intelligence non-generative

play19:13

One Is to Be The Benchmark by which to

play19:17

assess what is going to happen in the

play19:19

future then we need to be very worried

play19:21

over the last few years Amnesty

play19:23

International has been monitoring how

play19:27

artificial intelligence um you know in

play19:30

in uh through through for instance uh

play19:33

platform social media platform platform

play19:37

uh in the the in facial recognitions

play19:39

through the Spy Wes all of those

play19:42

technologies have had disastrous impact

play19:46

on human rights over the last 12 months

play19:49

in uh Facebook for instance platforms

play19:52

have been used to um to to you know to

play19:57

uh to Launch to spread ethnic violence

play20:01

in in Ethiopia uh in Serbia we have

play20:05

documented that semi

play20:07

automated uh algorithm have been used uh

play20:11

particularly in the context of the

play20:13

provision of public social assistance in

play20:17

ways that has discriminated against Roma

play20:21

people and people with uh disability

play20:24

spywares that were denounced um that

play20:28

have been denounced since 2020 2021 with

play20:32

the Pegasus project well guess what in

play20:35

2023 we found more evidence of Pegasus

play20:38

being used uh in many countries around

play20:41

the world including India where we're

play20:42

going to have a elections coming up so

play20:46

um the the control of the spyware is not

play20:51

happening in addition to Pegasus that

play20:53

continue to be used around the world we

play20:56

have monitored this year the use of the

play20:58

pr data uh files which is EU European

play21:02

based and that too has been used and

play21:04

sold around the world including against

play21:07

journalist activist human rights um

play21:10

Defenders so abusive facial

play21:14

recognition um abusive Mass surveillance

play21:18

abusive uh use of spyware all of those

play21:21

things are extremely dangerous for human

play21:24

rights including in a context where

play21:26

there is a multiplication of arm

play21:28

conflict

play21:29

and they should be the object of

play21:32

moratorium we are calling as well on

play21:34

those big tech company whose business

play21:37

model is

play21:38

feeding um the the multiplication of

play21:42

data of certain kind of data we are

play21:44

calling on them as well to a to be much

play21:47

better regulated than they are now but

play21:49

also to take action to regulate their

play21:51

own content but it's it's a wild west

play21:54

it's the Wild West in a context of um

play21:58

the collapse of the International System

play22:00

this is why we are sounding the alarm I

play22:02

mean you know

play22:04

the as of today we have the

play22:07

International System on the brink of

play22:10

collapse we have a an an industrial

play22:13

revolution uh revolution of Information

play22:17

Technology that no one is regulating

play22:19

effectively and that has the potential

play22:22

to to run a you know a major disaster

play22:25

for for societies it is is more than

play22:29

time more than time to wake up to the

play22:32

reality that we are confronting if we

play22:34

want if we want to you know to to

play22:37

deliver um to our children and

play22:39

grandchildren a safer Planet I haven't

play22:41

even mentioned the climate crisis in the

play22:43

midst of it all so I'm sorry if I'm

play22:45

being very um apocalyptic here but I

play22:49

think people need to wake up to that to

play22:51

the reality that we are really really

play22:55

facing a a an incredibly serious

play22:59

dangerous situation for all of us analar

play23:03

we want to thank you so much for being

play23:05

with us Amnesty International Secretary
