করেছে এবং আমরা প্রতিবারই বিপদে পড়েছি

যাক বাংলাদেশের নদীগুলো মোটামুটি চারটা
নদী ব্যবস্থার উপর নির্ভরশীল ব্রহ্মপুত্র
পদ্মা মেঘনা এবং দক্ষিণ পূর্বাঞ্চলীয় নদী
ব্যবস্থা সবগুলো রিভার সিস্টেমের অধিকাংশ
নদীর পানি ভারতের নিয়ন্ত্রণে ব্রহ্মপুত্র
নদী ব্যবস্থায় 18 টি নদীর 12টিতেই ভারতের
বাঁধ আছে যার সরাসরি প্রভাব পড়ছে
উত্তরাঞ্চলের ছোট বড় প্রায় 85 টি নদীর

কারণে প্রায় 8000 বর্গ কিলোমিটার এলাকা

কিন্তু একই রকমই খারাপ আটটা নদীর মধ্যে
পাঁচটা নদীর মুখেই আমাদের প্রিয়
দাদাবাবুদের বাদ দেয়া আছে আর এই কারণে
দক্ষিণ পশ্চিম অঞ্চলের প্রায় 37 শতাংশ
জমি হুমকির মুখে শুনলে অবাক হবেন এই পুরো
জমি এগুলো কিন্তু আমাদের দেশের মোট কৃষি
জমির 30 শতাংশ তাহলে ভেবে দেখুন এই ভারত
আমাদেরকে ঠিক কতভাবে কত দিক থেকে হাত পা
বেঁধে রেখেছে বাদ দিচ্ছে খরায় আরো বেশি
জমি শুকিয়ে যাচ্ছে সমস্যা কিন্তু এখানেই
শেষ নয় আমাদের এই দাদাবাবুদের কীর্তির
কারণে আমাদের জমিতে লবণাক্ত পানি সমুদ্র
থেকে ধীরে ধীরে ঢুকে যাচ্ছে তাতে করে
আমাদের যে উর্বর জমি যেখানে খুব সহজেই ফসল
ফলত সেই জমিগুলো লবণাক্ত হয়ে পড়ছে এবং
উর্বরতা হারাচ্ছে আমাদের কৃষকের মাথায়
হাত 1976 থেকে 1993 এই সময়ের ভেতরে
শুধুমাত্র অতিরিক্ত লবণাক্ততার কারণে
আমাদের কৃষি খাতে ক্ষতি কত জানেন 3
বিলিয়ন ইউএস ডলার শুধুমাত্র এক ফারাক্কার
কারণে আমাদের সুন্দরবনের ইকোসিস্টেম

গুরুত্বপূর্ণ ভূমিকা রাখছে এবার নজর দেয়া
যাক মেঘনা নদী ব্যবস্থার 26 টা নদী
12টাতেই সেই যে আগের মতোই দাদাবাবুদের
বাঁধ এই বাঁধের কারণে 373 টি হাওড় এখন
প্রায় শুষ্ক এবং শুষ্ক মৌসুমে গেলে
দেখবেন সেখানে পানির নামগন্ধও নেই ঠিক এই
কারণে এখন উৎপাদন ঝুঁকিতে আছে
098 মিলিয়ন টন মাছ এবং দেশের প্রায় 14
শতাংশ বড় ধানের আবাদ দক্ষিণ পশ্চিমাঞ্চল
তথা চট্টগ্রামের নদীগুলোর অবস্থাও কিন্তু
একই রকম দুটো নদী দুটোতেই আমাদের প্রিয়
দাদাবাবুদের বাদ যার ফল 23 হাজার হেক্টর
জমি এখন হুমকির মুখে আরো হুমকির মুখে
প্রায় 85 হাজার টন খাদ্যশস্য উৎপাদন আর
এই বাদ দেয়ার কারণে মুহুরি নদীতেও কিন্তু
চর জেগে উঠছে এবং সেই চর দখলে নেমে পড়েছে
আমাদের প্রিয় প্রতিবেশীরা ফেনী নদী থেকে
ভারতের পানি নেয়ার কথা ছিল মাত্র একটি
পাম্প ব্যবহার করে যার ক্ষমতা হতে হবে 182
কিউসেক আপনি কি জানেন ফেনী নদীতে ভারতের
কটি পাম্প এখন সচল আছে 36 টি পাম্প যার
প্রত্যেকের ক্ষমতা দুই কিউসেক ভেবে দেখুন
কি বিপুল পরিমাণ পানি তারা নিয়ে যাচ্ছে
এবং এ কারণে ওই অঞ্চলে প্রায় 60000
হেক্টর জমি এবং এবং মৎস খামার রয়েছে

বিশেষ আগ্রহ না থাকলেও বর্তমান বিজেপি
সরকারের রয়েছে বিপুল আগ্রহ আন্তনদী সংযোগ
এই প্রকল্পটা এতই বিস্তৃত এবং এত বেশি

মানুষ এই সমস্ত কিছু কিন্তু ব্যাপকভাবে
প্রভাবিত হবে বাস্তুসংস্থান কৃষি ব্যবস্থা
সমস্ত কিছু একেবারে নির্মূল হয়ে যাবে
নদীর পলি পরিবহন ক্ষমতা হ্রাস পাবে
লবণাক্ততা বৃদ্ধি পাবে সুন্দরবনের ধ্বংস
বন্যার প্রকোপ মরুকরণ ভূগর্ভস্থ পানির
স্তর নিচে নেমে যাওয়া সহ আর্সেনিক
আক্রান্ত মানুষের সংখ্যা হুহু করে বাড়বে
এই সবকিছু মিলিয়ে শুধু প্রাকৃতিক নয়
একটা মানবিক বিপর্যয়ের দিকে ধাবিত হবে এই
পুরো অববাহিকা অঞ্চল স্বাভাবিকভাবে যে
প্রশ্নটা আসে এই এত ধ্বংস বিপর্যয় এর
পরেও কেন ভারত এই বাঁধ দেয়া নীতি থেকে
সরছে না লাভ ছাড়া আমাদের দাদাবাবুরা এক

ব্যাপারটা একটু বুঝি কলকাতা বন্দরের
নাব্যতা বৃদ্ধির অজুহাতে ভারত-
পশ্চিমবঙ্গের মুর্শিদাবাদ জেলার রাজমহল ও
ভগবানগোলার মাঝে ফারাক্কা নামক জায়গায়
একটা মরণ বাঁধ নির্মাণ করে এই বাঁধের
অবস্থান চাঁপাই নবাবগঞ্জ জেলার পশ্চিম
সীমানা থেকে প্রায় 18 কিলোমিটার উজানে
গঙ্গা নদীর উপরে 1906 96 সালের
গঙ্গাচুক্তি অনুযায়ী কথা ছিল শুষ্ক
মৌসুমে পানি প্রবাহ যদি 70000 কিউসেক বা
তার কম হয়ে থাকে তাহলে উভয় দেশ ভারত এবং
বাংলাদেশ সমান পরিমাণ পানি পাবে কিন্তু
বাস্তব চিত্রটা একেবারেই ভিন্ন ভারত তার
ইচ্ছেমতো কখনো পানি ছাড়ছে কখনো পানি আটকে
রাখছে এর প্রভাব শুধু যে বাংলাদেশে পড়ছে
তা কিন্তু নয় পশ্চিমবঙ্গে ফারাক্কার
আশেপাশে যতগুলো এলাকা আছে সব জায়গায়
কিন্তু পানিশূন্যতা লবণাক্ততা বৃদ্ধি কৃষি
ব্যবস্থা ধ্বংস এই সমস্ত কিছুর প্রভাব
সমানভাবে হচ্ছে এত বিপর্যয়ের পরেও বাদ
ব্যবসায়ী এই চিন্তা ভাবনা থেকে ভারত
কিন্তু সরে আসেনি উল্টো এটাকে আরো
সম্প্রসারিত করেছে গোমতি নদীর উপর ডুম্বুর
জলবিদ্যুৎ প্রকল্প এর আরেকটা উদাহরণ
শুরুতে বলা হয়েছিল 15 মেগাওয়াট বিদ্যুৎ
উৎপাদন করা হবে এই জলবিদ্যুৎ কেন্দ্র থেকে
কিন্তু বর্তমানে দুই মেগাওয়াট এর বেশি
উৎপাদন হচ্ছে না তারপরেও কিন্তু ভারত এই
বাঁধটিকে কোনভাবেই খুলে দিচ্ছে না ফলাফল
ত্রিপুরা এবং তার আশেপাশের অঞ্চলে প্রবল
পানিস্বল্পতা ভূগ্রস্থ পানির স্তর নিচে
নেমে যাওয়া লবণাক্ততা বৃদ্ধি এবং সেই
সাথে অতিবৃষ্টির কারণে প্রতিবছর বন্যা
যেটার একেবারে জ্বলন্ত উদাহরণ আমরা এই বছর
এই এখন আমাদের ফেনী কুমিল্লা এবং অন্যান্য
এলাকায় দেখছি শুধুমাত্র এই বাঁধটি অসময়
এবং কোন রকম সাবধানতা সাবধান বাণী না
দিয়ে খুলে দেওয়ার কারণে এই এত বড়
বিপর্যয় তাহলে প্রশ্ন আন্তনদী সংযোগ
প্রকল্প ভারতের জন্য তো একেবারেই সুফল
বয়ে আনছে না উল্টো তাদের এলাকায় মানুষকে
ঠিক আমাদের মতই বিপর্যস্ত করছে কিন্তু তা
হলেও তারপরেও কেন এই প্রকল্পটি ভারত
চালিয়ে যাচ্ছে আপনি যেটা ভাবছেন একেবারে
ঠিক ভাবছেন এখানে যত না পানি জড়িত আছে
তার চেয়ে অনেক বেশি রাজনীতি জড়িয়ে আছে
পানিকে নিজের কবজায় রেখে ভারত চাইছে
আমাদেরকে আমাদের চিন্তাকে আমাদের সমস্ত
কর্মকাণ্ডের ভেতরে একটা লাগাম দিয়ে রাখতে
যখন ইচ্ছে খুলে দিচ্ছে যখন ইচ্ছে বন্ধ
রাখছে আন্তর্জাতিক সকল আইনকে বুড়ো আঙ্গুল
দেখিয়ে ভারত আমাদেরকে কণঠাসা করে রাখতে
চাইছে এই নদীর রাজনীতি দিয়ে কিন্তু
ব্যাপার হচ্ছে যে ভাটি অঞ্চলে হওয়ার
কারণে আমাদেরকেই কিন্তু সমস্ত দুর্যোগ
মোকাবেলা করতে হচ্ছে কিন্তু আন্তর্জাতিক
আইন অনুযায়ী যেই নদী দুটো দেশের উপর
দিয়ে প্রবাহিত হয়েছে সেই নদীর উপর
যেকোনো কর্মকাণ্ডে কিন্তু এই দুই দেশেরই
একটা সমযোতা থাকা খুবই জরুরী যেটা আমাদের
প্রতিবেশীরা কখনোই আমাদের সাথে মেইনটেইন
করেনি এই শেয়ার নদীগুলোর ব্যবহারের
ক্ষেত্রে সমতা এবং ন্যাজ্যতা কিন্তু
আন্তর্জাতিক আইনের মূল ভিত্তি আমি সিওর এই
দুটো শব্দ আমাদের প্রতিবেশী তারা কখনোই
চিন্তাও করেনি শুষ্ক মৌসুমে যখন তীব্র
পানির সংকট কৃষি জমির জন্য মানুষের জন্য
তখন বাঁধ বন্ধ রেখে পানির জন্য হাহাকার
সৃষ্টি করছে বর্ষা মৌসুমে যখন এমনিতেই
আমাদের পানির কোন অভাব নেই পানির আধিক্য
চলছে তখন সমস্ত বাঁধ খুলে দিয়ে আমাদেরকে
ভাসিয়ে দিচ্ছে জনপদের পর জনপদ ডুবিয়ে
দিচ্ছে পানি নিয়ে এই অদ্ভুত যুদ্ধের যে
পন্থা এটাকে বলা চলে ক্রাইম অফ এগ্রেশন
কোন বোমা নয় কোন সেনাবাহিনী নয় কোন
মিসাইল নয় নিজের ইচ্ছামত পানিকে ব্যবহার
করে আমাদেরকে সবসময় একটা ভয়ের মধ্যে
একটা আতঙ্কের মধ্যে একটা প্রেসারের মধ্যে
রাখা হচ্ছে সম্প্রতি ভারতের ডুম্বুর
জলবিদ্যুৎ কেন্দ্রের বাঁধ খুলে দেয়ার
কারণে কুমিল্লা ফেনী এবং এই অঞ্চলে যে
প্রবল বন্যার সৃষ্টি হয়েছে এটাকেও কিন্তু
আমরা সন্দেহের চোখে দেখছি কারণ অতিবৃষ্টির
কারণে পানি বাড়তেই পারে কিন্তু সেটা
বাড়তে দুই থেকে তিন দিন সময় লাগে কারণ
পুরো প্রসেসটা ধীরে ধীরে হয় কিন্তু যে
মুহূর্তে আপনি আপনার প্রতিবেশীকে না
জানিয়ে হঠাৎ করে বাঁধের মুখটা খুলে দেবেন
সেই এই দুই তিন দিন ধরে বেড়ে যাওয়া
পানির পরিমাণটা বাড়বে ঠিকই কিন্তু সেটা
বাড়বে দুই থেকে তিন ঘন্টায় একটা প্রবল
ফ্ল্যাশ ফ্লাড যেটা মোকাবিলা করার মতো
সক্ষমতা আমাদের নেই বলছি না কিন্তু
আমাদেরকে তো আগে জানতে হবে যে পানিটা আসছে
সেই কথাটাই তো আমরা কখনো জানতে পারিনি
হঠাৎ করে দেখলাম আমাদের পুরো জনপদের পর
জনপদ ভেসে গেল ডুবে গেল স্বাধীনতার পর
থেকেই কিন্তু ভারতীয় আগ্রাসন আমাদের উপরে
চলছে কখনো রাজনৈতিক কখনো অর্থনৈতিক কখনো
বা সাংস্কৃতিক আর এখন এই আগ্রাসন নিয়েছি
একটা নতুন রূপ নদীয়া আগ্রাস যে কারণে
ভারতের বিরুদ্ধে আমাদের দেশের ভেতরে
কণ্ঠস্বর গুলো আরো বেশি তীব্র তীব্র থেকে
তীব্রতর হচ্ছে আরো সোচ্চার হচ্ছে ঢাকার
রাজপথে সেই পুরনো স্লোগান আবারো শোনা
যাচ্ছে দিল্লি না ঢাকা ঢাকা ঢাকা সম্প্রতি
এক ব্যাপক গণঅভ্যুত্থানের মাধ্যমে
স্বৈরাচারী ফ্যাসিস্ট সরকারের পতনের পর
আমাদের অন্তর্বর্তীকালীন সরকারের প্রধান
উপদেষ্টা ডক্টর মোহাম্মদ ইউনুস খুব স্পষ্ট
ভাষায় সতর্ক করে দিয়েছেন বাংলাদেশ যদি
কোন কোন কারণে অস্থিতিশীল হয় তাহলে
ভারতের সেভেন সিস্টারস যেটা আমাদের দেশের
সাথে একেবারে লাগুয়া সেখানেও কিন্তু
অস্থিতিশীলতা সৃষ্টি হতে বাধ্য এখন দেখার
বিষয় ডক্টর মোহাম্মদ ইউনুসের এই হুশিয়ার
বাণী ভারতের কানে ঠিক কতটা স্পষ্টভাবে
গিয়েছে ভারত কতটা সতর্ক হয়েছে
আত্মবিধ্বংসী এই আগ্রাসন নীতির কারণে শুধু
যে আমরা ক্ষতিগ্রস্ত হচ্ছি তা কিন্তু নয়
ভারতের জনগণও কিন্তু ক্ষতিগ্রস্ত হচ্ছে
সমানভাবে কিন্তু তারপরেও এই আগ্রাসন
কোনভাবেই কোন হুশিয়ারিতেই বন্ধ হচ্ছে
ভারতের এই আত্মবিধ্বংসী নীতির বিরুদ্ধে
কিন্তু এরই মধ্যে ভারতের সচেতন নাগরিক
সমাজ আওয়াজ তুলতে শুরু করেছে তারা অনেকেই
বলছেন এই নীতি থেকে ভারতকে সরে আসতে হবে
নিজের স্বার্থে প্রতিবেশীর সাথে ভালো
সম্পর্কের স্বার্থে উদাহরণস্বরূপ ধরা যায়
ভারতের ফারাক্কাবাদ এটা নিয়ে ভারতের
ভেতরেই কিন্তু জনমত প্রবল থেকে প্রবলতর
হচ্ছে এটার বিরুদ্ধে হচ্ছে বিহারের
মুখ্যমন্ত্রী নিতিশ কুমার এরই মধ্যে
বাদটিকে ভেঙে ফেলার কথা বলেছেন মেধা
পাটকারের মত অ্যাক্টিভিস্ট অলরেডি বলা
শুরু করেছেন ফারাক্কাবাদ ভারত সুবিধার
চাইতে অসুবিধা কয়েক গুণ বাড়িয়ে তুলছে
এটাকে রীতিমত সবাই মিলে ডি কমিশন করার
কথাও বলছেন অত্যন্ত জোরালো দাবিতে এত
কিছুর পরেও যদি ভারতের বোধয় না হয় তাহলে
একটা কথাই বলার আছে মাওলানা আব্দুল হামিদ
খান ভাষানী প্রয়াত হয়েছেন কিন্তু এদেশের
ঘরে ঘরে ভাষানীর জন্ম হয়েছে কিছুদিন আগের
ঘটে যাওয়া বিপুল গণঅভ্যুত্থান সেটাই
কিন্তু স্পষ্টভাবে চোখে আঙ্গুল দিয়ে
দেখিয়ে দিয়েছে শুধু পদ্মা মেঘনা যমুনা
বড় নদী নয় আমার বাড়ির পাশের ছোট্ট
নদীতে বৈশাখে যদি হাঁটু পানিও না থাকে সেই
পানি ফিরিয়ে আনার জন্য এদেশের মানুষ
এদেশের জনগণ আবারো পথে নামবে এদেশের মানুষ
বিশ্বাস করে তার বাড়ির পাশের আঁকাবাঁকা
নদীর বৈশাখ মাসের যে হাঁটু জল এটাও তার
অস্তিত্বের অধিকার সেই অধিকার আদায় করার
জন্য আমরা যে কারো মুখোমুখি হতে প্রস্তুত
আছি যেকোনো সময়
