as for the level I mean the magnitude of
aging population the proportion of older
people aged 65 years old and over is
already twenty eight point four percent
of total population namely more than
one-quarter of total population in Japan
is all of our people which is the
largest proportion of older people in
the world and this proportion is going
to be one third of the total population
within two decades and eventually it is
going to be 2/5 of total population in
2060 as for the speed of aging
population
Japan's aging population has been very
rapid so far the speed of aging
population has been roughly speaking two
to four times faster than that of
European countries
Japan's aging population also has a sort
of depth by depth I mean even within the
older population relatively old older
population I mean a people aged 75 years
old and over is increasing particularly
laboratory for example in 2015 the ratio
of population aged 65 to 74 and 75 years
old and over was almost one-to-one
however it is projected to be 2 to 3 in
2025 when the Japanese baby boomers will
be 75 years old and over and eventually
this ratio will be 1 to 2 in 2060 that
means we will have a really top heavy
age population structure in the future
the labor force in Japan will decline
from 67 million today to less than 55
million in 2040 this kind of sharp
decline in the workforce will have
serious negative impact on the economy
first the declining workforce will bring
about the decline in production unless
the productivity per worker increases
substantially and also the declining
workforce will bring about decline in
consumption unless the wages per worker
increases dramatically in one hand an
aging population will increase the
demand for a social security benefit
including retirement pensions medical
care and long term care for all their
people but on the other hand it will
reduce the sustainability of a social
security system itself so in order to
cope with such drastic aging population
and its possible negative outcomes on
our socio-economic structure we have to
take every possible measures in order to
cope with an aging population we need to
establish at first so-called a lifelong
active society in which the will and
ability of older people can be fully
realized then the next very important
measures to cope with an aging
population is to deform our social
security system particularly its medical
care and the long-term care system as I
told you
the number of relatively old all the
people aged 75 years old and over will
be increasing particularly laboratory
and we know the likelihood of needing
medical care and long term care
increases significantly after age of 75
of course the fact that we are facing
such a tremendous aging population as a
result of the success of our social
security system particularly its medical
care and long term care system Japan has
established so-called universal coverage
of health care since 1961 and started
long-term care system two decades ago
but under very rapid increase in the
number of older people as I told you
earlier in Japan it is necessary for us
to deform so called you know the
surprise system of medical care and
long-term care because we will certainly
see Lobby 3 increasing all the people
who need medical care and long-term care
the problem is so far these other people
who need medical care and long-term care
many of them has been hospitalized since
today in Japan average number of bed per
capita is already large enough in light
of the global standard so we cannot
increase the number of pets in hospitals
so
if we have lobbied increase in number of
all the people who need medical care and
long-term care
coming into hospitals then the beds in
hospitals will overflow sooner or later
in order to avoid this situation we have
to establish so-called a Legionnaire
comprehensive care system in which all
the people who need medical care and
long-term care will be able to be taken
care of in nursing homes or their own
houses in the local community in 2013
the National Council on Social Security
system reform which I happen to be a
chair recommended to establish this
regional comprehensive care system in
local community all around Japan as soon
as possible at that time our catchy
phrase was from hospitals to local
communities we have to establish it at
least before 2025 when we will have a
substantial increase in number of older
people who need medical and long-term

not our problem it is their problem
however I would like to say if you look
at the history of economic development
as your economy grows and as your
average you know income per capita
increases your life expectancy would
increase
