💡Bipartisanship

Bipartisanship refers to cooperation between members of different political parties to achieve a common goal. In the video, the speaker emphasizes the importance of both parties working together, particularly in areas like national security, economic recovery, and health reform. He highlights past instances of bipartisan cooperation, such as support for veterans and financial regulation, and stresses the need for continued collaboration to address national challenges.

💡Gridlock

Gridlock describes a situation where there is little to no progress on important legislation or policy due to political stalemate or conflict. The speaker expresses frustration with the ongoing political gridlock in Washington, explaining that it prevents necessary actions from being taken to solve the pressing issues facing the American people. He urges lawmakers to break free from this gridlock in order to work toward meaningful solutions.

💡Recovery Act

The Recovery Act, formally known as the American Recovery and Reinvestment Act of 2009, was a stimulus package designed to revive the U.S. economy after the 2008 financial crisis. The speaker references the Recovery Act in the context of economic recovery, noting that it provided tax cuts, infrastructure investments, and financial assistance for unemployed workers, which helped reverse the economic decline. He defends the Act, pointing out that while it faced Republican opposition, its individual measures were broadly popular.

💡Small business

Small businesses are emphasized in the video as a critical component of the economy and job creation. The speaker discusses a proposed tax credit for small businesses that would encourage them to hire more employees and increase wages. He also mentions eliminating the capital gains tax on small business investments and using returned bailout money to help community banks support small businesses. The focus on small businesses reflects their role in driving economic recovery and employment growth.

💡Deficit

A deficit occurs when government spending exceeds revenue, leading to increased national debt. The speaker addresses the growing fiscal deficit as a major challenge for the U.S. economy, calling for bipartisan efforts to rein in spending. He proposes measures such as a discretionary spending freeze and the creation of a bipartisan fiscal commission to address long-term deficit concerns. The issue of deficits is central to the discussion of financial responsibility and the nation's future economic health.

💡Health insurance reform

Health insurance reform refers to efforts to improve the U.S. healthcare system, particularly by expanding coverage and controlling costs. The speaker advocates for reform, arguing that the current system fails millions of Americans who struggle to obtain or afford insurance, particularly those with pre-existing conditions. He acknowledges the contentious nature of the debate but calls for bipartisan solutions, such as allowing insurance to be sold across state lines and creating pools for small businesses to buy coverage.

💡Unemployment

Unemployment is a major theme in the video, with the speaker discussing the severe job losses during the economic recession and the need to accelerate job growth. He mentions several initiatives to help unemployed Americans, including extending unemployment benefits and creating jobs through investments in infrastructure and small businesses. The speaker acknowledges that while the economy is recovering, job growth has lagged, and he emphasizes the need for further action to support those out of work.

💡National security

National security refers to the protection of a nation's citizens, economy, and institutions from external threats. The speaker highlights areas of bipartisan agreement on national security issues, such as the war in Afghanistan, the fight against al-Qaeda, and support for the U.S. military. He underscores that despite political differences, both parties have worked together to ensure the safety of the country, and he calls for continued unity in this critical area.

💡Tax cuts

Tax cuts are a recurring topic in the video, particularly in the context of stimulating economic growth and providing relief to middle-class Americans. The speaker defends the tax cuts included in the Recovery Act, which were aimed at helping individuals and businesses during the recession. He also proposes new tax cuts for small businesses, including a jobs tax credit and eliminating the capital gains tax on small business investments, as part of his plan to spur job creation.

💡Veterans

Veterans, or former members of the military, are mentioned in the video as a group that has received bipartisan support from lawmakers. The speaker references the passage of significant veterans' health care reforms and the largest increase in funding for the Department of Veterans Affairs in over 30 years. [Applause]

play00:52

thank you movement

play01:04

thank you thank you John for the

play01:06

gracious introduction to Mike and Eric

play01:08

thank you for hosting me thank you to

play01:12

all of you for receiving me it is

play01:18

wonderful to be here I want to also

play01:21

acknowledge mark strand president of the

play01:24

Congressional Institute to all the

play01:25

family members who are here and who have

play01:27

to put up with us who are in elective

play01:30

office each and every day thank you

play01:31

because I know that's tough I very much

play01:40

am appreciative of not only the tone of

play01:43

your introduction John but also the

play01:45

invitation that you extend it to me you

play01:48

know what they say keep your friends

play01:50

close but visit the Republican caucus

play01:52

every few months part of the reason I

play01:58

accepted your invitation to come here

play02:01

was because I wanted to speak with all

play02:03

of you and not just to all of you so I'm

play02:05

looking forward to taking your questions

play02:07

and having a real conversation a few

play02:09

moments and I hope that the conversation

play02:12

we begin here doesn't end here that we

play02:15

can continue our dialogue in the days

play02:17

ahead it's important to me that we do so

play02:20

it's important to you I think that we do

play02:22

so but most importantly it's important

play02:24

to the American people that we do so I

play02:27

said this before but I'm a big believer

play02:30

not just in the value of a loyal office

play02:33

position but in its necessity having

play02:37

differences of opinion having a real

play02:39

debate about matters of domestic policy

play02:43

and national security that's not

play02:45

something that's only good for our

play02:46

country it's absolutely essential it's

play02:49

only through the process of disagreement

play02:51

and debate that bad ideas get tossed out

play02:54

good ideas get refined and made better

play02:57

that kind of vigorous back and forth

play02:59

that imperfect but well-founded process

play03:03

messy as it often is is at the heart of

play03:05

our democracy it's what makes us the

play03:08

greatest nation in the world so yes I

play03:11

want you to challenge my ideas and I

play03:13

guarantee you that after reading this I

play03:15

may challenge a few of yours

play03:18

I want you to stand up for your beliefs

play03:21

and knowing this caucus I have no doubt

play03:23

that you will I want us to have a

play03:25

constructive debate the only thing I

play03:29

don't want and here I am listening the

play03:32

American people and I think they don't

play03:33

want even is for Washington to continue

play03:37

being so Washington like I know folks

play03:44

when we're in in town they're spent a

play03:48

lot of time reading the polls and

play03:50

looking at focus groups and interpreting

play03:52

which party has the upper hand in

play03:54

November and in 2012 and so on and so on

play03:58

and so on that's their obsession and I'm

play04:02

not a pundit I'm just a president so

play04:04

take it for what it's worth but I don't

play04:07

believe that the American people want us

play04:09

to focus on our job security they want

play04:12

us to focus on their job security

play04:15

[Applause]

play04:23

I don't think they want more gridlock I

play04:26

don't think they want more partisanship

play04:28

I don't think they want more obstruction

play04:31

they didn't send us to Washington to

play04:33

fight each other in some sort of

play04:36

political steel cage match to see who

play04:40

comes out of life that's not what they

play04:42

want they sent us to Washington to work

play04:44

together to get things done and to solve

play04:47

the problems that they're grappling with

play04:49

every single day and I think your

play04:52

constituents would want to know that

play04:53

despite the fact it doesn't get a lot of

play04:56

attention you and I have actually worked

play05:00

together on a number of occasions there

play05:02

have been times where we've acted in a

play05:04

bipartisan fashion and I want to thank

play05:06

you

play05:06

and your Democratic colleagues for

play05:08

reaching across the aisle there has been

play05:11

for example broad support for putting in

play05:14

the troops necessary in Afghanistan to

play05:16

deny al Qaeda safe haven to break the

play05:20

Taliban's momentum and to train Afghan

play05:22

security forces there's been broad

play05:24

support for disrupting dismantling and

play05:27

defeating al Qaeda and I know that we're

play05:29

all united in our admiration of our

play05:31

troops

play05:32

[Applause]

play05:36

so it may be useful for the

play05:39

international audience right now to

play05:40

understand and certainly for our enemies

play05:43

to have no doubt whatever divisions and

play05:45

differences may exist in Washington the

play05:48

United States of America stands as one

play05:50

to defend our country

play05:52

[Applause]

play06:04

[Applause]

play06:10

it's that same spirit of bipartisanship

play06:12

that made it possible for me to sign a

play06:14

defense contracting reform bill that was

play06:17

co-sponsored by Senator McCain and

play06:19

members of Congress here today we've

play06:21

stood together on behalf of our nation's

play06:23

veterans together we passed the largest

play06:25

increase in the VA zbor than 30 years

play06:28

and supported essential veteran's health

play06:30

care reforms to provide better access

play06:32

and medical care for those who serve in

play06:34

uniform some of you also joined

play06:37

Democrats and supporting a credit card

play06:39

bill of rights and in extending

play06:41

unemployment compensation to Americans

play06:44

who are out of work

play06:45

some of you joined us in stopping

play06:48

tobacco companies from targeting kids

play06:49

expanding opportunities for young people

play06:51

to serve our country and helping

play06:54

responsible homeowners stay in their

play06:56

homes so we have a track record of

play07:01

working together it is possible but as

play07:05

John you mentioned on some very big

play07:08

things we've seen party line votes that

play07:11

I'm just going to be honest we're

play07:14

disappointing let's start with our

play07:17

efforts to jumpstart the economy last

play07:19

winter when we were losing 700,000 jobs

play07:22

a month our financial system teetered on

play07:25

the brink of collapse and the threat of

play07:27

a second Great Depression loomed large

play07:29

I didn't understand them and I still

play07:33

don't understand why we got opposition

play07:36

in this caucus for almost 300 billion

play07:38

dollars in badly needed tax cuts for the

play07:41

American people or COBRA coverage to

play07:44

help Americans who've lost jobs in this

play07:46

recession to keep the health insurance

play07:48

that they desperately needed or

play07:51

opposition to putting Americans to work

play07:53

laying broadband and rebuilding roads

play07:55

and bridges and breaking ground on new

play07:57

construction projects there was an

play07:58

interesting headline in in CNN today

play08:02

Americans disapprove of stimulus but

play08:07

like every policy in it and there was a

play08:11

poll that showed that if you broke it

play08:12

down into its component parts 80%

play08:14

approved of the tax cuts 80% approved to

play08:17

the infrastructure 80% approved of the

play08:19

assistance to the unemployed well that's

play08:22

what

play08:23

the Recovery Act was and I and let's

play08:27

face it some of you have been at the

play08:30

ribbon cuttings for some of these

play08:31

important projects in your communities

play08:34

now I understand some of you had some

play08:36

philosophical differences perhaps on

play08:38

just the concept of government spending

play08:41

but as I recall opposition was declared

play08:47

before we had a chance to actually meet

play08:49

and exchange ideas and I saw that as a

play08:52

missed opportunity now I am happy to

play08:56

report this morning that we saw another

play08:59

sign that our economy is moving in the

play09:00

right direction

play09:01

the latest GDP numbers show that our

play09:03

economy is growing by almost 6% that's

play09:07

the most since 2003 to put that in

play09:11

perspective this time last year we

play09:13

weren't seeing positive job growth we

play09:15

were seeing the economy shrink by about

play09:17

6 percent so you've seen a 12 percent

play09:21

reversal during the course of this year

play09:23

this turnaround is the biggest in nearly

play09:26

three decades and it didn't happen myaxx

play09:28

it happened as economists conservative

play09:32

and liberal will attest because of some

play09:34

of the steps that we took and by the way

play09:38

you mentioned a website out here John if

play09:42

you want to look at what's going on in

play09:44

the Recovery Act you can look on

play09:45

recovery.gov a website by the way that

play09:47

was Eric Cantor's idea now here's the

play09:51

point these are serious times and what's

play09:55

required by all of us Democrats and

play09:57

Republicans is to do what's right for

play09:59

our country even if it's not always

play10:02

what's best for our politics I know it

play10:06

may be heresy to say this but there are

play10:09

things more important than good poll

play10:11

numbers and on this no one can accuse me

play10:14

of not living by my principles a middle

play10:19

class is back on its feet an economy

play10:22

that lifts everybody up an America

play10:25

that's ascendant in the world that's

play10:28

more important than winning an election

play10:29

our future shouldn't be shaped by what's

play10:33

best for our politics our politics

play10:34

should be shaped by what's best for our

play10:36

future

play10:37

but no matter what's happened in the

play10:40

past the important thing for all of us

play10:42

is to move forward together we have some

play10:44

issues right in front of us on which I

play10:47

believe we should agree because as

play10:49

successful as we've been in spurring new

play10:51

economic growth everybody understands

play10:54

that job growth has been lagging some of

play10:56

that's predictable every economist will

play10:59

say jobs are a lagging indicator but

play11:03

that's no consolation for the folks who

play11:06

are out there suffering right now and

play11:08

since seven million Americans have lost

play11:10

their jobs in this recession we've got

play11:12

to do everything we can to accelerate so

play11:14

today in line with what I stated at the

play11:17

State of the Union I've proposed a new

play11:19

jobs tax credit for small business and

play11:22

here's how it would work employers would

play11:24

get a tax credit of up to five thousand

play11:27

dollars for every employee they add in

play11:28

2010 they'd get a tax break for

play11:32

increases in wages as well so if you

play11:35

raise wages for employees making under a

play11:38

hundred thousand dollars we refund part

play11:40

of your payroll tax for every dollar you

play11:44

increase those wages faster than

play11:46

inflation is a simple concept it's easy

play11:49

to understand it would cut taxes for

play11:52

more than 1 million small businesses so

play11:55

I hope you join me let's get this done I

play11:58

want to eliminate the capital gains tax

play12:00

for small business investment and take

play12:01

some of the bailout money The Wall

play12:03

Street banks have returned and use it to

play12:05

help community banks start lending to

play12:07

small businesses again so join me I am

play12:11

confident that we can do this together

play12:13

for the American people and there's

play12:14

nothing in that proposal that runs

play12:17

contrary to the ideological

play12:19

predispositions of this caucus the

play12:22

question is what's going to keep us from

play12:24

getting this done I've proposed a modest

play12:28

fee on the nation's largest banks and

play12:30

financial institutions to fully recover

play12:33

for taxpayers money that they provided

play12:36

to the financial sector when it was

play12:39

teetering on the brink of collapse and

play12:41

it's designed to discourage them from

play12:44

taking reckless risks in the future if

play12:47

you listen to the American people John

play12:49

they'll tell you they want

play12:51

money bank let's do this together

play12:54

Republicans and Democrats I've proposed

play12:57

that we close tax loopholes that reward

play13:00

companies for shipping American jobs

play13:01

overseas and instead give companies

play13:04

greater incentive to create jobs right

play13:06

here at home right right here at home

play13:08

surely that's something that we can do

play13:10

together Republicans and Democrats we

play13:14

know that we've got a major fiscal

play13:16

challenge in reining in deficits that

play13:18

have been growing for a decade and

play13:20

threaten our future that's why I've

play13:22

proposed a three-year freeze in

play13:25

discretionary spending other than what

play13:26

we need for national security that's

play13:29

something we should do together that's

play13:30

consistent with a lot of the talk both

play13:34

in Democratic caucuses and Republican

play13:36

caucuses

play13:37

we can't blink when it's time to

play13:39

actually do the job at this point we

play13:42

know that the budget surpluses of the

play13:45

90s occurred in part because of the pave

play13:47

as you go along which said that well you

play13:51

should pay as you go and live within our

play13:54

means just like families do every day

play13:56

twenty four of you voted for that and I

play13:59

appreciate it and we're able to pass it

play14:01

in the Senate yesterday but the idea of

play14:04

a bipartisan fiscal commission to

play14:06

confront the deficits in the long term

play14:08

died in the Senate the other day so I'm

play14:11

going to establish such a commission by

play14:13

executive order and I hope that you

play14:15

participate fully and genuinely in that

play14:19

effort because if we're going to

play14:21

actually deal with our deficit and debt

play14:25

everybody here knows that we're going to

play14:28

have to do it together Republican and

play14:30

Democrat no single party is going to

play14:33

make the tough choices involved on its

play14:37

own it's going to require all of us

play14:40

doing what's right for the American

play14:42

people and as I said in the State of the

play14:46

Union speech there's not just a deficit

play14:47

dollars in Washington there's a deficit

play14:49

of trust so I hope you'll support my

play14:51

proposal to make all congressional

play14:53

earmarks public before they come to a

play14:57

vote and let's require lobbyists who

play14:59

exercise such influence to publicly

play15:01

disclose all their contacts on behalf of

play15:04

their clients

play15:05

they are contacts with my administration

play15:07

or contacts with Congress let's do the

play15:11

people's business in the bright light of

play15:13

day together Republicans and Democrats I

play15:18

know how bitter and contentious the

play15:21

issue of health insurance reform has

play15:23

become and I will eat early look at the

play15:26

ideas and better solutions on the health

play15:29

care front if anyone here truly believes

play15:33

our health insurance system is working

play15:35

well for people I respect your right to

play15:37

say so but I just don't agree and

play15:41

neither would millions of Americans with

play15:43

pre-existing conditions who can't get

play15:44

coverage today or find out that they

play15:47

lose their insurance just as they're

play15:48

getting seriously ill that's exactly

play15:51

when you need insurance and for too many

play15:54

people they're not getting it I don't

play15:56

think a war systems working when small

play15:58

businesses are gouged and 15,000

play16:02

Americans are losing coverage every

play16:04

single day when premiums have doubled

play16:06

and out-of-pocket costs have exploded

play16:08

and they're poised to do so ago do so

play16:12

again I mean to be fair the status quo

play16:14

is working for the insurance industry

play16:16

but it's not working for the American

play16:18

people it's not working for our federal

play16:20

budget it needs to change this is a big

play16:26

problem and all of us are called on to

play16:28

solve it and that's why from the start I

play16:31

sought out and supported ideas from the

play16:34

Republicans I even talked about an issue

play16:36

that has been a holy grail for a lot of

play16:38

you which was tort reform and said that

play16:40

I'd be willing to work together as part

play16:43

of a comprehensive package to deal with

play16:45

I just didn't get a lot of nibbles

play16:49

creating a high-risk pool for uninsured

play16:52

folks with pre-existing conditions that

play16:54

wasn't my idea was Senator McCain's and

play16:57

I supported it and it got incorporated

play16:58

into our approach allowing insurance

play17:02

companies to sell coverage across state

play17:04

lines to add choice in competition and

play17:06

bring down costs for businesses and

play17:08

consumers that's an idea that some of

play17:11

you I suspect included in this better

play17:14

solution so that's an idea that was

play17:15

incorporated into our package

play17:18

I supportive provided that we do it

play17:21

hand-in-hand with broader reforms that

play17:23

protect benefits and protect patients

play17:25

and protect the American people a number

play17:27

of you have suggested creating pools

play17:29

where self-employed and small businesses

play17:31

could buy insurance that was a good idea

play17:33

I embraced it some of you supported

play17:36

efforts to provide insurance to children

play17:39

let kids remain covered on their

play17:40

parent's insurance until they're 25 or

play17:42

26 I supported that that's part of our

play17:45

package I supported a number of other

play17:48

ideas from incentivizing wellness to

play17:50

creating an affordable catastrophic

play17:52

insurance option for young people that

play17:53

came from Republicans like Mike Enzi and

play17:56

Olympia Snowe in the Senate and I'm sure

play17:58

from some of you as well so when you say

play18:01

I ought to be willing to accept

play18:03

Republican ideas on health care let's be

play18:05

clear I have bipartisanship not for its

play18:10

own sake but to solve problems that's

play18:13

what our constituents the American

play18:15

people need from us right now all of us

play18:18

then have a choice to make we have to

play18:20

choose whether we're going to be

play18:21

politicians first there partners for

play18:24

progress whether we're going to put

play18:26

success at the polls ahead of the

play18:28

lasting success we can achieve together

play18:30

for America just think about it for a

play18:32

while we don't have to put it up for a

play18:35

vote today let me close by saying this I

play18:38

was not elected by Democrats or

play18:40

Republicans but by the American people

play18:43

that's especially true because the

play18:46

fastest-growing group of Americans are

play18:49

independents that should tell us both

play18:51

something I'm ready and eager to work

play18:54

with anyone who is willing to proceed in

play18:57

the spirit of goodwill but understand if

play19:00

we can't break free from partisan

play19:02

gridlock if we can't move past a

play19:05

politics of know if resistant supplants

play19:11

constructive debate I still have to meet

play19:14

my responsibilities as president I've

play19:16

got to act for the greater good because

play19:18

that too is a commitment that I have

play19:20

made and that's that too is what the

play19:22

American people sent me to Washington to

play19:24

do so I am optimistic I know many of you

play19:28

individually

play19:30

and the irony I think of our political

play19:34

climate right now is that compared to

play19:37

other countries the differences between

play19:39

the two major parties on most issues is

play19:43

not as big as its representative but

play19:48

we've gotten caught up in the political

play19:50

game in a way that's just not healthy

play19:52

it's dividing our country in ways that

play19:55

are preventing us from meeting the

play19:57

challenges of the 21st century I'm

play19:59

hopeful that the conversation we have

play20:01

today

play20:02

can help reverse that so thank you very

play20:04

much thank you

play20:09

[Applause]
