mich mit der Umweltbewertung und
Regulierung von Produkten was ist
Ökodesign welche Rolle spielt die
Ökodesign Richtlinie bei der Gestaltung
von Produkten und wie wird sie derzeit
innerhalb der EU umgesetzt darüber
möchte ich heute sprechen
dieses Video ist Teil von zwei Beiträgen
zum Thema Ökodesign Richtlinie und
Regulierung und gibt einen allgemeinen
Überblick zur ökodesignrichtlinie und
den derzeit gültigen Verordnung in einem
zweiten Teil schauen wir uns dann an
welche Änderungen geplant sind durch die
Europäische Kommission Ökodesign spielt
eine immer wichtigere Rolle in unserer
heutigen Gesellschaft es handelt sich
dabei um den Prozess Produkte so zu
gestalten dass sie minimale Auswirkungen
auf die Umwelt haben und insgesamt
umweltverträglich gestaltet werden
die Europäische Union hat diesen Ansatz
vor vielen Jahren erkannt und eine Reihe
von Regulierungen und Richtlinien
eingeführt und den ökologischen
Fußabdruck von Produkten zu reduzieren
Bereich der Elektronik und IKT sind
diese rechtlichen Regelungen vor allem
unter dem Begriff ecodesign-
in ihrer aktuell gültigen Form
ermöglicht die
ecodesign-richtlinie beispielsweise die
Formulierung von Mindestanforderungen an
die Energieeffizienz verschiedene
Produkte dazu gehören Haushaltsgeräte
wie Waschmaschinen und Kühlschränke
IT-Geräte aber auch industrieausrüstung
die Schweiz equipment
neben Anforderungen an die
Energieeffizienz gilt mittlerweile für
vereinzelte Produktgruppen auch das
Hersteller Informationen zur Reparatur
und Wartung zur Verfügung stellen müssen
um die Lebensdauer der Produkte zu
verlängern
die Mindestkriterien an die
Umweltverträglichkeit werden dabei im
Einzelnen pro Produktgruppe durch
spezifische Verordnungen festgelegt
bisher werden insgesamt 31

ökodesignverordnungen erfasst und können
darüber hinaus durch weitere
Verordnungen ergänzt werden
beispielsweise der Verordnung zur
Energieverbrauchskennzeichnung die uns
im Alltag als Energielabel auf den
Geräten begegnen
Ökodesign per Gesetz bietet viele
Vorteile für die Umwelt und
VerbraucherInnen lassen Sie uns das
Konzept der Ökodesign Regulierung anhand
eines konkreten Beispiels verdeutlichen
Kühlschränke
in der Vergangenheit verwendeten viele
Kühlschränke als Kältemittel
floor-wasserstoff kurz FCKW diese
Chemikalien waren zwar effektiv aber
auch äußerst schädlich für die
Ozonschicht und das Klima
das
materialprotokoll von
1987 war ein entscheidender Schritt zur
Lösung dieses Problems dieses
internationale Abkommen verpflichtete
die Länder dazu die Produktion und den
Verbrauch von FCKW schrittweise zu
reduzieren und schließlich ganz
einzustellen weil alle mitmachten hatten
die Hersteller auch kein Problem bessere
Technologien einzusetzen das ganze war
weltweit ein riesiger Erfolg und hat
dazu beigetragen dass wir heute noch
eine Ozonschicht haben
die EU ging hier in den Folgejahren noch
weitere Schritte im Jahr 1996 wurden
beispielsweise erstmals
energieeffizienz-
Gegenstand der damaligen Richtlinie sind
nicht nur maximale Grenzwerte die es
einzuhalten gilt sondern auch die dafür
nötigen Messverfahren und Standards dies
zu beachten galt die Richtlinie wurde
später durch weiterführende
EU-Verordnungen ergänzt und umfasst
heute neben richt und grenzwertend für
den Energieverbrauch auch Vorgaben für
die Betriebslautstärke Verfügbarkeit von
Ersatzteilen Zugang zu
reparaturinformationen sowie weiteren
Informationen die eine möglichst
umweltverträgliche Nutzungsweise
sicherstellen sollen
fast jeder Haushalt in Deutschland hat
heute einen Kühlschrank und genau zu
sein haben sogar 90% der Haushalte ein
Kühlschrank was ca 37 Millionen
Kühlschränken entsprechen dem gegenüber
stehen VerbraucherInnen einer enorme
Auswahl an Produkten gegenüber für diese
Sicht beim Kauf entscheiden müssen die
europäische Produktdatenbank für die
Energieverbrauchskennzeichnung Liste
derzeit beispielsweise über
31.700 verschiedene kühlschrankmodelle
auf die europäischen Markt zu kaufen
sind
die ökodesignverordnung für Kühlschränke
stellt dabei sicher dass alle diese
Geräte den Anforderungen für den
europäischen Markt genügen
das hat viele Vorteile für
VerbraucherInnen und den Umweltschutz
VerbraucherInnen sind vor dem Kauf
besonders ineffizienter Produkte
geschützt und profitieren von
energiesparenden Produkten man kann sich
vor dem Kauf eines Geräts über dessen
Energieverbrauch und andere wichtige
Kriterien informieren zum Beispiel wie
viel Lärm ein Kühlschrank im
Durchschnitt macht
VerbraucherInnen und Umwelt profitieren
auch von einer längeren Lebensdauer der
Produkte aufgrund einer besseren
Reparierbarkeit
Hersteller müssen Ersatzteile für
bestimmte Produktgruppen für eine
mindeszeitraum von z.B 7 oder 10 Jahren
bereitstellen wozu künftig zunehmend
auch Software Updates sehen
das Beispiel zeigt Ökodesign
funktioniert für VerbraucherInnen und
Umwelt dabei soll aus Sicht der
EU-Kommission aber nicht Schluss sein
denn die bisherige Ökodesign Richtlinie
hat trotz ihres großen Erfolgs aus
Umwelt sich zwei große Schwächen zum
einen zieht sie fast ausschließlich auf
die Regulierung von elektrischen oder
energieverbrauchsrelevanten Produkten
zum anderen beziehen sich die meisten
Mindestanforderungen nur auf die
Verbesserung der Energieeffizienz der
Produkte doch was ist mit allen anderen
Produkten da draußen im Markt wie Möbel
Baustoffe oder Textilien und warum
sollten neben der Energieeffizienz nicht
auch andere Kriterien für die
umweltgerechte Gestaltung von Produkten
relevant sein
für andere Gruppen gibt es zwar wiederum
bereits bestehende Richtlinien und
Verordnungen es wäre doch aber gut und
praktisch wenn es eine umfassendere
Verordnung gebe die für alle Produkte im
Markt gültig wäre die möglichen Vorteile
einer übergreifenden Regulierung hat die
EU-Kommission erkannt und deshalb im
März 2022 den Vorschlag für eine neue
ökodesignverordnung vorgelegt die
schauen wir uns aber in einem anderen
