インドネシアの首都ジャカルタとおよそ
140キロ離れた
坂東を結ぶ
インドネシアの高速鉄道に使われる
鉄道車両が中国から
ジャカルタ北部の港に
到着しましたこの
ジャカルタバンドンカンの高速鉄道計画は
日本と中国が
受注を競っていて
当初は日本が圧倒的に有利だとみられてい
たものですところが土壇場で中国が逆転
受注しました中国
側が
インドネシアに提示した計画書は
ルートも駅の位置も日本が提示したものと
全く同じで
違うのは
ページ金額だけ
インドネシアの政府関係者が日本の案を
流出させた可能性が高いことからこの一件
は
インドネシアの裏切りとして知られてい
ますしかし
長年経緯を持って調査を進めてきた日本を
裏切ったツケは
非常に大きいものでした
受注落札後も中国側の
書類不備により
審査が進まず
後期が遅延しかもその原因は
インドネシア中国高速鉄道車が
運輸省に
提出した書類に
公用語のインドネシア語や
英語以外に中国語表記のものがあったと
いう信じられないものでした
当然ですが
現地の担当官は読めませんこのような
少し考えればわかるような問題が
続出していたのです
当初は2019年の運行開始を目指してい
ましたが大幅に遅れ2023年の
運行開始を目指しています
この遅れによってコストも増加
政府負担なしを理由に中国を選んだにも
かかわらず
インドネシア政府は2021年11月に
約4.3兆ルピア日本円で
約357億円の
国家予算を投じることとなりました
後期の遅れは
新型コロナウイルス
感染症の影響も受けているので
インドネシア政府は
運がなかったとも言えますしかし実はこの
国費投入さえ中国の計画通りという説も
あるのです
もともとジャカルタバンドンカンの高速
鉄道はコストが高く
到底採算が取れそうもないことが
調査でわかっていました
中途半端の距離でありしかも
ジャカルタバンドンの
二都市間には
すでに
既存路線が走っていることから
十分な運賃収入が見込めませんまた
鉄道事業は一種の
装置産業ですから
多額の
原価売却費はもちろんのこと高い維持管理
費を払う必要がありますそのため営業でき
たとしても
すぐに
赤字経営に陥る可能性があるのですだから
こそ日本は
財政負担は必須だとし
黒字にするための工夫も
考えてきましたしかし中国はコストを人為
的に低く見積もることでこの計画をご利用
しこのプロジェクトは
うまく仕組まれており
プロジェクトを実施するために
設置された
特別目的会社は
インドネシアの企業です
しかもその資本の6割は
国営企業が保有していますこのような体制
の下ではコスト超過が起これば
インドネシアの国営企業が大半を負担し
なければなりません
しかしこれらの国営企業は
すでに多額の
対外債務を
抱えていますこのような支払いを強制さ
れれば
破産に追い込まれるでしょうそのため政府
は
動かざるを得なかったというわけです
再生負担なしを歌っておきながら中国は
見事に
国費を引き出したことになりますもし狙っ
てやったとしたら
頭はいいですが今日ですよねさらに

運航本数は1日34往復日中に
上下23本が運行される予定です
所要時間は
平均片道40分程度で
営業車両が11本というのはかなり多い
本数と言えますそのためある程度の
トラブルが発生することを見越した

鉄道計画はマハラシトラ州の
ムンバイとグジャラーと州の

508キロを結ぶものです
2015年の日医首脳会談で
新幹線方式の導入が決定し2017年から
着工していますしかし中国もインドの受注
を狙っておりこの決定には納得できなかっ
たようです
表向きにはどの国にも
自国の協力相手と
協力方式を結ぶ権利がある
インド側の決定と
選択を
我々は尊重すると説明ところが中国の
メディアは日本はインドの高速鉄道
プロジェクトを
持っていったばかりか

すぐにでも取り上げてやろう中国の
