Today, I'll share a story about the entrance exam
It's the backstory of a cheating program I produced
years ago on CCTV
For "My CCTV series" program
I stopped after producing only two or three episodes
I'll resume it when I have time in the future to talk about
things happened inside CCTV
as well as the stories behind my interviews
Actually, during my time working at CCTV
There was a lot of valuable information I gained
both from CCTV and the stories behind my interviews
Due to confidentiality agreements
I couldn't share them in China
No private disclosure of interview information allowed
But it doesn't matter now because I have left the country
And about that information at that time
Why weren't we allowed to talk about it
Because the unapproved information couldn't be aired
Due to potentially unfavorable information
gathered during the interview
so they won't let you talk about it
But it doesn't matter now, I can talk about it.
Of course, if one day I am captured and brought back to China
charged with leaking state secrets
then there's nothing I can do
I can only hope for everyone's appeal and efforts
to secure my release as much as possible
The story I'm sharing today happened in 2013
In 2013, I was working for CCTV's “News Investigation” program
As you may know
“News Investigation” is a 50-minute long, deep reporting program
I was already a popular Weibo influencer by then
So many of my programs were based on Weibo tips
Back then it was like my current situation on Twitter
Every day I received a lot of tips through private messages
One day, a reader from Shanxi messaged me privately
He said, 'Mr. Wang
My niece/nephew will take Gaokao in Northeast China this year
He thought it was not fair
Why did he think that?
He said his niece/nephew is a good student
But just one or two months before the exam
the teacher handed out cards to students in the classroom
What kind of cards did the teacher hand out during class
The cards were actually promoting answer keys for Gaokao
In other words, you only needed to spend money
to buy the standard answers
Hard studying can't match buying answer keys for thousands of Yuan
So he was very angry
and told me this information
Upon hearing it, I realized that it was a very good topic
Imagine the attention the entrance exam receives annually
Gaokao is vital for social mobility of disadvantaged students in China
In my opinion, if fairness of this threshold is not ensured
society's bottom line may be compromised
Cheating in the entrance exam is a topic of great concern to us
"Focus Interview" extensively covered cheating in the entrance exam back then
They captured cheat sheets being passed during Gaokao on camera
Later on, I asked him to
give me his sister's contact information
and I called her
She said it's true and she even sent me the card
She noted that cheating in the entrance exam has evolved
It's no longer just passing notes as it used to be
It's done using a sophisticated form of electronic technology
Wearing wireless earphones and carrying a receiver
After a certain time, they recite the answers to you
Just follow the audio in the earpiece and write down the answers
As soon as I looked at the card, I realized it was true
If this can be done
it would be a new form of technological cheating in Gaokao
Thinking it was a great idea, I proposed it to my department
While gathering online information on Gaokao cheating
I received a message from someone
saying that that someone was selling answers in a QQ group
They offered to sell you the standard answers pre-exam
When I heard this, I felt like there was another cheating method
But this is also a very bad thing
You can easily retrieve the answers before the exam
and bring example paper out
Upon seeing it, it was indeed in the Northeast
specifically in Changchun, the same place I was investigating
The information was then reported to CCTV
and the topic was approved
At that time, I specifically registered a QQ account
And then I joined the cheating QQ group for Gaokao
The group was full of students who were about to take Gaokao soon
I pretended to be a student who was about to take the exam
and said "What should we do?"
"The exam is coming soon."
"I haven't reviewed yet."
"I feel like there is no hope to perform well"
Then the group leader consoled us every day
and he said that as long as we paid the money by the due date
we will receive the answer sheet a day before the exam
After our topic was approved
my colleagues and I went to the Northeast in June 2013
We went straight to Shuangyang County below Changchun
I recall arriving in Shuangyang County around 11 pm at night
When we come to these small towns for interviews
we always choose the best hotel in this county
But this hotel is usually the county committee's reception center
We stayed at their county committee's reception center
I still remember 9 o'clock the next morning
my phone rang
It was my colleague - the director of our program- calling me
He said, “Are you awake? I'll come over and tell you something”
I said, “Sure, come over”
After he came over, he told me
at around 8:30 am
the County Committee Propaganda Department Minister called him
He said, "Are you guys from CCTV?"
"Welcome!"
"Can you tell us what you are here to report?"
My colleague was startled
Just think, we didn't even inform them beforehand
This minister of propaganda had a keen sense.
We arrived at 11 o'clock the night before
They called our room phone the next morning at 8:30 AM
Think about this efficiency
So we both guessed
It must be that we brought this photographic equipment last night
such as camera, tripod, and went to the front desk to check in
After the staff saw it, they immediately reported it to the minister
So the Minister of Propaganda is very responsible
The next morning, he called to welcome us
And he would come later to meet my colleague
We were talking when the waiter knocked on the door
Upon opening the door, a plate of fresh fruit arrived
There were not only cherries but also peaches and other fruits
It looked expensive
My colleague and I exchanged smiles
Look, the county propaganda department is already active
We both agreed that we couldn't stay there
Staying would result in close monitoring by the local government

So we decided to leave Shuangyang to Changchun
My colleague called a friend in Changchun
whom he met when he was doing his interview in the past
My colleague said "Can you send two cars to come pick us up?"'
There were five of us on that business trip
I was a on-camera reporter and the other was a director
There were also two cameramen and one sound recorder
Since we were a big group
they sent two cars to pick us up
After we were picked up, we drove to Changchun
That night, we dined at a renowned fish restaurant
That friend talked to us during dinner
He said 'We know'
"Usually you guys' business trips don't bring good things"
"Let's agree on it"
"First, we don't ask why you're here"
"Second, you guys don't need to say anything either"
"Because we're also employees of the system"
"However, we can provide car service 24/7 for you guys"
"Let's grab a meal together after the interview"
"Let's have a good time chatting together"
"That's it"
We felt really good about it at the time
Really very loyal like a brothers
We did two things the next day
The first thing
we arranged the parent of the child who gave us the information
to travel from Shuangyang to Changchun for the meet-up
It was still that friend who found us a residential area in Changchun
owned by one of his acquaintances
That residential area turned out to be a villa complex
Those villas are usually unoccupied
We conducted the interview in that room, which was very quiet
And there was no one else there
So we arranged to meet there
And we drove to that neighborhood
to meet that parent
We had an interview there for over an hour
Of course, that parent didn't dare to appear on camera
So I just filmed a silhouette
He stated that his daughter studies at that school
How did the teacher distribute the cards to their class
Some students already paid for the cards
What was the procedure for the entire process
Then, on the other hand
we paid the scammer who was the person help students cheating
in the QQ group
We transferred 8,000 Yuan to him at the bank
The whole process of sending 8,000 Yuan
were recorded by the camera
Then we asked the parent
how to buy the equipment
Later, we asked for one of our cameraman
to pretend as the parent
and made contact with group members
that were cheating for the college entrance exam
and expressed the willingness to buy the wireless device
We were willing to pay him 8,000 Yuan
Then he said on top of this foundation fee
you have to pay extra money per subject
I can't remember it's 3,000 Yuan or 5,000 Yuan
We said we'll buy two subjects first
If the first two subjects go well, we would buy more subjects
We paid over 10,000 Yuan in total as far as I remember today
Back then, it was quite a large sum of money
That's why I said that the period working for “News Investigation”
was when I had a relatively high degree of freedom
during my entire time working at CCTV
He specifically approved funding
to pay the cheating group
Think about it. Giving the money to the cheating group
You know what, they won't even give us an invoice
'We need the producer to approve it
under a special financial policy before we submitted the payment
So, we spared no expense to produce this episode
We're getting ready to head back to Beijing
There's only one month left for Kaokao
when it was still held in July instead of June now
After returning to Beijing
my colleague needed to sort out the footage we'd shot earlier
He told me that this was the first time
when the most people came to ask information
since he worked for CCTV
A lot of people came up to him and asked
"What did you guys film in the Northeast"
or something like that
He didn't disclose anything
Not even a single word
A lot of people talked to him saying
"If you guys quit this program, somebody can pay for that"
Most of them are actually the colleagues at CCTV
He said at least 20 people came to ask him about this episode
which made him feel very strange at the time
He asked what was wrong with this episode
We conduct undercover investigations every day
Why are so many people trying to influence this episode
In a blink of an eye, it would soon be July
Then, my director and I
discussed how to film this program
Because the way to film this program
was different from our regular program “News Investigation”
Undercover investigations were rare in “News Investigation”
i.e. using the hidden cameras for filming
In my entire “News Investigation” career
this was the only hidden camera episode I filmed
Secondly, it's difficult to make an episode of "News Investigation"
if you only filmed the process of cheating during the exam
since an episode should be 50 minutes long
We usually have to interview around 10-20 people
If you only captured the cheating process of Gaokao
this is just a news at best
How can we dig deeper into this? It's difficult
Not to mention obtaining evidence of exam cheating
If you were to pick up a big machine at this time
to interview the relevant local authorities
this would bring up a problem:
they would immediately go to CCTV to kill the program
You won't be able to air it
For Gaokao cheating
it's an explosive news throughout the country
For the local government, it's a huge scandal
Maybe the local county party secretary and county mayor
as well as a group of education bureau chiefs got arrested
so they would try their best to kill the program
So even if we can film the entire process
there may also be a huge broadcasting risk
to make this “News Investigation” episode
The program would be killed before it had a chance to broadcast
So I discussed this with my colleagues
to have a plan to handle this
When we film the exam cheating process in July
He will stay in Beijing instead of going to the Northeast
The advantage of this is that if he stays in Beijing
and then no one would suspect he went to Northeast filming
Because for filming a program,
the core is the director
His absence indicated that the program hadn't started
I brought two cameramen and a recorder
to film ithe entire cheating process in Northeast
After finishing filming
we planned to send the entire cheating process back to Beijing
He would edit in Beijing
to make a seven to eight minutes film
The plan was to broadcast it first on our CCTV News Channel
Once broadcast, the news went viral and couldn't be stopped
Then he flew to Northeast China to meet us
and started conducting in-depth interviews and investigations
to turn it into an episode of “News Investigation”
This was the broadcast road map
for our well-crafted program at that time
So, in early July
He stayed in Beijing
while I went ahead with two cameramen and a recorder
We didn't go to Shuangyang this time
and stayed in Changchun instead
We drove and parked outside the exam site first
I still remembered that day very clearly
There were parents everywhere outside the exam site
Many local police officers were present to maintain order
A police car was parked outside the school gate
Then the police were talking to the parents there
They were chatting among themselves
saying "The college entrance exam is a big deal"
"To be honest, it's not right if you can cheat but choose not"
"Because if you cheat"
"you are actually competing with students of other counties"
"It's advantageous for our local children"
They were just talking such things recklessly there
We recorded all this
Then, of course, the parents were very anxious and worried
I just used my phone to shoot in those parent groups
While filming, police officers nearby were also recording me
I later found out that I was recorded by the police officers
Quickly they sent my photo back to CCTV
and check who is the guy in the photo
Because our trip was a secret
no one knew
We started hiding in the car
after the college entrance exam began
We rented a car
We brought out that cheating device of that small plastic box
with an earphone in it. Put the earphone inside your ear
And then the cameraman slowly started to shoot and waited
They told us at that time
They will give the answers 40 minutes after the exam started
No sound after 40 minutes
Still no luck after 50 minutes
At 55 minutes, the headphones suddenly began to beep
And then they started reading the answers
such as A, B, E and etc.
Upon investigation, we discovered the cheating gang's credibility
So quickly we used a camera
to record the entire process
And we also copied down all the answers
What will we do with the copied text
We would compare with the correct answers released next day
If someone gives you false information
you can't prove their affiliation with a criminal organization
Only if it must match the standard answer
that just shows he's part of a cheating gang
The whole process was recorded
But I have one more piece of information to add here
For the other channel in the QQ group
we were originally going to shoot
He promised to give us the standard answer one day earlier
But he suddenly disappeared one day before the exam
Many people in that QQ group were deeply saddened
saying "Now I've encountered a swindler which is really bad"
"Monetary loss is just one aspect of it"
"The worst thing is that I didn't review at all"
So, in effect, the two channels became one
After filming, we had a meal at a restaurant
We didn't go to eat around there
We drove out of that county town
to find a desolate roadside restaurant
which is about seven or eight kilometers out of the town
As soon as our car started
the police car behind us started moving and followed us
There's one in front of us and one behind us
Not too far, not too close, just a few hundred meters away
Later, when I was having a meal there
A police car is around 300 to 500 meters away on one side
There is another police car is on the other side
This ensures that no matter which direction we drove
there would be one police car to follow us
The police have a tough job too
They waited in the car while we ate, without eating anything
When we passed by, they even smiled to us
This phenomenon was common during our interviews in China
We decided while we were eating at that time to send someone
delivering the footage we shot this morning to Changchun
and then sent the footage back to Beijing
My colleague would swiftly edit it to broadcast that night
After it was broadcast
the news would outbreak, right
The rest continued filming in the afternoon
In the afternoon, our colleague got the footage we shot
He started editing the footage including
the footage from a month ago of the interview of the parents
as well as the cards and other evidences
All these together with the cheating process in the exam
the whole information chain will be complete
Once completion, I submitted it for review by the news center director
The director said, "The college entrance exam is still ongoing"
"A post-broadcast issue could create a sensation"
"Wait until the exam is over and broadcast it tomorrow"
We agreed thinking we could check the answers right or not
We could actually check the answers that evening
The next day, my colleague went to our supervisor again
to have the film reviewed, and it was approved
It was decided to air it on the "Oriental Horizon" program that evening
"Oriental Horizon" airs every evening at 8 o'clock
right after "News Broadcast" and "Focus Interview"
We planned to have the studio host connect with me
in the process of the program
I witnessed more information on the site
which was not captured or some information
that was filmed but not edited due to time limit
I planned to narrate the whole process in live broadcast
So the first 7-8 minutes of the entire process are footage
followed by another 7-8 minutes of my talking to make it15 minutes
It's definitely a sensational news
I know the producer of "Oriental Horizon" very well
I gave him a call
I said, "Bro, today's program is very important"
"You must put our content at the forefront, the earlier the better"
Why is that
It's extremely urgent. Many people want to remove this program
He said, "Zhi'an, don't worry"
"You're scheduled for a broadcast at 8:25, right after Hu Jintao"
"You know, nobody can reschedule the political program."
"After the political program, the top headline will be yours"
I said "Okay"
As soon as it hit 8 o'clock, I was still in Changchun
Then, the studio called me
He said, "Zhi'an, just hold the phone and wait here"
"As soon as the news ends, we'll start the live broadcast"
The opening music of "East Time Space" played on my phone
So I just kept holding onto my phone
Then at 8:15, suddenly my colleague called and said
"The program has been cancelled and won't be aired"
Why
It's very coincidental that after my colleague
sent the footage to "Oriental Horizon" broadcast studio
he was free and just walked around
Coincidentally, he bumped into our director, who asked him
"What are you doing here?"
Because he was the head of our news commentary department
My colleague replied, "I'm airing a news on "Oriental Horizon"
The head asked, "What are you airing? You aren't investigating?"
My colleague said "Gaokao cheating incident in Northeast China"
Our head said, " Stop airing it immediately."
"That provincial governor and Communist Party secretary came to us"
"They kept telling us that this program cannot be aired"
As a result, it was censored and could not be aired
The general secretary of the Jilin Province was Sun Zhengcai
He was eager to become a leader of CCP and the country
When we went to Liaoning for an interview at that time
The locals quickly reported our content upwards

Our entire activities in Northeast were monitored and recorded
and we only found out afterwards
For example, when returned to Shuangyang from Changchun
We secretly checked into a hotel
thinking we were quite concealed
Little did we know that which hotel and room we were staying in
and our every move was closely monitored by the police
Every time we left the hotel
a police car would follow us without our knowledge

We met with the parent in that community
We were driving and a police car followed us
The police car couldn't enter the community we drove into
because the police were undercover
Later, they presented their police ID to enter the property room
and retrieved the surveillance video for the community
to see which room we entered and then
they called the driver who gave us a ride the entire time
