रिफॉर्म यानी बदलावों पर बात हुई जिन्हें
एग्रेरियन रिफॉर्म्स भी कहते हैं इनमें
पहला था लैंड रिफॉर्म या इंस्टीट्यूशनल
रिफॉर्म जिसका मकसद था जमीन से जुड़ी सभी
परेशानियों को सुधारना
लैंड रिफॉर्म में सरकार ने कुछ अहम कदम
उठाए जैसे अबोलिशन ऑफ
इंटरमीड यानी जमींदारी सिस्टम को हटाकर
जमीन का मालिकाना हक सीधा किसान को दे दे
जिससे वह जमीन में होने वाले हर संभव
सुधार को पूरे हक से कर पाए सीलिंग ऑन
लैंड होल्डिंग यानी एक व्यक्ति के पास
ज्यादा से ज्यादा कितनी जमीन होगी यह तय
किया गया तय की गई लिमिट से अगर ज्यादा
जमीन किसी के पास पाई जाती तो उससे वह
जमीन लेकर सरकार किसी ऐसे किसान को दे
देती जिसके पास बहुत कम या बिल्कुल जमीन
नहीं थी कंसोलिडेशन ऑफ होल्डिंग जिसके तहत
अगर किसान के पास स्मल एंड स्कैटर्ड
होल्डिंग यानी अलग-अलग जगह छोटी-छोटी
जमीने हैं तो सरकार उसे लेकर उस किसान को
एक बड़ी जमीन अलॉट करेगी ताकि वो किसान उस
जमीन पर नई तकनीकों का इस्तेमाल करके अपने
प्रोडक्शन को बढ़ा पाए और अंत में
कोऑपरेटिव फार्मिंग का मॉडल भी लाया गया
यानी छोटे किसान अब साथ मिलकर बीच खाद और
बाकी सभी सामान खरीद सकते थे जिससे पर
यूनिट कॉस्ट काफी कम हो सकती थी और
किसानों का फायदा बढ़ सकता
था लैंड रिफॉर्म के बाद अब बारी थी जनरल
रिफॉर्म की जो पानी खेती के लिए पैसा और
फसल बेचने के लिए सही खरीददार से जुड़े
थे सबसे पहले पानी यानी इरिगेशन फैसिलिटी
को सुधारा
गया जितना हो सके उतने खेतों को पानी का
एक प्रॉपर सोर्स जैसे कि कुआ या ट्यूबवेल
दिया वर्ल्ड बैंक की रिपोर्ट के अनुसार सन
2010 तक भारत के 35 पर खेतों को पूरी
तरीके से पानी की सुविधा मिल चुकी है यानी
अब उन्हें रेनफॉल पर डिपेंडेंट नहीं रहना
पड़ता पैसों की परेशानी को सुधारने के लिए
सरकार ने 1982 में नाबार्ड यानी नेशनल
बैंक फॉर एग्रीकल्चर एंड रूरल डेवलपमेंट
की शुरुआत
करी नाबार्ड एक ऐसा बैंक था जो एग्रीकल्चर
सेक्टर में एपेक्स यानी सबसे बड़ा बैंक
बना और बाकी सभी बैंक जो इस सेक्टर में
काम कर रहे थे वह सब अब नाबार्ड की देखरेख
में आने लगे जैसे रीजनल रूरल बैंक या
कोऑपरेटिव बैंक्स हमारे किसान की समस्या
अब काफी हद तक सुधरने लगी पर अभी भी वो था
तो किसान ही जिसे फसल उगाना तो आता था पर
उसे बेचना
नहीं जिस वजह से वो ज्यादा फसल उगाने के
बावजूद ज्यादा पैसे नहीं कमा पा रहा था इस
समस्या को सुधारने के लिए सरकार ने पहले
शुरू करी सपोर्ट प्राइस पॉलिसी जिसके तहत
सरकार सभी किसानों की फसल का एक मिनिमम
दाम लगाएगी जिसे एमएसपी यानी मिनिमम
सपोर्ट प्राइस कहते हैं किसान चाहे तो
बाजार में अपनी फसल को बेच सकता है पर अगर
उसे उचित दाम ना
मिले तो सरकार उसकी पूरी फसल एमएसपी पर
खरीद लेती थी फिर आया रेगुलेटेड मार्केट
और कोऑपरेटिव मार्केटिंग सोसाइटी का नंबर
रेगुलेटेड मार्केट का मतलब एक ऐसा बाजार
जहां सरकार तय करेगी कि कौन-कौन इस बाजार
में फसल खरीदने आएगा और कम से कम कितना
दाम
लगाएगा इस बाजार के आने से अब किसानों को
किसी मिडिलमैन के हाथों एक्सप्लोइट होने
की कोई जरूरत नहीं कोऑपरेटिव मार्केटिंग
सोसाइटी का गठन किसानों की बारगेनिंग पावर
को बढ़ाने के लिए किया गया अब सभी छोटे
किसानों की फसल को इकट्ठा करके यह सोसाइटी
उन्हें उचित दामों पर बेचती फूड ग्रीन के
साथ एक बहुत बड़ी परेशानी ी सही से ना रखा
जाए तो व बहुत जल्दी खराब हो जाते हैं इसे
ध्यान में रखते हुए सरकार ने 1964 में
एफसीआई यानी फूड कॉर्पोरेशन ऑफ इंडिया की
शुरुआत करी जो स्टोरेज एंड वेर हाउसिंग का
पूरा ध्यान रखेगी एग्रेरियन रिफॉर्म के
अंतिम और सबसे महत्त्वपूर्ण हिस्से का नाम
था ग्रीन रिवोल्यूशन यानी टेक्निकल
रिफॉर्म जिसकी रूपरेखा में अहम योगदान

हमारी ग्रोथ की कहानी बिल्कुल अधूरी है
आसान भाषा में ग्रीन रिवोल्यूशन का मतलब
एग्रीकल्चर प्रोडक्टिविटी में एकदम से आई
तेजी लेट 1960 में गेहूं और चावल में बहुत
तेजी देखने को मि जिसकी वजह थी हाई
यील्डिंग वैरायटी ऑफ सीड यानी एच वाईवी
सीड का इस्तेमाल केमिकल फर्टिलाइजर और
पेस्टिसाइड्स का सही यूज साइंटिफिक क्रॉप
रोटेशन और और मॉडर्नाइज तरीके से फार्मिंग
करना इस रिवोल्यूशन ने भारत के डेवलपमेंट
की चाल को बहुत तेज कर दिया ग्रीन
रिवोल्यूशन की वजह से हमारी नेशनल इनकम और
प्रोडक्शन दोनों काफी बढ़ गए इसका फायदा
सिर्फ बड़े किसानों तक सीमित नहीं रहा
बल्कि ज्यादा प्रोडक्शन होने से बाजार में
अवेलेबल फूड ग्रेन यानी मार्केटेबल सरप्लस
बढ़ा जिसके चलते गेहूं और चावल
के दाम गिरने लगे जो भारत के लोअर इनकम
ग्रुप के लिए बहुत अच्छी खबर थी अब हमारी
सरकार के गोदामों में बफर स्टॉक यानी किसी
अनहोनी के समय के लिए खाने की कोई कमी
नहीं बची और भारत का किसान भी अब खेतों को
सिर्फ जीने का नहीं बल्कि कमाने का जरिया
भी समझने लगा क्या आपको पता है अगर आज
किसी समझदार इकोनॉमिस्ट से पूछे
क्या भारत को एक और ग्रीन रिवोल्यूशन
चाहिए तो उसका जवाब होगा नहीं बिल्कुल भी
नहीं जब ग्रीन रिवोल्यूशन इतना बेहतर था
तो फिर एक और क्यों नहीं व कहते हैं ना हर
सिक्के के दो पहलू होते एक अच्छा तो दूसरा
बुरा ग्रीन रिवोल्यूशन का भी कुछ ऐसा ही
हाल था एक और जहां इसकी वजह से प्रोडक्शन
बढ़ा वहीं दूसरी ओर पानी की कमी होने लगी
क्योंकि चावल और गेहू दोनों फसलों को काफी
अच्छी मात्रा में पानी चाहिए था और इसी
वजह से सोइल डिग्रेडेशन जैसी दिक्कत सामने
आने
लगी अब कक ग्रीन रिवोल्यूशन में लिमिटेड
क्रॉप्स
आती तो बाकी किसी और के प्रोडक्शन में तो
कोई फर्क पड़ा ही
नहीं इसका सबसे बड़ा नुकसान यह था कि
सीड और मॉडर्न
टेक्नोलॉजी य दोनों कभी सस्ती नहीं
हुई तो प्रोडक्शन बढ़ा तो
सही पर सिर्फ बड़े किसानों का और अंत में
यह ग्रीन रिवोल्यूशन की आंधी पूरे भारत
में नहीं चली क्योंकि जो क्लाइमेट गेहूं
और चावल को चाहिए था वह पंजाब हरियाणा
आंध्र प्रदेश और वेस्टर्न यूपी के कुछ
हिस्सों में ही मिला खैर अच्छा था या बुरा
ग्रीन रिवोल्यूशन ने भारत को फूड ग्रेन
में आत्मनिर्भर तो बना ही दिया था पहले
फाइव ईयर प्लान के बाद अब बारी थी अगले 5
साल के एग्रीकल्चर सेक्टर में के बदलावों
का रिजल्ट आने में काफी समय लगने वाला था
इसलिए 1956 से 1961 में इंडियन प्लानिंग
के आर्किटेक्ट और इंडियन स्टेटिस्टिक्स
महानुभव ने इंडस्ट्रियल सेक्टर को पकड़
लिया चाहे भारत को एग्रेरियन इकॉनमी क्यों
ना कहा जाता हो पर अगर पैसे बनाने हैं तो
इंडस्ट्रीज को तो सुधारना पड़ेगा क्योंकि
एग्रीकल्चर सेक्टर के मुकाबले इंडस्ट्रियल
सेक्टर एक ज्यादा स्टेबल सोर्स ऑफ
एंप्लॉयमेंट है और साथ साथ नेशनल इनकम को
बढ़ाने के लिए यह सबसे बेहतरीन सेक्टर था
इंडस्ट्रियल सेक्टर खाने में नमक की तरह
होता है जैसे नमक के बिना खाने में स्वाद
नहीं आता वैसे ही इंडस्ट्रीज के बिना
इकॉनमी का ग्रोथ पोटेंशियल नहीं बढ़
सकता क्योंकि इंडस्ट्री एक्सपोर्ट करने के
साथ साथ मॉडर्नाइजेशन और टेक्नोलॉजिकल
अपग्रेडेशन में भी अहम योगदान दे फिर चाहे
वह एग्रीकल्चर सेक्टर ही क्यों ना हो बिना
इंडस्ट्रीज के वह आगे नहीं बढ़
सकता पर हम ठहरे
भारतवासी जि इंडस्ट्री के नाम पर सिर्फ
टिस्को और कुछ शुगर मल का ही पता था मतलब
साफ था 1950 में इंडस्ट्रियल सेक्टर था ही
नहीं ऐसे में सरकार का एक कर्तव्य बनता है
कि वह आगे आए और इस सेक्टर को पूरी तरीके
से रेगुलेट करें क्योंकि प्राइवेट
इंडिविजुअल्स के पास ना तो इतना पैसा था
और ना ही रिटर्न और इन्वेस्टमेंट मिलने की
उम्मीद बस फिर क्या था
1956 सरकार लेकर आई दूसरा इंडस्ट्रियल
पॉलिसी रेजोल्यूशन यानी आईपीआर
1956 एक ऐसी इंडस्ट्रियल पॉलिसी जिसने
सेक्टर में गवर्नमेंट के रोल को बढ़ा दिया
और प्राइवेट सेक्टर के हाथों से पैसों का
नेवाला छीन लिया इस पॉलिसी के तहत सरकार
ने तीन चीजें क पहली थ्री टायर
क्लासिफिकेशन ऑफ इंडस्ट्रीज यानी पूरे
इंडस्ट्रियल सेक्टर को तीन कैटेगरी में
बांट दिया शेड्यूल ए जिसमें 17 इंडस्ट्री
आई जिन पर पूरी तरीके से सिर्फ सरकार का
हक हो जैसे कोल एटॉमिक एनर्जी आयरन और
स्टील जैसी
इंडस्ट्रीज प्राइवेट को इनमें से किसी भी
इंडस्ट्री को खोलने की कोई आजादी नहीं
होगी शेड्यूल बी में आई 12 इंडस्ट्री ज
सरकार और प्राइवेट दोनों चला सकते हैं पर
सरकार का रोल प्राइवेट से कई ज्यादा होगा
और शेड्यूल सी में बची कुची सारी
इंडस्ट्रीज आ गई जो प्राइवेट इंडिविजुअल
आराम से खोल भी सकते थे और चला भी सकते थे
आईपीआर 1956 के तहत जो दूसरा काम हुआ वो
था इंडस्ट्रियल लाइसेंसिंग का लागू होना
इसका मतलब था कि अगर किसी इंडस्ट्री को
सेटअप या एक्सपेंड करना है तो सरकार की
तरफ से एक रिटर्न परमिशन लेनी जरूरी है
बिना परमिशन के ना तो कोई इंडस्ट्री खुल
सकती और ना ही एक्सपेंड हो सकती तीसरा और
आखरी काम था इंडस्ट्रियल कंसेशन आईपीआर का
मेन मकसद था भारत का विकास इसलिए अगर कोई
इंडस्ट्रियलिस्ट गांव में या किसी बैकवर्ड
एरिया में इंडस्ट्री सेटअप करता तो भारत
सरकार की तरफ से उसे टैक्स में छूट सस्ती
दरों पर पावर सप्लाई जैसे बहुत सारे फायदे
मिलते भारत जैसे देश में अगर इंडस्ट्रीज
को आगे बढ़ाना था तो बड़ी इंडस्ट्री से
ज्यादा जरूरी रोल स्मॉल स्केल इंडस्ट्री
को निभाना था स्मॉल स्केल इंडस्ट्री का
मतलब ऐसी इंडस्ट्री जिनका कैपिटल
इन्वेस्टमेंट 1951 में 5 लाख से अधिक ना
आज इसे बढ़ाकर 5 करोड़ कर दिया गया है इन
इंडस्ट्रीज की सबसे बड़ी खासियत है कि
लेबर इ होने के साथ साथ बैलेंस रीजनल
ग्रोथ को भी प्रमोट करती है क्योंकि
इन्हें कहीं भी खोला जा सकता
है ना तो इनके लिए बहुत बड़ी इन्वेस्टमेंट
चाहिए और ना ही बड़ी जगह इसलिए यह इक्विटी
के ऑब्जेक्टिव को पूरा करने में भी अपना
अहम योगदान देती
है य एसएसआई बड़ी इंडस्ट्रीज के लिए भी
बहुत ज्यादा जरूरी है क्योंकि उन
इंडस्ट्रीज के सोर्स ऑफ रॉ मटेरियल का भी
काम करती यानी बड़ी इंडस्ट्री को जो कच्चा
माल चाहिए वह यह लाकर देती थी जिससे बड़ी
इंडस्ट्रीज की मेहनत भी बच जाती थी और
इन्हें सही खरीददार भी मिलता
है एसएसआई की जरूरत को पहचानते हुए सन
1955 में गोपाल करवे जो कि एक इंडियन
इकॉनमिका नाम पर करवे कमेटी का भी गठन हुआ
इस कमेटी का मेन उद्देश्य था स्मॉल स्केल
इंडस्ट्री के विकास दर को बढ़ाना कोलोनियल
रूल ने भारत को रॉ मटेरियल का एक्सपोर्टर
और फिनिश गुड्स का इंपोर्टर बना दिया
अंग्रेजों का मानना था कि भारत के फॉरेन
ट्रेड को कभी डेवलप नहीं होने दिया
जाए पर अब तो हम आजाद थे यानी समय था सब
कुछ बदलने का और हुआ भी ऐसा सरकार ने
डोमेस्टिक प्रोड्यूसर को बढ़ाने के लिए और
फॉरेन डिपेंडेंसी को कम करने के लिए
इनवर्ट लुकिंग ट्रेड पॉलिसी या इंपोर्ट
सब्सीट्यूशन की पॉलिसी लागू करी जिसका
मतलब था कि बाहर से इंपोर्ट होने वाले
सामान को जितना हो सके रोका जाए और उसे
डोमेस्टिक प्रोड्यूसर्स से बनवाया जाए
ताकि हमारी लोकल इंडस्ट्रीज को डेवलप होने
का पूरा मौका मिले
भारत में बनने वाले सामान को इंपोर्ट के
कंपटीशन से बचाने के लिए दो अहम कदम उठाए
गए पहला था टैरिफ पॉलिसी यानी इंपोर्टेड
गुड्स पर भारी मात्रा में टैक्स लगाया जाए
ताकि भारतीय बाजारों में उनकी कीमत बढ़े
और जनता डोमेस्टिक गुड्स को खरीदने के लिए
आगे आए दूसरा था कोटा सिस्टम यानी कितनी
कीमत का सामान इंपोर्ट किया जाएगा इस पर
एक लिमिट लगा दी गई ताकि सिर्फ वही गुड्स
इंपोर्ट हो जिसकी जरूरत भारत के विकास को
थी पर क्या यह
पॉलिसी हमें पूरी दुनिया से काट नहीं रही
थी अनजाने में ही सही पर हमने फॉरेन
इन्वेस्टमेंट के सारे रास्ते शायद बंद कर
दिए खैर इन पॉलिसी का हमारी इकॉनमी पर
क्या फर्क पड़ा या कैसे फर्क पड़ा इसकी
