importante de esto es que se sepa que
los observadores no tenemos injerencia
en el proceso simplemente somos
observadores y la idea de nosotros es
observar que la democracia predomine que
se respete la voluntad y Y si
encontraran algo en el camino saa si si

irregularidad algo que les parece que
que no cumple con el requisitos pueden
levantar la voz y destacarlo o sea pasar
o sea notificárselo a a la presidenta de
la comisión est elecciones a los
comisionados bueno nosotros eh yo soy la
jefa de misión de la unión
Interamericana de organismos electorales
y fundamentalmente es precisamente mirar
aquellas cosas que se desarrollen dentro
de su marco legal vigente de su reglas
entos y al final de la jornada
levantamos un informe con
recomendaciones con lo que se podría
mejorar dentro de un proceso de
elecciones en este caso de primarias y
también eh Más allá de observar también
son lecciones aprendidas de intercambio
de conocimientos de buenas prácticas que
nos llevamos a nuestros países Eso es lo
importante y finalmente ya depende del
país si acoge o no las recomendaciones
que las misiones de observación
internacional lo plantean a los países

reciprocidad un poco entre lo que
ustedes hacen y lo que pueda recibir la
Comisión Estatal de elecciones en este
caso específico porque básicamente lo
que ustedes están para velar un poco el
cumplimiento de esos estándares
internacionales de elecciones libres y
justas por es que vamos coro Esa es la
idea Qué les parece de Panamá Así es las
misiones de observación obviamente
tienen un doble propósito uno observar y
dejar recomendaciones al organismo
electoral sobre sobre su sistema sobre
la tecnología electoral que siempre es
cambiante pero también uno aprende y
lleva buenas prácticas hacia su país Por
ejemplo yo he estado acá claro he estado
acá en Puerto Rico en varias ocasiones
de recuerdo para la elección de 2008
vinimos a ver lo que era el voto de los
confinados y el voto de los encamados
eso como propósito que nosotros hoy por
hoy tenemos ese esos dos tipos de
votaciones inclusivas dentro de nuestra
esoera preguntar el voto los confinados
tienen derecho al voto en sus países en
mi país No no tienen derecho en Ecuador
sí Y también tenemos el voto en casa que
ustedes llaman en domicilio en Panamá lo
incorporaron Así es lo incorporamos y
tuvimos Esa primera experiencia con
ustedes acá y fue esa observación como
buena práctica en República Dominicana
casualmente ahora en las elecciones
pasadas del 19 de mayo incorporamos en
20 un modelo en 21 recintos electorales
y solamente pueden votar aquellas
personas que no est todavía condenada
definitivamente tal y como dijo aquí el
magistrado de la junta central verdad de
la República Dominicana le pareció
interesante fue su adjetivo al voto de
los confinados de hoy alguna de ustedes
estuvo presente en en las cárceles qué
le pareció Cómo discurrió ustedes lo
mejorarían están satisfechos Cómo lo
vieron bueno nosotros primero lo que
hacemos Es respetar la cultura política
de cada país hay cosas que nos
sorprenden y que no se practican en
nuestros países pero respetamos aquello
y entendemos que así se mueve la
sociedad y la política en este país por
ejemplo en el Ecuador el voto confinado
que ustedes llaman nosotros lo llamamos
inclusive hasta las denominaciones voto
para las personas privadas de libertad
sin sentencia condenatoria ejecutoriada
que se da en el Ecuador acá es de
distinta forma y aprendemos como la
legislación y la Constitución dan la
línea para seguir un proceso democrático
