Die EU-Kommission kann künftig Zusatzzölle
auf Elektroautos aus China erheben - trotz Widerstands aus Deutschland.
Das ergab heute eine Abstimmung unter den EU-Mitgliedsstaaten.
Verhandlungen mit China könnten die Zölle aber noch abwenden.
Die EU wirft Peking vor, Hersteller massiv zu subventionieren -
zu Lasten der europäischen Autobauer.
Deutsche Branchenverbände warnen vor negativen Folgen zusätzlicher Zölle.
Sie heißen BYD, Nio, oder MG.
Sie sind schick, innovativ und vor allem billig.
Immer mehr Menschen in Europa
entscheiden sich für ein E-Auto aus China.
Der Marktanteil in der EU stieg innerhalb von vier Jahren
von 1,9 auf 14,1 %.
Hauptgrund für den Erfolg:
China subventioniert seine Autoindustrie stark.
Dadurch werden die chinesischen E-Autos in Europa
rund 20 % billiger als europäische Modelle.
Unfair, sagt die EU und will Ausgleichszölle verhängen,
um E-Autos aus China teurer zu machen.
Wir verhängen keine Importzölle, nur um Zölle zu verhängen.
Wir wollen die Effekte der Subventionierung beseitigen.
10 % Importzoll gibt es schon.
Nun sollen je nach Hersteller bis zu 35 % Ausgleichszoll obendrauf.
Eine Mehrheit der EU-Staaten stimmte dafür - Deutschland dagegen.
Andere Staaten sind nicht so stark betroffen.
Wir müssen unsere Interessen wahren.
Das hat der Bundeskanzler mit seinem Nein-Votum getan.
Keine Zölle – das hatten auch die deutschen Autobauer gefordert.
Wir verkaufen in der Summe 100-mal mehr Autos in China als umgekehrt.
Wir haben ein Handelsthema mit China,
was es kritisch zu diskutieren gibt.
Zölle lösen das Problem nicht.
Die Befürchtung von Bundesregierung und deutschen Autobauern:
Ein Handelskrieg.
China könnte seinerseits Importzölle auf europäische Autos verhängen.
Für deutsche Hersteller wäre das ein Problem.
Volkswagen erzielt mehr als ein Drittel des Absatzes in China.
Aktuell verhandelt die EU mit Peking.
In den nächsten Wochen könnte man sich noch einigen,
ansonsten sollen die Zölle Ende Oktober in Kraft treten.
In Brüssel sind sich viele Experten einig:
Zölle auf die Konkurrenz aus China
verschaffen der Autoindustrie in Europa nur etwas mehr Zeit.
Um wettbewerbsfähig zu bleiben, müssten die europäischen Autobauer
ihre E-Autos attraktiver machen und im unteren Preissegment mehr bieten.
Der oberste geistliche Führer des Iran, Ajatollah Ali Chamenei,
hat die Raketenangriffe seines Landes auf Israel gerechtfertigt.
Es habe sich um eine Mindeststrafe gehandelt,
sagte er im Rahmen des Freitagsgebets,
das er zum ersten Mal seit fünf Jahren leitete.
Währenddessen geht der Beschuss zwischen Hisbollah und Israel
unvermindert weiter.
Erneut greift Israel massiv in der Nacht an,
mit zahlreichen Luftschlägen auf Beirut.
Die meisten Einschläge in den südlichen Vororten,
in der die Hisbollah das Sagen hat.
Aber auch im Zentrum fühlen sich viele nicht sicher.
Einwohner wehren sich gegen israelische Vorwürfe,
ihre beschossenen Häuser seien Waffenlager der Hisbollah.
In unseren Häusern gibt es keine Waffen.
Das ist Propaganda.
Sie zerstören unsere Häuser mit unschuldigen Menschen.
Darunter Kinder und Frauen.
Ein israelischer Raketeneinschlag auch am Grenzübergang zu Syrien.
Israel will hier
einen unterirdischen Tunnel für Waffenschmuggler zerstört haben.
Der Grenzübergang, den seit Tagen Tausende nutzen,
musste infolge der Angriffe geschlossen werden.
Während auf libanesischer Seite die Menschen keinen Schutz
vor Angriffen aus der Luft haben, fängt in Israel
das Abwehrsystem Iron Dome Raketen der Hisbollah ab.
Unabhängiges Bildmaterial von Bodengefechten
im Grenzgebiet gibt es kaum.
Die israelische Armee veröffentlicht Videos ihrer Truppen.
Es soll zahlreiche Tote auf beiden Seiten geben.

Man geht hier davon aus,
dass es zu einem israelischen Angriff kommen wird.
Es werden verschiedene Szenarien durchgespielt.
Etwa ein Angriff auf die Raffinerien des Landes.
Die befinden sich in der Nähe des Persischen Golfes.
Diese wären für Israel leicht zu erreichen.
Es gibt auch das Szenario des Angriffs auf die Energieanlagen.
Die sind im Zentral-Iran.
Die sind schwer zu erreichen.
Die sind hochgesichert,
insofern schwer zu erreichen für Israel.
Es wird auch der Angriff auf eine Führungsperson diskutiert.
Das Freitagsgebet
fand unter extremen Sicherheitsvorkehrungen statt.

Frauen in Afghanistan haben seit der Herrschaft der Taliban
kaum noch Rechte.
Ihnen drohen Zwangsheirat, häusliche Gewalt,
Einschränkungen bei der Bildung.
Heute hat der EuGH entschieden:
Die Vorschriften sind als Verfolgung einzustufen.
Für afghanische Frauen bedeutet dies:
Allein ihr Geschlecht und ihre Staatsangehörigkeit
würden reichen, um Asyl in der EU zu rechtfertigen.

Das Ehepaar Ahmadi hat seine Heimat 2018 verlassen.
Heute leben sie in Hamburg.
Seine Schwester ist noch in Afghanistan.
Ihren Beruf als Profigolferin
darf sie seit der Rückkehr der Taliban nicht mehr ausüben.
Im Telefongespräch berichtet die Schwester, die anonym bleiben möchte:
Ich hatte ein gutes Leben, habe in der Nationalmannschaft gespielt.
Ich habe Mädchen trainiert, war kurz vorm Uni-Abschluss.
Das alles musste ich aufgeben.
Ein Beispiel von vielen.
Berufs- und Ausbildungsverbote, Zwangsverheiratung,
kein Zugang zu Gesundheitsversorgung:
Alltag für alle Frauen und Mädchen in Afghanistan.
Systematisch unterdrückt von den Taliban.
Deshalb reicht allein die Tatsache, eine afghanische Frau zu sein,
aus, um als verfolgt zu gelten, so der Europäische Gerichtshof.
Die diskriminierenden Maßnahmen der Taliban gegen Frauen
sind als Verfolgung anzusehen.
Das EU-Recht verlangt nicht, dass bei der Prüfung des Asylantrags
einer Afghanin untersucht wird, ob ihr tatsächlich Verfolgung droht.
Allein weil sie Frauen aus Afghanistan sind,
können EU-Mitgliedsstaaten Frauen aus Afghanistan
als Geflüchtete anerkennen.
Schon jetzt werden die meisten afghanischen Frauen
in Deutschland als Geflüchtete anerkannt.
Das Urteil vereinfacht die Prüfung der Behörden.
Und es hebt hervor,
wie stark Frauen unter den Taliban diskriminiert werden.
Seit Mitte September kontrolliert die Bundespolizei
Reisende an allen deutschen Grenzen, um unerlaubte Einreisen einzudämmen.
Jetzt liegt eine erste Bilanz vor.
Bei den neuen Grenzkrollen im Westen und Norden
registrierten die Beamten mehr als 830 Fälle.
Die Zahl unerlaubter Einreisen lag bei mehr als 2400.
Jeden Tag rollen Tausende Lkw über die Deutsch-Schweizer Grenze.
Eine der Hauptrouten illegaler Migration.
Hier finden seit einem Jahr vereinzelt Grenzkontrollen statt,
zusätzlich zur Zollabfertigung.
Spediteure hatten die Sorge:
Mehr Staus auch an kleineren Übergängen.
Zu Unrecht.
Vor allem hier am Grenzübergang Ramsen, Rielasingen
haben wir keine Probleme.
Ich will nicht sagen, dass man mich kennt.
Aber man kommt gut durch die Grenze.
Es finden sporadische Kontrollen statt,
aber es gibt keine Verzögerungen.
Seit gut zwei Wochen wird an allen deutschen Außengrenzen kontrolliert.
Bundesweit registrierte die Bundespolizei
2448 unerlaubte Einreisen.
1546 Personen wurden an der Grenze zurückgewiesen.
Wer dort einen Asylantrag stellt,
wird in eine Erstaufnahme für Geflüchtete gebracht.
Die Zahl der Erstanträge auf Asyl sei bislang nicht gesunken,
so die Gewerkschaft der Polizei.
Der Personaleinsatz weiter hoch.
Wir haben über 3800 Kilometer Grenzlinien,
mit allen Möglichkeiten, die Grenzlinie zu überschreiten.
Das macht es extrem schwierig, diese Grenze zu überwachen
und den Schleuserorganisationen einfach, die Kontrollen zu umfahren.
In den ersten zwei Wochen wurden 49 mutmaßliche Schleuser festgenommen.
Vorerst soll bis März 2025 weiter kontrolliert werden.
Die Transferregeln des Weltfußball-Verbandes FIFA
verstoßen in Teilen gegen EU-Recht.
Das hat der Europäische Gerichtshof entschieden.
Konkret geht es um den Fall,
wenn ein Spieler seinen Vertrag ohne triftigen Grund kündigt.
Dafür droht ihm eine Strafzahlung und laut FIFA-Regularien auch dem Verein,
der den Spieler verpflichten will.
Das allerdings gehe zu weit, so der EuGH.
Die Regeln behinderten die Freizügigkeit von Profifußballern.
In der Demokratischen Republik Kongo
ist eine Fähre mit Hunderten Passagieren verunglückt.
Mindestens 78 Menschen starben, es werden aber mehr Tote befürchtet.
Die offenbar überladene Fähre war gestern auf dem Kivu-See
im Osten des Landes auf die Seite gekippt.
Sie sollte in den Hafen von Goma einlaufen.
Veraltete und überladene Passagierfähren
sind in dem Land oft das einzige Transportmittel.
Die Deutsche Bahn erhöht ihre Preise für bestimmte Tickets im Fernverkehr.
Zum Fahrplanwechsel Mitte Dezember steigen die "Flexpreise"
durchschnittlich um 6 %.
Der Preis für die Bahncard 100 wird um 7 % angehoben.
Als Grund nennt die Bahn gestiegene Kosten fürs Personal.
Ungewöhnliche Szenen an berühmten Fassaden,
wie hier am Schloss Charlottenburg.
In Berlin hat das Festival of Lights begonnen.
Bis zum 13. Oktober werden 50 Gebäude
mit Lichtershows und Kunstinstallationen angestrahlt.
Das Motto heißt "Celebrating Freedom" - die Freiheit feiern.

Der Westen und Norden profitieren auch morgen von dem Hoch,
das von der Nordsee zur Ostsee zieht.
In der Nacht im Norden und Westen meist klar,

In der Südosthälfte regnet es nur noch ab und an,
