चुनावों की शुरुआत होती है तो 1951 52 में
जो चुनाव होता है और उसके बाद जो 1957 में
चुनाव होता है फिर 1962 6 में होता है फिर
1967 में होता है वहां पर हम देखते हैं कि
जो संसद के लिए यानी कि लोकसभा के लिए
चुनाव हो रहे थे उन्हीं के साथ-साथ में
राज्यों की विधानसभाओं के लिए भी चुनाव हो
रहे थे यानी कि जिस एक राष्ट्र एक चुनाव
की हम बात करते हैं इस देश में चुनावों के
शुरुआत उसी के साथ ही हुई थी लेकिन उसके
बाद फिर स्थितियां ऐसी बनती गई कि राज्य
की सरकारें बीच-बीच में जैसे बदलती रही और
उसके बाद व आगे पीछे होती रही कभी केंद्र
की सरकार अगर बदल गई अचानक से तो वहां पर
भी आगे पीछे देखने को मिलता है और इसी तरह
से फिर उसके बाद एक साथ लोकसभा और राज्य
की विधानसभाओं के चुनाव नहीं हो पा रहे
लेकिन इस पर चर्चा पिछले कुछ सालों से
लगातार यह बनी हुई थी कि एक साथ हो सकते
हैं और कराए जाने चाहिए इसी बात को ध्यान
में रखते हुए काफी विचार विमर्श किया गया
फिर एक समिति का गठन किया गया उस समिति ने
कुछ सुझाव बताए और उन सुझावों के बाद अभी
एक ताजा खबर आई है कि केंद्र की जो सरकार
है उसने प्रस्तावों को लेकर के यानी कि वन
नेशन वन इलेक्शन से जुड़े हुए जो प्रस्ताव
हैं उस पर मंजूरी दे दी है तो क्या है
पूरा मामला एक-एक करके हम विस्तार से
देखते हैं सबसे पहले हम देखते हैं खबर
क्या है खबर है कैबिनेट क्लियर्स वन नेशन
वन इलेक्शन प्रपोजल यानी कि जो प्रस्ताव
था वन नेशन वन इलेक्शन का कैबिनेट ने उसका
अप्रूवल दे दिया है और अप्रूवल देने का
मतलब यह होता है कि अब अगले सत्र में यानी
कि शीतकालीन सत्र में इसके लिए बिल आएगा
नए कानून के लिए जो बिल होगा जब वह पास हो
जाएगा तो फिर अधिनियम बन जाएगा और उसके
बाद रास्ते खुल जाएंगे वन नेशन वन इलेक्शन
के लिए तो यहां पे सबसे पहली बात तो ये
पता होनी चाहिए आपकी कि वन नेशन वन
इलेक्शन का मतलब क्या है कि जो लोकसभा के
चुनाव 5 साल में एक बार होते हैं उन्हीं 5
साल में एक बार होने वाले चुनाव के साथ
में राज्य की विधानसभाओं का भी चुनाव हो
जाए यानी कि एक साथ 5 साल में एक बार
चुनाव हो और उस 5 साल के चुनाव में लोकसभा
का भी चुनाव और राज्यों की विधानसभाओं का
चुनाव एक साथ हो जाए और उसके बाद 5 साल तक
कोई चुनाव ना हो यही है वन नेशन वन
इलेक्शन का कांसेप्ट अब यहां पे बात आती
है रामनाथ कोविंद समिति की ये वो समिति है
जिसका गठन पिछले साल 2023 में 2 सितंबर को
किया गया और इस समिति का काम क्या था यानी
कि इस समिति ने किस बात पर अपना पूरा
ध्यान दिया अध्ययन किया यह कि वन नेशन वन
इलेक्शन के लिए क्या कुछ बातें हैं जो
जानना जरूरी है और कैसे यह पॉसिबल हो सकता
है क्या-क्या परेशानियां सामने आ सकती हैं
और उन परेशानियों से कैसे निपटा जा सकता
है तो यह सारी रिपोर्ट बहुत लंबी थी
18626 पन्नों की रिपोर्ट तैयार हुई 191
दिनों में और मार्च 2024 में 14 मार्च को
राष्ट्रपति द्रौपदी मुरमू के पास भारत के
पूर्व राष्ट्रपति की अध्यक्षता में बनी
हुई समिति रामनाथ कोविंद ने और उसमें जो
समिति के अध्यक्ष रामनाथ कोविंद जी
उन्होंने यह रिपोर्ट सौंपी राष्ट्रपति जो
वर्तमान में है तो पूर्व राष्ट्रपति ने
वर्तमान की राष्ट्रपति को रिपोर्ट सौंपी
और इस रिपोर्ट का मकसद वन नेशन वन इलेक्शन
को लेकर के था अब इस रिपोर्ट के आधार पर
उन्होंने कुछ सुझाव भी दिए मोटी बात यह थी
कि जैसे कि 2 30 तक जो राज्य की विधान
सभाएं हैं उनका कार्यकाल बढ़ा दिया जाए
जिनका बीच में अगर रुक जाएगा फिर उसके बाद
29 में जो लोकसभा का चुनाव होगा एक साथ
चुनाव करा लिया जाएगा इसके अलावा यहां पर
उन्होंने और भी कुछ बातें बताई कि कैसे हो
सकता है हम इसके इनके चुनाव भी करा सकते
हैं यानी कि जो स्थानीय चुनाव होते हैं वो
भी कराने की बात बताई तो सारी बातें एक-एक
करके हम देख लेते हैं सबसे पहले देख लेते
हैं फायदा क्या होगा आखिर क्यों बात कही
जा रही है वन नेशन वन इलेक्शन की कुछ तो
फायदा चाहिए बिना फायदे के क्यों किया जाए
ऐसा बदलाव तो बदलाव के पीछे की वजह है
चुनाव पर होने वाले करोड़ों के खर्च में
कमी जब देश में हर कुछ महीने में कहीं ना
कहीं किसी राज्य की विधानसभा में चुनाव
होता है फिर लोकसभा का चुनाव अलग से होता
है तो उसमें यह देखा जा रहा है कि जो कुल
खर्च है चुनाव प्रचार को लेकर और चुनाव की
व्यवस्था को लेकर के जोक प्रशासन का एक
तंत्र कर्मचारी बहुत सारे उसमें लगेंगे और
उन कर्मचारियों के लिए खर्च होगा ईवीएम की
व्यवस्था होगी जगह की व्यवस्था की जाएगी
छो छोटे-छोटे और भी बहुत सारे खर्च होंगे
इलेक्शन कमीशन के अपने खर्च होंगे और जो
चुनाव लड़ रहे हैं उनके अपने खर्च होंगे
उन पार्टियों के अपने खर्च होंगे यह सारे
खर्च अगर हम देखें तो बहुत ज्यादा हो जाते
हैं लेकिन अगर हम इसे एक साथ करा दें तो
हर तरफ से चाहे इलेक्शन कमीशन का खर्चा हो
चाहे प्रशासन का खर्चा हो चाहे इसके अलावा
चुनाव लड़ने वाली पार्टियों के कैंडिडेट
का खर्चा हो उसमें कटौती देखने को मिल
सकती है उसमें कमी देखने को मिल सकती है
बार-बार चुनाव कराने की जटिलता से मुक्ति
मिलेगी क्योंकि चुनाव कराना बहुत पेजी है
चुनाव की घोषणा होती है फिर उसके बाद
तैयारी होती है उस राज्य में जिस भी राज्य
में चुनाव कराना है या लोकसभा का चुनाव
कराना है तो अलग-अलग जगहों पर जब बार-बार
अलग-अलग समय पर चुनाव होता है तो बार-बार
चुनाव आयोग कहीं ना कहीं व्यस्त रहता है
चुनाव में तो काफी पेजी हो जाता है फिर
उसके बाद प्रशासन चुनाव जो है विकास पर
ध्यान दे सकेगा सीधी सी बात है कि अगर
बार-बार चुनाव नहीं होंगे तो जो देश की
सरकार है और जो प्रशासन व्यवस्था है वह
विकास कार्यों के लिए क्या उचित है वहां
पर ज्यादा समय दे सकेगी या उन कार्यों के
लिए जो हमारे लिए और फायदेमंद हो सकते हैं
पर वहां पर अभी समय नहीं दिया जा रहा है
फिर उसके बाद काले धन पर लगाम लगेगी देखिए
बार-बार सरकारें गिनती हैं गिरती हैं फिर
नई सरकार बनती है कुछ ना कुछ ऐसी अगर
चीजें होती रहती हैं या ऐसी स्थिति बनती
है कि 5 साल के लगातार चुनाव अगर नहीं
होता है 5 साल तक तो त्रिशंकु की सरकार की
स्थिति बन सकती है या अविश्वास प्रस्ताव आ
जाता है तो हम देखते हैं खरीद
फोक्जहाउंड जो खबरें देख सुनने को मिलती
हैं मीडिया में तो वह देखें तो उस पर भी
लगाम लगेगा क्योंकि जब चुनाव 5 साल में एक
बार ही होंगे तो अलग-अलग जगह पे अलग-अलग
समय पे इस प्रकार की खबरें सुनने को नहीं
मिलेंगी इसके अलावा और भी बहुत सारे इसके
फायदे हैं लेकिन बात की जाए कि कितने
पार्टियां इसमें समर्थन कर रही हैं तो जो
रामनाथ कोविंद जी की अध्यक्षता में जो
समिति थी वह समिति कई मामलों को लेकर यानी
एक राष्ट्र चुनाव के जो भी मुद्दे हैं उन
मुद्दों पर डिस्कशन के लिए 62 पार्टियों
के पास जाती है और उन 62 पार्टियों में से
47 राजनीतिक दलों में से 32 ने कहा कि वो
वन नेशन वन इलेक्शन का समर्थन करते हैं एक
राष्ट्रीय चुनाव का लेकिन 15 दलों ने इसका
विरोध किया और 15 दलों ने ना तो सहमति
व्यक्त की ना विरोध किया यानी कि उन्होंने
प्रतिक्रिया नहीं दी अब उसके बाद अब देखें
जब बहुत सारी पार्टियां अधिकतर पार्टिया
हम देखें तो वह समर्थन में ही दिखाई देती
हैं या हम ये कह सकते हैं कि विरोध करने
वाली पार्टियों की संख्या 62 में से सिर्फ
15 ही है कम है तो इससे सरकार को एक बल
मिला इसके वजह से कैबिनेट को एक बल मिला
कि इस प्रस्ताव को उसने मंजूरी दी और अभी
कुछ दिन पहले अमित शाह जी ने अपने एक भाषण
में यह बात कही भी थी अब देखिए देश भर में
दो चरणों में चुनाव कराने का सुझाव समिति
ने दिया है तो आखिर वह दो चरण में चुनाव
क्यों होंगे जब वन नेशन वन इलेक्शन की बात
हो रही है तो उसके पीछे की वजह है देखिए
पहले चरण में क्या होगा कि लोकसभा और
विधानसभा का चुनाव एक साथ कराने की बात
कही गई है कि पहले चरण में लोकसभा
विधानसभा एक साथ हो जाए फिर 100 दिनों के
अंदर हम यह देखेंगे दूसरे चरण के स्थानीय
निकाय के चुनाव स्थानीय निकाय नगरपालिका
ग्राम पंचायत के जो चुनाव होते हैं वो हो
जाए तो स्थानीय निकाय के चुनाव कौन कराता
है राज्य निर्वाचन आयोग और उसके अलावा
विधानसभा लोकसभा के लिए भारत का निर्वाचन
आयोग तो इसी वजह से 100 दिनों के अंदर ही
दूसरे चरण का चुनाव अलग से कराया जाए
लेकिन यह भी एक ही साथ होगा एक तरह से दो
चरण में हो रहा है लेकिन हो रहा है 5 साल
में एक बार ही तो अब यहां पर देखें यहां
पे कुछ तैयारी करने को लेकर भी सुझाव दिया
गया है क्योंकि एक साथ चुनाव होंगे
अलग-अलग राज्यों में और निर्वाचन आयोग के
इससे क्या होगी जिम्मेदारी बढ़ जाएगी एक
ही समय पर तो जिम्मेदारी बढ़ेगी तो
जिम्मेदारी बढ़ने के साथ खर्चे भी बढ़ेंगे
व्यवस्था भी उसे बढ़ानी पड़ेगी चाहे वह
सुरक्षा की व्यवस्था हो चाहे ईवीएम की
व्यवस्था हो चाहे चुनाव के क्षेत्र की
व्यवस्था हो चाहे ऑफिसर की व्यवस्था हो
कर्मचारियों की व्यवस्था हो वह सारी
व्यवस्था उसे दुरुस्त करनी पड़ेगी अपनी
तैयारी उसे एडवांस में रखना पड़ेगा चुनाव
शुरू होने के पहले उसके बाद यह भी बताया
गया है इस सुझाव में समिति के माध्यम से
कि जो हंग असेंबली मान लीजिए त्रिशंकु
सरकार बन जाती है उस स्थिति में क्या हो
सकता है यानी कि मान लीजिए कहीं पर सरकार
नहीं बन पा रही है और कोई स्थिति ही नहीं
बन पा रही कि सरकार बन पाएगी क्योंकि
त्रिशंकु है ज्यादा बहुमत किसी को मिला ही
नहीं या अविश्वास की स्थिति आ गई तो जो
बचा हुआ समय है उस बचे हुए समय के लिए भी
प्रयास यह हो रहा है कि जो समय बचा है
उसके लिए बस अलग से चुनाव करा लिया जाए
मान लीजिए 5 साल विधानसभा कोई चलना था
लेकिन दो-तीन साल के बाद सरकार गिर जाती
है तो बचे हुए समय के लिए चुनाव हो जाएगा
और फिर उसके बाद जैसे ही लोकसभा के चुनाव
आने का समय होगा अन्य राज्यों के विधानसभा
चुनाव का समय होगा उस राज्य का भी उसी के
साथ करा लिया जाएगा तो ये सुझाव भी दिया
गया है इसी तरह से कुछ और भी महत्त्वपूर्ण
सुझाव दिए गए हैं मैंने आपको बताया था
18000 पेज तो बहुत बड़ी रिपोर्ट है फिर
उसके बाद देखिए वन नेशन वन इलेक्शन के लिए
कानून लाने पड़ेंगे अब उसके लिए कानून का
मतलब क्या है कानून का मतलब यह है कि
संविधान में संशोधन करना पड़ेगा और
संविधान में संशोधन यहां पर विशेष तरीके
से ही होगा तभी वन नेशन वन इलेक्शन के लिए
कानून आएगा तो सबसे पहले संसद में बिल पास
जो कराना होगा उसके लिए बिल लेके आना होगा
और जो बिल लाया जाएगा वो संविधान संशोधन
से जुड़ा हुआ होगा तो संविधान संशोधन के
लिए चाहिए विशेष बहुमत और विशेष बहुमत में
देखिए क्या चाहिए कि संसद में सदन की कुल
सदस्यता का 50
प्र साधारण बहुमत में तो होता है बहुमत
मिल गया बात खत्म लेकिन विशेष बहुमत में
जो सदस्य हैं उसका 50 प्र से ज्यादा और
सदन में मौजूद जो लोग वोट देने के लिए
मौजूद होंगे और वोट देने वाले सदस्यों का
2 तिहाई बहुमत होना चाहिए यह दोनों कंडीशन
जब पूरी हो जाएंगी तभी यह बिल पास होगा
संविधान संशोधन से जुड़ा हुआ तो याद रहे
जो सदस्य की संख्या है सदन की कुल 50 प्र
यह हो गई और उसके अलावा सदन में जो मौजूद
हैं वोट देने वाले उसमें 2 तिहाई का बहुमत
चाहिए तो ठीक है अब उसके बाद मान लीजिए
अबब यह हो गया तो उसके बाद नहीं अभी कानून
नहीं बनेगा अब वह बिल राज्य में जाएगा
राज्य की विधानसभाओं में जाएगा और राज्य
की कम से कम 15 विधानसभाओं में वह बिल पास
होना जरूरी है यहां पर 15 क्यों क्योंकि
आधे से ज्यादा राज्यों की विधानसभाओं में
बिल पास होना जरूरी है तो देश में 28 का
आप दो से भाग द तो 14 आता है 14 प्सव तो
15 राज्यों में विधानसभा बिल पास होना
जरूरी है स्पष्ट हो गया और जब ऐसा हो
जाएगा तो फिर उसके बाद जो राष्ट्रपति हैं
उनकी सहमति से कानून बन जाएगा यह पूरी
प्रक्रिया होगी आने वाले शत कालीन सत्र
में हम देख सकते हैं अब बात आती है आगे की
राह की जो हमें ध्यान रखनी है संवैधानिक
संशोधन जो होंगे उसके साथ-साथ
जनप्रतिनिधित्व अधिनियम 1951 एवं लोकसभा
एवं राज्य विधानसभाओं की प्रक्रिया के जो
नियम है वहां पर भी कुछ बदलाव करने होंगे
तो कहां पर कितने उचित बदलाव करने की
जरूरत है वह सरकार देख ले बहुत अच्छे
तरीके से साथ में यह भी देख ले कि जो
आकस्मिक रूप से व्यवस्था बनाने के लिए जोक
एक साथ चुनाव होगा तो व्यवस्था भी बनानी
होगी खर्च भी बढ़ाना होगा और संसाधनों को
भी जुटाना होगा तो वो पूरी तैयारी रखे और

वन इलेक्शन क्यों लाभदायक है वन नेशन वन
इलेक्शन में जो चुनाव के मुद्दे हैं उस पर
भी उन्हें ध्यान रखना होगा कि क्या मुद्दे
राज्य विधानसभा के हैं क्या मुद्दे लोकसभा
से जुड़े हुए हैं तो वोटर जब जाग रहेगा तो
वोट देते वक्त व इन बातों का ध्यान रखेगा
