Biometrics at the national identity

play00:12

management commission which is an ID

play00:21

[Music]

play00:24

Nigeria the history of ID has taken a

play00:27

very long time in Nigeria like most

play00:30

countries have the challenge of

play00:31

identifying their citizens so in Nigeria

play00:34

we had the first pretty the known the

play00:37

wellknown talked about ID project which

play00:40

is like in 20 2003 okay and this was an

play00:45

out of the box ID project which was

play00:48

concession to his to a French company

play00:51

okay called s and they were able to

play00:53

capture about 56 million Nigerians at

play00:56

that time and they issued an identity

play00:59

token

play01:00

okay

play01:02

unfortunately after that program um the

play01:06

data because it's a propriatary uh

play01:09

solution the government at that time

play01:12

could not use the the data don't have

play01:15

access to the data so that led to um an

play01:21

enactment of an act uh of uh creating

play01:26

the national identity management

play01:28

Commission in 2003 7 and with that act

play01:32

in collaboration with the Department of

play01:35

Civic registration at that time created

play01:38

the m and we started the project AR

play01:41

fresh okay and under the project that we

play01:45

started

play01:46

whereby um we uh conce the project was

play01:50

conceived so that there will be an

play01:52

enrollment solution and you capture

play01:55

Nigerian issue an 11 digit

play01:58

identification number

play02:00

uh also issue a token which is the card

play02:04

a

play02:05

multi-purpose uh card and as well get

play02:08

involved with harmonization and

play02:10

integration with other identity agencies

play02:13

where in this case driver license uh the

play02:19

the national population commission that

play02:21

is responsible for both and debt and

play02:25

also the Nigerian immigration service

play02:27

that is responsible for issuing passport

play02:30

also in addition to capturing one of the

play02:33

rule is that you must capture the 10

play02:35

fingerprint

play02:36

biometric okay and also capture the

play02:39

picture which is pH there's the third

play02:41

modality which is Iris we've not

play02:44

included Iris but there's working plan

play02:46

to do an upgrade to include Iris in the

play02:50

as the third modality of uh biometric

play02:56

[Music]

play02:58

identification

play03:00

yeah the lesson learned from The Fallout

play03:02

from the initial identity project is

play03:04

that uh the introduction of the look

play03:07

content so uh in this project the

play03:10

software the enrollment software was

play03:13

designed and developed by local vendor

play03:19

we have also as a commission developed

play03:22

an

play03:23

inhouse appli enrollment application

play03:27

okay another layer that that happen in

play03:29

this this case is that the introduction

play03:31

of verification okay what the use of

play03:34

having an identity if you cannot verify

play03:37

so there's a a digital verification

play03:41

whereby real time uh verification and

play03:44

this verification also uh we make

play03:47

Provisions for API whereby other

play03:50

stakeholder in this case government

play03:52

agencies and also the private

play03:54

individuals to plug in um and that has

play03:57

seen um a lot of

play04:00

interest uh we've been able to plug in

play04:03

the financial institutions the banks

play04:06

consuming the

play04:08

verification uh by rule now in Nigeria

play04:10

you cannot have you cannot uh procure a

play04:14

passport or renew an existing passwort

play04:17

without having the national

play04:19

identification number so the national

play04:22

the the N is embedded and coded on the

play04:25

passport okay we are working with the uh

play04:29

uh uh uh vehicle registration Authority

play04:32

whereby driver's license also you will

play04:35

need to have an N to get your license

play04:40

and also we have pencom which is uh the

play04:43

pension commission where but also to get

play04:47

those benefit most of these government

play04:49

services you need to have an N

play04:53

[Music]

play04:55

yes for example one of the key private

play04:59

uh shareholder that are consuming the

play05:01

verification service are the Telos that

play05:03

the mobile telephone companies okay uh

play05:07

It Is by law now that for you to have a

play05:10

SIM card you must have an N okay so uh

play05:15

also we've seen um other use cases

play05:20

whereby employers of Labor both private

play05:22

and government are requesting for n okay

play05:27

we're also moving towards probably the

play05:29

airlines before they sell you ticket or

play05:30

before you board a plane or get some

play05:33

services like hospitals healthare insur

play05:37

Health Care insurance you know you need

play05:38

an N so it's a it's becoming very

play05:42

becoming viral and important to some of

play05:45

the services both government and

play05:48

private uh the citizens and legal

play05:52

resident

play05:55

[Music]

play05:57

conserns yeah absolutely there are

play05:59

challenge es and we've been able to

play06:03

um uh we are managing the challenges

play06:07

okay there are still challenges but

play06:09

they've reduced

play06:10

significantly uh one of the uh major

play06:14

challenges is uh acceptance okay because

play06:17

of the level of literacy most people

play06:19

still don't understand the idea that why

play06:22

would they need uh an identity uh

play06:26

Nigeria is one of the few countries in

play06:27

the world whereby you can travel from

play06:29

the north to South and nobody ask you

play06:31

for any means of

play06:32

identification okay few years ago you

play06:35

can board a plane or enter public

play06:37

transport without identification but

play06:39

that is changing now uh that tells you

play06:42

the level of awareness um we also have

play06:45

because in in that case up to

play06:49

2015 we had only about 7 million

play06:51

enrollments but we able to ramp up

play06:54

enrollment because of collaboration one

play06:56

of the major collaborators that really

play06:59

Advance our cost are the the banking

play07:02

system which is the Nigerian inter

play07:04

banking system whereby the uh we we

play07:09

harmonized about 50 million records of

play07:12

the BBN adopted those those that made

play07:15

the criteria we able to bring them on

play07:18

board and generated an N for them so

play07:22

right now we have about

play07:24

103 or 104 million records in the

play07:27

database and it is projected estimated

play07:30

population of Nigeria is between 200 and

play07:33

230 so at this point we can say that we

play07:35

are about at

play07:37

15%

play07:39

um uh capture about 50% of the popul and

play07:45

we we are making uh much advancement and

play07:48

the awareness becoming more now because

play07:50

of some of the key services that you

play07:52

cannot uh consume those services without

play07:55

having an N so pretty much we do believe

play07:58

that n has come to stay and also to make

play08:03

things easier in terms of verification

play08:05

we've introduced also dig digital uh ID

play08:09

whereby we've move from issuing a piece

play08:12

of paper to having a digital copy on

play08:14

your phone on your smartphon and this is

play08:18

just to make life easier for the citizen

play08:21

in uh some of the benefits of what the

play08:25

uh National identification system uh

play08:27

provides uh we Al we also aware there

play08:30

are a lot of uh citizen that are

play08:32

unbanked because some of them live in

play08:34

areas where there are poor communication

play08:36

in the rural area we've uh tried to make

play08:41

things easier for them we partner with

play08:44

um we give license to private companies

play08:48

so we call them the front end Partners

play08:51

whereby they can go to the interand to

play08:53

placees how to get area to capture

play08:56

citizens uh we've seen a lot of uh

play08:58

interest in that Community lead leaders

play09:00

are been um uh public awareness is being

play09:05

um

play09:08

uh made known on TV on radios on Jingles

play09:12

to make sure that every Community is

play09:15

aware of the importance of the uh

play09:18

National identification number and also

play09:21

uh recently there will be government

play09:23

programs like ptiv that uh the poorest

play09:27

of the poor will enjoy and one of the

play09:28

criteria is that for you to uh qualify

play09:32

for this program or for you to get this

play09:34

benefit you must have your n in so we do

play09:37

believe that this will also increase uh

play09:41

adoption and we bring more people who

play09:44

naturally wouldn't have come for the

play09:46

service we come to get registered for

play09:48

this uh n

play09:53

[Music]

play09:55

yes our next step is right now the World

play09:58

Bank uh

play10:00

has already also pick interest they want

play10:02

there's a program that they they

play10:04

supporting Nigeria with a grant whereby

play10:07

It is believed that within 3 years uh we

play10:11

supposed to be able to uh capture every

play10:14

Nigerian so usually funding has been the

play10:17

challenge but with this um um

play10:21

relationship with the bank I think we

play10:23

will get some funds that will assist in

play10:25

wrapping up or concluding uh the

play10:29

enrollment but identity is a it's

play10:33

ongoing process we cannot capture

play10:35

everybody because uh the projection in

play10:38

Nigeria is that you new bonds we have

play10:41

about 7 million 7 to8 new bonds every

play10:45

year so you have 7 to 8 million people

play10:47

to capture yearly and also modifications

play10:51

people

play10:52

change names people change

play10:56

addresses okay so these are also is that

play11:00

you need to uh update your data which

play11:04

we increase I mean by the day and and

play11:08

the national identity management

play11:10

commission will be on their tool to make

play11:13

sure they are ready and able to provide

play11:15

these services so again

play11:18

crossborder um relationship okay without

play11:23

standards uh it will be difficult for

play11:26

you to move from one country to other so

play11:30

one of the main reason why we are here

play11:32

in India in Bangalore especially is to

play11:35

work with uh like to adopt the MIP uh

play11:41

program whereby it is developed based on

play11:45

open source so that we can uh increase

play11:48

efficiency and be able to bring services

play11:52

to uh different stakeholders due to

play11:56

interoperability so that the

play11:58

foundational identity can drive the

play12:00

economy both in financial and all other

play12:03

sectors of the

play12:06

[Music]

play12:09

economy well they need to be proactive I

play12:12

know that it's a big project okay the

play12:14

same way Nigeria despite the fact that

play12:16

we've covered about 50% of the

play12:17

population but we're here in India to

play12:20

see how to learn from what India has

play12:23

done to have 1.3 billion citizens and

play12:28

about 90% capture into the database is

play12:30

something to cherish so we're here to

play12:33

learn and

play12:34

to um adopt best practices so any other

play12:38

country that also would like to uh start

play12:42

identity program you look at where it's

play12:44

been done before there is Pakistan there

play12:47

is India there now Nigeria and there are

play12:50

few countries also in Africa that have

play12:52

adopted best practices and um came up

play12:57

with identity a program that works for

play13:01

their Community but most importantly

play13:02

based on well-known and acceptable

play13:06

standards so that there can be

play13:08

interoperability yes so thank you again

play13:10

for the opportunity and thanks to uh our

play13:13

new director General

play13:17

engineer who is now the new champion of

play13:21

identity uh we we're here to look at

play13:25

best ways of doing things okay uh

play13:28

looking at our best practices and also

play13:31

incorporating open source to make sure

play13:33

that what we have is sustainable and

play13:36

also to partner with other stakeholders

play13:40

especially the financial sector to make

play13:42

sure that all the services that they

play13:44

provide for the citizens are done in

play13:46

real time and to the betterment of the

play13:49

of the country thank you so

play13:51
