चुनाव की आवृत्ति और खर्च कम किया जा सकता
है इसके बाद लॉ कमीशन ने इस पर अपनी
रिपोर्टें प्रस्तुत की जिसमें विधानसभाओं
के कार्यकाल को समावेद करने के उपाय बताए
गए पूर्व प्रधानमंत्री अटल बिहारी वाजपेई
इस विचार के समर्थक थे लेकिन यह प्रस्ताव
कानून में बदलाव की दिशा से आगे बढ़ने के
पहले ही रोक दिया गया कोविंद समिति ने इस
मुद्दे पर एक रिपोर्ट तैयार की है समिति

विधान सभाएं जिसमें कुल 24 राज्यों के
चुनाव होंगे उनका कार्यकाल एक से 4 साल कम
हो जाएगा
सोचिए अगर किसी राज्य विधानसभा को 2027
में केवल 2 साल के लिए चुना जाए या 2028
में सिर्फ एक साल के लिए लिए राज्य के लोग
और राजनीतिक पार्टियां ऐसा चुनाव क्यों
स्वीकार करें और अगर चुनाव के बाद
विधानसभा हंग असेंबली जैसी स्थिति में आ
जाती है या अगर चुनी हुई सरकार हार जाती
है या अगर मुख्यमंत्री इस्तीफा दे देते
हैं और कोई बहुमत नहीं बना पाता ऐसी
स्थिति में बाकी 5 साल के कार्यकाल के लिए
नए चुनाव होंगे जो कुछ महीनों के लिए भी
हो सकते
यह चुनाव केवल मजाक बनकर रह जाएंगे और
केवल व राजनीतिक पार्टियां या उम्मीदवार
जो बहुत पैसे वाले हैं जैसे चुनावी बंड
वाले धनी पार्टी वही इन चुनाव में भाग ले
पाएंगे यह सिफारिश मुख्यमंत्री को अपने
नाराज विधायकों को काबू में रखने के लिए
एक हथियार देंगी क्योंकि वह नए चुनाव की
धमकी देकर उन्हें नियंत्रित कर सकेगा यह
