रहा होगा लेकिन उन्होंने ऐसा नहीं किया
क्योंकि वह जानते थे कि ऐसा करना घातक है
सिर्फ मनुष्यों के लिए ही घातक नहीं बल्कि
मनुष्य की आस्था के लिए भी घातक है उसके
देवताओं के लिए भी देवताओं के निवास वाले
हिमालय के लिए भी और इस संवेदनशील क्षेत्र
की उस बायोडायवर्सिटी के लिए भी जिसे इसका
नर्वस सिस्टम भी कहा जा सकता है हमारे
पुरखों ने हिमालय की संवेदनशीलता को समझने
समझाने के लिए कोई रिसर्च पेपर नहीं पढ़े
लेकिन अपने अनुभवों से ही उन्होंने
प्रकृति के साथ ऐसा कमाल का साम्य बैठाया
कि ना तो कभी उनकी आस्था प्रकृति के आड़े
आई और ना कभी प्रकृति उनकी आस्था की उनकी
जीवन शैली में ही वह प्रकृति प्रेम था कि
उनकी आस्था भी सज जाती थी प्रकृति से
छेड़छाड़ भी नहीं होती थी और हिमालय का
संरक्षण भी सदा रहता था ज्यादा पीछे ना भी
जाएं तो हम ऐसे दर्जनों अलिखित कायदे
चिन्हित कर सकते हैं जिन्हें पहाड़ी समाज
के हर व्यक्ति ने अपने दादा दादी बूबू इजा
से सुना समझा होगा पहाड़ों पर जाने के कुछ
पारंपरिक नियम कायदे रहे हैं जैसे कहा
जाता था कि बुगलो या बर्फीले पहाड़ों पर
जाते हुए जोर से आवाज नहीं करनी चाहिए
सीटी नहीं बजानी चाहिए चटक कपड़े नहीं
पहनने चाहिए आदि इन मान्यताओं का आधार
बताते हुए भले ही बुजुर्गों ने आस्था का
हवाला देते हुए कहा हो कि ऐसा करने से
देवता नाराज होते हैं उनकी समाधि में
विघ्न होता है छले जाने का या आरियो
द्वारा हर लिए जाने का खतरा होता है लेकिन
इन सभी मान्यताओं के पीछे वैज्ञानिक
दृष्टिकोण भी है उच्च हिमालय क्षेत्र इतने
संवेदनशील हैं कि ध्वनि तरंगों से भी देर
सवेर दरक सकते हैं लेकिन उन्हीं संवेदनशील
पहाड़ों में जहां हमारे पूर्वज जोर से
आवाज करने को भी प्रतिबंधित मानते थे वहीं
आज दिन भर हेलीकॉप्टर गड़गड़ा फिरते हैं
बड़े-बड़े स्पीकर से ऐसा ककड़ा मचाया जाता
है है कि कंदू से खून निकलने लगे किसी
सस्ते नेता की महंगी चुनावी रैली की तर्ज
पर कान फोड़ू संगीत बजाते हुए केदारनाथ की
चढ़ाई चढ़ई जाती है और सड़क चौड़ीकरण के
लिए तो डायनामाइट तक धड़ल्ले से फोड़े
जाते हैं यह सड़क चौड़ीकरण से तो हमारी
सरकार को इतना प्यार है जितना शायद जीतू
ने भरणा से या राजुला ने मालूशाही से भी
नहीं किया होगा पहले से बनी हुई सड़कों को
चौड़ा करने के नाम पर सरकार को इतनी जोर
से विकास आता है कि वह धड़ ड़ा के कर देती
है चारधाम पर योजना जिसे ऑल वेदर रोड भी
कहा गया सिर्फ उसके लिए ही 60000 से
ज्यादा पेड़ काट डाले गए दूसरी तरफ
पिथौरागढ़ जिले के रायस पाटा गांव की हेमा
देवी को देखिए जिन्होंने पिछले हफ्ते नदी
किनारे अपने जुड़वा बच्चों को जन्म दिया
और उनमें से एक ने मौके पर ही दम तोड़
दिया हेमा देवी नदी किनारे प्रसव के लिए
इसलिए मजबूर हुई क्योंकि कंडी में बैठाकर
जब उन्हें गांव के लोग गांव से 6 किलोमीटर
दूर की सड़क तक पहुंचा रहे थे तभी उनकी
प्रसव पीड़ा असहनीय हो गई उनके गांव में
आज भी सिंगल रोड तक नहीं है जबकि ग्रामीण
साल 2009 से इसकी मांग कर रहे हैं इस
त्रासद घटना से अंदाजा लगा लीजिए कि विकास
कार्यों के नाम पर पहाड़ों में जो हो रहा
है क्या वह सच में जनता के लिए है या फिर
अपने अपने ठेकेदारों के माध्यम से कमीशन
का मीट भात सपोर्ट ने के लिए चारधाम
यात्रा के शुरुआती दो दिनों के आंकड़े
बताते हैं कि पिछले साल की तुलना में इस
बार 44 प्र यात्री यहां ज्यादा पहुंचे हैं
अब इनमें कितने यात्री हैं और कितने हेलो
गाइस यह आंकड़ा खोजना थोड़ा जटिल है लेकिन
विश्लेषक अनूप नौटियाल मानते हैं कि अगर
पूरी यात्रा के दौरान औसतन इतने ही यात्री
आते हैं तो इस साल यात्रियों की कुल
संख्या 80 लाख के पार जा सकती है जबकि
पिछले साल कुल संख्या 54 लाख यात्रियों की
थी सरकार इस आंकड़े को अपनी उपलब्धि बताती
है बीकेटीसी के अध्यक्ष कहते हैं कि
चारधाम में तीर्थ यात्रियों की संख्या
बढ़ाना ही मकसद है लेकिन इस क्षेत्र में
दशकों तक अध्ययन करने वाले भू वैज्ञानिकों
की माने तो यह आंकड़े कोई उपलब्धि नहीं
बल्कि आपदाओं का न्योता देने की गारंटी है
भूवैज्ञानिक एसपी सती बताते हैं कि इतनी
बड़ी संख्या में यात्रियों के पहुंचने से
कई नुकसान तो सीधे-सीधे देखे और गिने जा
सकते हैं पहला तो यही कि जितने ज्यादा लोग
उतनी ज्यादा मोटर गाड़ियां और जितनी
ज्यादा गाड़ियां उतना ज्यादा कार्बन एमिशन
जो ग्लेशियर को सीधा प्रभावित करता है और
आपदाओं को आमंत्रित करता है दूसरा हैंगिंग
ग्लेशियर पर खतरा जो इतने संवेदनशील होते
हैं कि ध्वनि तरंगों से भी दरक सकते हैं
तीसरा क्षेत्र की सीमित कैरिंग कैपेसिटी

कुदरत को चुनौती दे रहे हैं चौथा

और यमुनोत्री जैसे छोटे से लैंडस्केप में
हजारों यात्रियों का एक साथ पहुंचना मतलब
उतना ही ज्यादा मलम पूत्र वहां फैलना
जिसके ट्रीटमेंट की कोई मजबूत व्यवस्था
नहीं है ऐसे में अंततः यह सब उन्हीं
नदियों में विसर्जित हो जाता है जिन्हें
हम मां कहते हैं डॉक्टर एसपी सती इस ओर भी
ध्यान दिलाते हैं कि यात्रियों की इस
बढ़ती संख्या ने पहाड़ के स्थानीय लोगों
को भी बंधक बनाकर रख दिया है किसी भी
स्थानीय को अगर आपात स्थिति में पहाड़ी
कस्बों से नीचे आना है या इसके उलट तलाई
से पहाड़ जाना है तो वह जाम पड़ी सड़कों
के आगे बेबस नजर आ रहा है ऐ स्थिति में जब
यात्रियों की अनियंत्रित संख्या को सरकार
चुनौती नहीं बल्कि उपलब्धि बताती है तो
गढ़वाली पखाना याद आता है कि अकल टप्पू बल
मुंड मा भारू और ग्वाड़ा मापू यह भी सच है
कि चारधाम यात्रा उत्तराखंड की
अर्थव्यवस्था की रीड है हजारों लाखों
परिवारों की आजीविका इसी यात्रा पर निर्भर
है ऐसे में यात्रियों की बढ़ती संख्या
प्रदेश के कई लोगों के लिए अच्छी कमाई के
अवसर भी खोलती है लेकिन हमें यह तो ध्यान
रखना ही होगा कि जो फसल हमारा पेट भरती है
उसके बीजों को सुरक्षित रखने की
जिम्मेदारी भी हमारी ही है जैसे हमारे
पूर्वजों ने रखा अब सवाल उठता है कि ऐसा
कैसे किया जाए इसे समझने के लिए डॉक्टर
कमलेश जोशी के सुझाव देखे जा सकते हैं

में हमें यूरोप से सीखना चाहिए यूरोपिय
देशों ने आल्प्स पर्वत की पारिस्थितिकी को
बचाने और सतत विकास को बढ़ावा देने के लिए
वहां पर्यटकों की तमाम गतिविधियों को
नियमित किया है स्विटजरलैंड की सरकार ने
आल्प्स की तरफ जाने वाले डीजल और पेट्रोल

बैटरी जनित गाड़ियां ही आल्प्स वर्त के

गुरुत्वाकर्षण के मैकेनिज्म पर काम करती

उत्सर्जन और ध्वनि प्रदूषण को बढ़ावा दे
रही हैं बल्कि केदारनाथ सेंचुरी में रह
रहे जानवरों के व्यवहार को भी प्रभावित कर
रही हैं अधिक कार्बन उत्सर्जन का मतलब ही
है गर्मी का बढ़ना और ग्लेशियर का तेजी से
पिघलना जिस वजह से भविष्य में हो सकता है
कि हमें और भी बड़ी आपदा झेलनी पड़े
उत्तराखंड में तो जंगलों की आग भी इस आपदा
को कई गुना बढ़ा सकती है डॉक्ट एसपी सती
के अनुसार जंगलों में लगी आग क्लाउड बस्ट
का भी एक बड़ा कारण बनती है क्योंकि इससे
एरोसोल बढ़ता है इसकी डेंसिटी जितनी
ज्यादा होगी बादल फटने की घटनाओं की
संभावना भी उतनी बढ़ती जाएगी और यह
प्रक्रिया इतनी लोकलाइज्ड होती है कि इसको
प्रिडिक्ट करना लगभग नामुमकिन हो जाता है
उम्मीद है कि हमारी सरकारें दरबारियों की
फौज और चकड़े की मौज वाली व्यवस्था से
निकलकर डॉर कमलेश जोशी और डॉक्टर एसपी ति
जैसे लोगों के सुझावों पर कान
धरेगिलोदंते
हफ्ते अपनी सरकार ने जंगलात के 10
कर्मचारियों को इसलिए सस्पेंड कर दिया कि
जंगलों में आग के मामले में उन्होंने
लापरवाही बढती थी लेकिन भाजपा के ही एक
वरिष्ट विधायक महन दिलीप रावत ने इस मामले
में मुख्यमंत्री को चिट्ठी लिखकर पूछा है
कि इस मामले में सिर्फ निचले स्तर के
कर्मचारियों को ही स्केप बोट क्यों बनाया
जा रहा है और प्रदेश के करीब 150 वरिष्ठ
अधिकारियों से कोई सवाल आखिर क्यों नहीं
पूछे जा रहे उन्होंने इस पत्र में यह भी
सवाल उठाए कि निचले स्तर के कर्मचारियों
को निलंबित तो कर दिया गया लेकिन क्या
यहां पर्याप्त नियुक्तियां हुई हैं और जो
हुई भी हैं क्या उनके पास पर्याप्त संसाधन
उपलब्ध हैं अब इस चिट्ठी के पीछे भले ही
अंदरूनी गृह क्लेश जैसे कारण हो लेकिन
अपने मुख्यमंत्री से इस तरह के वाजिब सवाल
पूछकर महन दिलीप रावत बतौर विधायक एक
सराहनीय काम कर चुके हैं सभी विधायक अगर
समय-समय पर बद के हुए नेतृत्व को ऐसे ही
धुप देते रहे तो सरकारी दीप्ता का दोष
काफी नियंत्रित किया जा सकता है
बहरहाल सुकून देती खबर यह है कि इस हफ्ते
जंगलों में आग की घटनाओं में कुछ कमी आई
है इसके लिए हम सब इंद्र देवता के
शुक्रगुजार हैं और संभवतः सरकार भी होगी
क्योंकि उसके पास भी इस समस्या से निपटने
का सबसे मजबूत हथियार यही था कि वह कोरस
में गाती रहे घनन घनन घिर घिर आओ बद्रा
बीते हफ्ते एक उम्मीद जगाती खबर देहरादून
से भी आई जहां खलगा में जब 2000 पेड़ों को
काटने के लिए चिन्हित किया गया तो भारी
संख्या में युवाओं ने इसका विरोध किया और
बीते रविवार सैकड़ों लोग मके पर प्रदर्शन
के लिए पहुंचे खलगा में जलापूर्ति के
उद्देश्य को हासिल करने के लिए जो योजना
बनाई जा रही है उसमें 2000 साल के पेड़
बली चढ़ाने के लिए चिन्हित कर दिए गए हैं
लेकिन एक समस्या का समाधान खोजने के लिए
एक और समस्या पैदा करने वाली इस योजना का
स्थानीय लोग जमकर विरोध कर रहे हैं
पर्यावरण के प्रति युवाओं की यह पहल
उम्मीद जगाती है अब बढ़ते हैं एक ऐसी खबर
की तरफ जो बताती है कि सरकार अपनी
उपलब्धियों का डंका पीटते हुए जब आंकड़ों
की मुनादी करती है तो वह मुनादी असल में
कितनी खोखली होती है प्रदेश के लोगों को
याद होगा कि कुछ समय पहले उत्तराखंड में
इन्वेस्टर समिट का कितना भयानक डंका पीटा
गया था पूरे प्रदेश को पोस्टरों बैनर से
पाट दिया गया था लाखों करोड़ों के
विज्ञापन इसके प्रचार प्रसार में फूके गए
थे और भकत संख्या बताई गई थी कि इतने
सैकड़ों करोड़ का निवेश प्रदेश में लाकर
सरकार ने बहुत भारी ढुंगा फरका दिया है
इसके लिए सरकार ने एक आंकड़ा यह भी दिया
था कि हमने 35 लाख करोड़ के एमओयू साइन कर
लिए हैं लेकिन ऐसे इवेंट्स के बाद इन यूज
का असल में क्या होता है इसकी एक बानगी
खुद एक इन्वेस्टर ने बारामासा के साथ साझा
की है नाम ना छापने की शर्त पर इस कंपनी
के सीईओ ने बताया कि उन्होंने पिछले साल
के अंत में उत्तराखंड सरकार के साथ 1400
करोड़ का एमओयू साइन किया था इस निवेश के
साथ उनकी कंपनी को करीब 100 गांव में
पायलट प्रोजेक्ट करना था जिसमें सैकड़ों
लोगों को रोजगार मिलता लेकिन स्थिति यह है
कि सात बार चिट्ठियां लिखने और फरवरी में
सरकार के एक प्रतिनिधि मंडल से मिलने के
बाद भी यह मामला आगे नहीं बढ़ा है इस
कंपनी को तो यह तक नहीं बताया गया कि उनके
निवेश के लिए नोडल अधिकारी कौन होगा और
किसके साथ आखिर वो इस मामले को आगे ले
जाने के लिए वार्तालाप करेंगे या पत्राचार
करेंगे सरकार के इस रवैए से हतोत्साहित
कंपनी का कहना है कि ऐसे में कोई भी
निवेशक आखिर उत्तराखंड में निवेश के लिए
क्यों ही आएगा तो ये था इस हफ्ते का
