be here uh Miss De La Cruz you are
recognized from Texas
thank you Mr chair for hosting this
meeting today and for allowing me to
wave on today to this important hearing
um I'm congresswoman Monica De La Cruz
and I'm here on behalf of my
constituents on behalf of the RGV border
patrol sector the brave men and women
who serve and defend this kind country
you know Texas 15 is right along the
border in South Texas it includes
Macallan Texas and over the last several
years I have seen
um the other side of the aisle the
current Administration demonize our
hard-working border patrol agents not
only demonize them but crippled them
with lack of resources not only on the
technology side but lack of resources
from being able to put current policies
in place and do their job which is to
protect this country but yet they get up
day after day and still go to to their
work long hours and when I think about
those brave men and women I not only
think about them but I think about their
spouses and their children because the
stories that you don't hear are the
stories about how these men and women
when they go and pick up children who've
been abandoned because the cartels they
just leave these children on lands
children at the age of one at the age of
two of three
our border patrol men and women are
carrying these babies they're helping
women to give birth on the banks
the reason that I came today and asked
to be waived on because is because they
need a voice they need a voice to stand
up for them to show them that the people
in Congress care
well at least some of them because when
we look at this room I can see people on
the other side of the aisle are not here
are not here to see what the crisis is
at our borders to see our national
security
and how there is a lack of security due
to this Administration that being said
I want to say that uh Chief Scott you
were here under the previous
administration and my understanding from
speaking to uh my uh my friends in
Border Patrol in the RGV sector is that
you put together many processes and put
them in place in order to be able to
facilitate the um the immigrants coming
through and how to how to properly put
them through the through the borders
that being said there were several
various or there were various executive
orders under the previous administration
that seemed to work can you tell me how
the executive orders from the previous
administration and the executive orders
from this Administration have changed
during the last Administration in the
Trump Administration gets labeled with a
lot of this but under secretary Wolf's
guidance and others we put together
integrated teams and we had a simple
question put in front of us literally
every week we had to go back to the
White House and give it answers what can
we do to secure the border and Protect
America
in all the EOS that went in place MPP
the Asylum Cooperative agreements I was
sitting at border patrol agents to
countries down south left and right to
build relationships with them and just
simply get them to enforce their own
laws it was all about protecting America
and then on January 2021 everything
switched every one of those policies
that actually showed progress and
improved and protected America was
replaced with messages that said speed
up the processing as fast as you can
we're not into the deterrence business
anymore and we need to find new ways to
get more migrants into the United States
so do policies work
policies do work rhetoric Works short
time but policies and actions work long
term and I believe Mr edlow is really a
key into some of those policies and he
may have and before I go to you let me
ask you one last question Mr Scott how
many people did you personally parole
into this country so why I was chief of
the border patrol that Authority was
delegated to sector Chiefs and not to
try to get out of it but because that's
how much we cared about it there's 20
sector Chiefs Nationwide so when I was a
sector Chief in a year I think the most
paroles I ever did was about 10. and the
things that people are missing is there
was a very in-depth threat assessment
done with every each and every one of
those individuals there was a plan to
keep track of them and then when
whatever the reason was was done we
physically made sure the person was
removed the United States consistent
with the law that being said how does
that compare with the current
Administration and the amount of uh
paroles that are LED into this country
we were using it consistent with the law
Case by case individual determination
from my understanding the way it's being
used now is just a blanket way to get
people out of stations avoid the Optics
of people backed up in border patrol
stations and I think that's where this
is a real concern is it all goes to
Optics when it's convenient to the Biden
Administration with that I yield back
