Hai semuanya kembali lagi di channel
portal edukasi Pada kesempatan kali ini
kita akan membahas rangkuman materi PPKN
kelas 7 bab 2 yaitu tentang norma dan
UUD NRI tahun 1945
materi ini sudah kurikulum Merdeka
Ya mari kita mulai dengan pengertian
norma menurut Kamus Besar Bahasa
Indonesia atau KBBI norma adalah aturan
atau ketentuan yang mengikat warga
kelompok dalam
masyarakat norma itu bersifat mengikat
maka Barang siapa yang melanggar akan
dikenakan sanksi di kehidupan masyarakat
norma bisa berupa aturan yang tertulis
maupun tidak tertulis nah setiap daerah
itu memiliki aturan masing-masing dengan
sanksi yang berbeda
pula selanjutnya nilai penting
norma menurut ahli ilmu sosial surjono
Sukanto tujuan pembuatan norma adalah
agar hubungan di dalam suatu masyarakat
dapat berjalan seperti yang
diharapkan ada beberapa nilai penting
Dar norma yaitu menciptakan ketertiban
dan keamanan
bersama mencegah benturan kepentingan
antar warga membentuk akhlak atau
karakter
manusia menjadi petunjuk bagi setiap
individu menjal kehidupan di
masyarakat mewujudkan keadilan kehidupan
bermasyarakat berbangsa dan
beraraengatur
orang akan mendapatkan manfaat yang sama
atas pengaturan tersebut sejalan dengan
sila kelima Pancasila yaitu keadilan
sosial bagi seluruh rakyat
Indonesia selanjutnya kita pelajari
jenis
norma secara umum norma itu
dikelompokkan menjadi empat jenis yaitu
norma agama norma susilah norma sosial
dan norma hukum
norma agama adalah kaidah atau aturan
yang bersumber pada hukum agama atau
kitab suci yang ber dari Tuhan Yang mah
kemudan norma Susila norma yang berasal
dari Nur
manusia norma sosial atau kesopanan itu
bersber dari trama atau
kebiasaanarat kemudima
huk yang laku manusia dalam kehidupan
bernegara nah ini dibuat oleh pejabat
negara kalau kita harus Gambarkan norma
itu bisa dibagi menjadi empat jenis
seperti pada bagan di bawah
ini selanjutnya norma dan nilai-nilai
Pancasila di Indonesia norma Tentu juga
terkait dengan nilai-nilai Pancasila
yaitu nilai ketuhanan nilai kemanusiaan
nilai persatuan Nilai kerakyatan serta
nilai keadilan
sosial Maka kalau dikaitkan dengan
Pancasila norma itu memiliki lima nilai
pertama norma ketuhanan merupakan norma
yang terkait dengan nilai ketuhanan
kemudian norma kemanusiaan merupakan
norma yang terkait dengan nilai
kemanusiaan kemudian norma persatuan
merupakan norma yang terkait dengan
nilai
persatuan norma kerakyatan merupakan
norma yang terkait dengan Nilai
kerakyatan serta norma keadilan sosial
merupakan norma yang terkait dengan
nilai keadilan
sosial selanjutnya hak dan kewajiban
pada
norma setiap norma itu pasti selalu
mengandung hak dan
kewajiban norma selalu mengandung
hal-hal yang harus didapatkan oleh semua
orang yang terikat norma itu juga selalu
mengandung hal-hal yang harus dilakukan
setiap orang tersebut sesuai dengan
ketentuan masing-masing dari norma masih
ingatkah kalian perbedaan antara hak dan
kewajiban kita bahas
ya kita mulai dengan pengertian
hak menurut Kamus Besar Bahasa Indonesia
atau KBBI hak itu artinya milik atau
punya Selain itu hak juga berarti
atau kekuasaan yang diakui kelompok atau
masyarakat dengan demikian milik atau
punya ataupun berwenang itulah yang
disebut dengan
hak hak tersebut harus diperoleh semua
orang dengan diatur oleh norma yang ada
nah namun hak itu tidak selalu ada
setelah norma atau aturan dibuat ada
juga hak yang sudah ada sebelum norma
atau aturan dibuat yang dikenal sebagai
hak asas Man atau
Ham Ham Ini dimiliki oleh setiap manusia
bahkan sebelum mereka lahir seperti hak
hidup hak beragama hingga hak untuk
mengemukakan pendapat nilai HAM
mengajarkan untuk selalu menghargai
setiap
orang selanjutnya pengertian
kewajiban kamus besar bahasaonesia
disebutkan bahwaajiban
yang harus dilaksanakan bila dikaitkan
dengan norma maka kewajiban adalah hal
yang harus dilaksanakan sesuai ketentuan
dalam norma
itu kewajiban sendiri itu dapat
dikelompokkan menjadi tiga ada kewajiban
pada tuhan yang maha esa kewajiban
kepada sesama manusia dan kewajiban pada
alam
tiga kewajiban itu oleh masyarakat Islam
disebut tiga hubungan sedangkan oleh
masyarakat Hindu Bali disebut dengan
trihit Karana yang artinya tiga penyebab
kebahagiaan selanjutnya penerapan hak
dan
kewajiban pemenuhan hak dan kewajiban
tersebut itu saling terikat dan tidak
dapat dipisahkan untuk melaksanakan
pemenuhan hak dan kewajiban secara baik
setiap orang perlu lebih dahulu
memperhatikan hak orang lain selanjutnya
adalah memenuhi hak orang tersebut
sebaik-baiknya sesuai dengan tanggung
jawab atau kewajiban diri sendiri atas
orang lain
itu dengan memenuhi hak orang lain
dengan sebaik-baiknya maka kewajiban
diri sendiri otomatis sudah tertunaikan
Setelah itu kita dapat meminta hak diri
sendiri agar dipenuhi oleh orang yang
memiliki kewajiban terkait hak tersebut
jadi sudah jelas ya apakah hak dulu atau
kewajiban dulu jawabannya adalah
kerjakan dulu kewajiban kita baru boleh
menuntut
hak jadi kalau kita harus Gambarkan
dalam bagan akan seperti ini penuhi hak
orang lain dulu jalankan semua kewajiban
kita baru kita bisa minta hak diri
sendiri selanjutnya kita masuk ke
undang-undang NRI tahun 1945 sebagai
dasar hukum tertulis
negara banyak aturan yang dimiliki oleh
negara untuk mengatur masyarakat di mana
Setiap aturan itu tidak boleh
bertentangan karena tentunya akan
berkaitan dengan hak dan kuewajiban Nah
agar hukum tidak bertentangan maka perlu
adanya dasar hukum
tertulis tanpa dasar hukum tertulis
undang-undang serta ketentuan-ketentuan
itu dapat bertentangan antara yang satu
dengan yang lainnya itulah mengapa
perlunya dasar hukum
tertulis hukum tertulis itu perlu
dibangun di atas dasar negara kita yang
telah ditetapkan nah di Indonesia dasar
negaranya adalah
Pancasila maka dasar hukum tertulis yang
disusun adalah berupa undang-undang
dasar yang kemudian dinamai
undang-undang Dasar Negara Republik
Indonesia tahun
1945 atau disingkat menjadi UUD NRI
tahun 1945
UUD NRI tahun 194 Li inilah dasar hukum
tertulis dan menjadi dasar hukum
tertulis dari semua hukum di
Indonesia mari kita bahas juga perumusan
UUD NRI tahun
1945 sidang pertama BPU PK kala itu
berhasil melahirkan Pancasila sebagai
dasar negara pada tanggal 1 Juni
1945 bpupk lalu menugasi panitia 9 untuk
menyusun sila-sila Pan a Kemudian tugas
itu selesai tanggal 22 Juni
1945 Pancasila siap dijadikan pondasi
untuk merumuskan dasar hukum
tertulis lalu Pancasila pun dimasukkan
menjadi inti mukadimah atau pembukaan
dasar hukum
tertulis kemudian dalam sidang kedua
bpupk tanggal 10 sampai 17 Juli
1945 semua setuju bahwa pembukaan
undang-undang dasar itu maka bpupk
membentuk panitia dasar hukum tertulis
untuk menyusun isi undang-undang dasar
pada masa itu bagian isi undang-undang
dasar disebut batang tumbuh
undang-undang dasar panitia dasar hukum
tertulis tersebut beranggota 19 orang
yang diketuai oleh Ir Soekarno

yanges Mer

bemintahanonesiaikend saka merah putih

Indonesia pada tanggal 16 Juli 1945
naskah rancangan undang-undang dasarat
itu diterima dalam sidang bpupk dengan
suara yang
bulat selanjutnya proses pengesahan UUD
NRI
1945 tanggal 16 Agustus 1945 PPKI
melakukan sidang yang pertama
selanjutnya sehari kemudian tanggal 17
Agustus 1945 yang bertepatan dengan hari
Jumat tanggal 9 Ramadan 1364 Hijriah
Indonesia pun Merdeka sehari selanjutnya
tanggal 18 Agustus 1945 PPKI melanjutkan
sidangnya yang menghasilkan menetapkan
Soekarno dan Muhammad Hatta sebagai
Presiden dan Wakil Presiden Republik
Indonesia Komite Nasional Indonesia
Pusat atau KNIP untuk menyusun lengkapan
pemerintahan serta mengesahkan pembukaan
undang-undang
dasar pembukaan inilah yang menjadi
pokok dari undang-undang dasar yang
disahkan PPKI dan dikukuhkan oleh KNIP
tanggal 19 Agustus
1945 undang-undang dasar itu disebut
dengan undang-undang dasar negara
Republik Indonesia tahun
1945 atau disebut juga UUD NRI tahun
1945
selanjutnya kita masuk ke sistematika
UUD NRI tahun
1945 sistematika UUD NRI tahun 1945
setelah dirumuskan mencakup tiga hal
yaitu bagian pembukaan bagian batang
tubuh serta bagian penjelasan namun
setelah dilakukan perubahan atau bisa
disebut
amandemen sekarang sistematikanya hanya
menjadi pembukaan dan pasal-pasal
pembukaan UUD NRI tahun 1945 itu memuat
prinsip-prinsip pokok kenegaraan yang
terdiri dari empat alinea yang isinya
mengenai bentuk negara tujuan negara
serta rumusan dasar negara
Pancasila kemudian batang tubuh uudn R
tahun 1945 terdiri dari 16 bab dan 37
pasal empat pasal aturan peralihan serta
du ayat aturan tambahan
untuk memperjelas isi batang tubuh UUD
NRI tahun 1945 Maka selanjutnya ada
bagian penjelasan yang dilampirkan
lampiran penjelasan itu terdapat di
dalam berita Republik Indonesia Tahun 2
Nomor 7 tanggal 15 Februari
1946 Mari kita bahas amendemen UUD NRI
tahun
1945 perubahan undang-undang bisa
disebut juga sebagai
amendemen Perubahan tersebut dilakukan
dari tahun 1999 hingga tahun 2002
beberapa pasal dari undang-undang dasar
itu pun diubah secara bertahap melalui
sidang-sidang
MPR amandemen uudnri tahun 1945
dilakukan empat kali yaitu Perubahan
pertama dilakukan melalui Sidang MPR
pada tanggal 14 sampai 19 Oktober
1999 ada 9 pasal yang diubah dalam
amendemen ini kemudian perubahan kedua
adalah melalui sidang pada tanggal 1
sampai 18 Agustus tahun 2000 untuk
mengubah 25 pasal pada 5 bab selanjutnya
Perubahan ketiga dilakukan melalui
Sidang MPR pada tanggal 1 sampai 9
November 2001 untuk mengubah 22 pasal
perubahan yang terakhir yaitu perubahan
keempat adalah melalui Sidang MPR pada
tanggal 1 sampai 10 Agustus 2002 dengan
mengubah 13 pasal tanggal-tanggal di
sini yang perubahan-perubahan amandemen
ini sebaiknya kalian ingat ya mungkin
biasanya kemungkinan pasti bakal keluar
di ujian sih
gitu nah apa aja sih isinya yang berubah
kita bahas ya pada amendemen pertama
yang membatasi masa jabatan presiden dan
wakil presiden menjadi maksimal dua kali
masa jabatan atau paling lama selama 10
tahun jadi setelah 10 tahun menjabat
presiden dan wakil presiden tidak dapat
dipilih lagi pada amendemen kedua
ditegaskan bahwa masyarakat memilih
secara langsung para wakilnya di Dewan
Perwakilan Rakyat atau
DPR pada amendemen ketiga rakyat juga
bisa memilih Presiden dan wakil presiden
secara langsung di mana sebelumnya
dipilih rakyat secara tidak langsung
melalui MPR yang terakhir Amandemen
Keempat itu antara lain menyangkut
masalah pendidikan dalam amandemen ini
Pemerintah diwajibkan untuk menyediakan
anggaran pendidikan paling sedikit harus
