à Gaza, quels sont les
rapports de force? Quels sont les
scénari pour demain?

Vous êtes spécialiste de la
péninsule arabique et du Golfe
Persique à l'Institut de recherche
stratégique de l'Ecole militaire à
Paris. Alors première question
Fatiha. Basique.
Pourquoi? Dans la nuit du 13 au 14
avril dernier, l'Iran a lancé
des missiles et des drones
directement contre l'Etat hébreu?
Avec quelles modalités et en quoi
c'était inédit?
Alors c'est inédit.
D'abord parce que pour la première
fois, l'Iran lance depuis
son territoire donc,
des missiles et des drones
sur le territoire israélien.
Jusqu'à présent, les
Iraniens ont toujours
privilégié l'approche
avec les proxys, ses alliés
régionaux,
que ce soient la milice
du Hezbollah au Liban,
les milices chiites
en Irak.
Et puis, sur un autre
registre, beaucoup moins
systématique,
les rebelles houthistes du Yémen.
Donc là, on change effectivement de
mesure.
Alors pourquoi ?
L'Iran a quand même
été au préalable
la cible de frappes israéliennes
dans son ambassade à Damas, en
Syrie le 1ᵉʳ avril.
L'Iran explique que c'est
une mesure de représailles.
D'autant que ces
frappes, qui sont une violation
du droit international puisque il
viole la souveraineté iranienne.
Une ambassade, c'est un territoire.
La communauté internationale
se devait normalement de condamner
ces frappes, ce qui n'a pas été fait
puisque une résolution a été
présentée par la Russie et
la Grande-Bretagne, les États-Unis
et la France n ont pas condamné ces
frappes.
L'Iran dit aujourd'hui
que s'il y avait eu une condamnation
ou condamnation unanime du Conseil
national de sécurité, il ne
se serait pas aventuré à
organiser de telles représailles.
C'est le narratif iranien.
On parle à la fois de missiles
et de plusieurs centaines de drones
iraniens envoyés en effet contre
le territoire israélien.
Et pourtant, on parle aussi d'une
opération très calibrée.
Est-ce qu'il est prouvé aujourd'hui
que l'Iran a en effet prévenu
certains acteurs en amont?
Et si oui, pourquoi selon vous ?
Trois jours auparavant, ils
ont prévenu toutes les
ambassades arabes de
la région. Mais les Etats-Unis,
bien sûr,
et Israël
sont prévenus. Et donc ça a laissé
toute latitude, bien entendu,
à Israël et aux Etats-Unis
de coordonner leur action,
d'échanger des renseignements
avec tous les systèmes d'alerte et
de radar qui existent
dans la région. Puisque cette
région est truffée de bases
américaines.
Le dôme de fer israélien aurait
permis de contenir 99 %
des attaques dit Israël.
Est-ce que pour autant on peut
parler d'une victoire stratégique
israélienne?
C'est comme ça que Israël le
présente bien entendu,
en moquant aussi le manque de
performance iranien.
De l'autre côté, l'Iran
se targue d'avoir parfaitement
calibré
son message parce que pour
l'Iran, c'est présenté comme un
message, un avertissement.
On a parlé de la stratégie
israélienne et à l'inverse, pour
l'Iran, est-ce que l'on peut dire
que cette stratégie de l'attaque
directe, elle est payante ou
hasardeuse?
Je ne crois pas que ce soit
hasardeux.
Ils ont pris le soin de
prévenir et de
tout faire pour que ce soit pas
une attaque meurtrière justement.
L'Iran
ne veut absolument pas
qu'il y ait une conflagration
régionale et que
le conflit à Gaza
se transforme en
une guerre régionale
incontrôlée.
Ce qu'on voudrait comprendre
maintenant avec vous, Fatiha, c'est
le rôle que peuvent aussi jouer la
Russie et la Chine dans cette
histoire, des partenaires
stratégiques de l'Iran.
Qui soutient vraiment l'Iran dans
cette opération de confrontation
directe avec Israël?
On sait que la Chine comme la Russie
ont appelé les deux parties à la
désescalade.
Oui, absolument. Mais
encore une fois, l'Iran ne
souhaite pas
une confrontation directe avec
Israël. Comme
je l'ai expliqué,
ils ne pouvaient pas ne pas réagir
très clairement.
Maintenant, aussitôt l'opération
terminée, les Iraniens
déclaraient : " l'affaire est
close".
Alors évidemment, il n'en va pas de
même pour Israël.
Et le Premier ministre
israélien Netanyahou, qui, lui,
a un intérêt à poursuivre
la guerre puisque
il est en grande difficulté
en Israël vis-à-vis de son
opinion publique.
Alors évidemment, pour le moment,
c'est l'union sacrée, la
guerre à Gaza, parce que les
bombardements continuent, les
violences en Cisjordanie se
poursuivent, mais
le premier ministre Netanyahou
était de plus en plus en porte à
faux avec les Etats-Unis, avec les
alliés français et britanniques,
sur sa manière de
poursuivre cette guerre à Gaza et de
ne pas laisser
s'organiser l'aide humanitaire
vis-à-vis d'une population
extrêmement démunie, c'est
le moins qu'on puisse dire.
Par ailleurs, le fait que
le Premier ministre israélien
n'écoute pas les
conseils du président
Biden, c'est très, très mal vécu
côté Washington.
D'autant que le
président Biden est
candidat à la présidence et donc
ne peut pas se permettre
une guerre régionale.
Et que
son allié stratégique israélien
n'écoute pas ses conseils et ses
recommandations, ça, ça devient
très compliqué. Ça devenait très
compliqué à gérer.
Maintenant, il ne faudrait pas que
les représailles israéliennes
annoncées aillent trop loin.
Et c'est ce qui est
très craint à Washington et dans
toutes les autres capitales arabes
et occidentales.
On a envie de savoir également
comment ont réagi
les monarchies du Golfe après cette
attaque directe de l'Iran
contre Israël.
On a évoqué, bien sûr,
et cela pouvait sembler une
surprise, le fait que les Jordaniens
ont participé à la protection
d'Israël dans cette fameuse nuit du
samedi au dimanche.
Qu'en est-il des Emirats arabes
unis? Et qu'en est-il de l'Arabie
Saoudite qu'on savait en train de se
rapprocher de l'Iran sous l'égide
de la Chine?
Alors pour la Jordanie,
la Jordanie ne présente pas cela
pour protéger Israël, mais pour
protéger son espace aérien qui
a été violé donc par les drones
et les missiles puisque ils avaient
fermé leur espace aérien.
Pour les autres pays,
l'Arabie Saoudite et les Émirats
arabes, c'est beaucoup plus délicat
puisque il y a des organes
de presse.
Le Wall Street Journal,
le Times of Israël,
qui ont annoncé
et qui se sont réjouis de la
collaboration des Émirats arabes
unis et de l'Arabie saoudite dans
les échanges de renseignements,
voire même l'interception de
missiles et de drones par ces pays,
ce qui a été démenti par
là aussi par voie de presse.
Donc c'est vous dire l'embarras
et la gêne des Émirats arabes unis
et de l'Arabie Saoudite dans le
contexte que vous avez
dit, à savoir de renormalisation
des relations avec l'Iran.
Les Émirats arabes unis comme
l'Arabie saoudite sont
très inquiets des agissements de
l'Iran.
Ils sont également assez inquiets
des réactions que peut avoir Israël
et par exemple, aujourd'hui, ils
sont aussi
inquiets que les Etats-Unis
du niveau de représailles que
les Israéliens souhaitent
donner.
Est-ce que l'on peut dire qu'il y a
une grande crainte qui réunit malgré
tout Israël et le monde arabe?
C'est la frayeur à l'idée
que l'Iran devienne une
puissance nucléaire.
Et si c'était le cas?
Et si c'est déjà le cas, qu'est-ce
que cela change en effet au rapport
de force régional?
Pour les monarchies du Golfe, c'est
beaucoup plus les agissements de
l'Iran dans la région que
le fait que l'Iran se dote
de l'arme nucléaire
parce qu'ils ne peuvent pas
dénoncer le fait que
l'Iran se nucléarise alors qu'ils
savent parfaitement que Israël est
nucléarisé.
Donc ce serait vraiment le deux
poids deux mesures pour eux.
Là où les monarchies du
Golfe ont toujours, toujours
pointées la crainte, c'est
l'expansion et selon eux,
l'hégémonie régionale au
Moyen-Orient de
l'Iran.
Le fait que l'Iran et
des proxys aussi solides
et bien implantés au
Liban, en Irak,
en Syrie, voire
au Yémen, c'est quelque chose
qui est beaucoup plus,
pour eux, inquiétant
qu'un Iran
nucléarisé dans le sens où
l'Iran va pas s'amuser à lancer
sa bombe à ses voisins
parce qu'elle serait automatiquement
elle aussi affectée
par cette bombe. Et effectivement,
si l'Iran est sur le seuil ou
nucléarisé, l'Iran
devient intouchable, notamment
par les
puissances qui s'opposent
à l'Iran et notamment les Etats-Unis
et Israël.
Et pendant ce temps, la guerre à
Gaza continue bien sûr.
Plus de six mois de guerre
et un tableau qui reste toujours
aussi sombre puisque, vous l'avez
dit, on a à la fois un dirigeant
israélien Benyamin Netanyahou, qui
n'envisage absolument pas
à ce jour de solution
à deux États, de la même manière que
côté iranien et côté Hezbollah, il
faut rappeler qu'il y a toujours un
discours officiel qui appelle à la
destruction de l'État d'Israël.
Que faudrait-il alors pour qu'enfin
se dessine une éclaircie,
un horizon d'apaisement pour la
région? Et ce sera ma dernière
question.
Il est inéluctable que seule une
solution politique pour
la pour la Palestine
s'impose parce que sinon
on assistera à des guerres sans fin.
Ça passera aussi sur
le moyen long terme.
Moi je ne vois pas une solution
se dessiner à court terme
parce qu'on y parle
du premier ministre Netanyahou comme
facteur bloquant mais l'immense
majorité de la société israélienne
est encore pour une
situation très sécuritaire,
ne sont pas encore
visiblement prêts et
la génération des dirigeants
israéliens actuels
n'est pas non plus très ouverte
à une solution aujourd'hui à deux
États.
Il faut un changement générationnel,
culturel côté israélien.
Côté iranien, est-ce
que vous pensez que tant qu'il y
aura ce régime-là, la République
islamique d'Iran, on peut imaginer
aussi un changement culturel vis à
vis d'Israël ou cela vous semble par
définition impossible?
Alors pour la République islamique
d'Iran, effectivement elle ne
reconnait pas Israël,
mais l'Iran
instrumentalise beaucoup la question
palestinienne.
Ça ne fait pas partie de son ADN
comme pour
le monde arabe.
Maintenant, le jour
où Israël sera disposé
à une solution palestinienne
à reconnaître en bonne et due forme
un état palestinien viable.
Bien entendu, il me semble
pas impossible que même
avec ce régime,
cette République islamique, l'Iran
puisse reconnaître un jour
l'existence d'Israël.
Mais tant que les choses sont
sur ce plan,
l'un et l'autre ne bougeront pas.
